Press Statement
South Sudan National Youth Council (SSNYC)
In Response to the Statement Issued by the Secretary General of the South Sudan National Youth Union (SSNYU)
Juba, South Sudan — The South Sudan National Youth Council (SSNYC) issues this statement in light of the recent remarks made by the Secretary General of the Union.
Reminded by the heroic sacrifices of our Liberation heroes, we affirm our duty to safeguard the values they fought for — freedom, justice, unity, and good governance. We recognize that youth are the seeds of our liberation and the cornerstone of national unity. The unity of the youth is, and will remain, fundamental to the unity of the entire Republic of South Sudan.
Cognizant of the democratic foundation upon which the Union is established, we wish to clarify to the public that the statement made by the illegitimate Secretary General is an abuse of power, lacks credibility, and is guided by emotion rather than truth.
The Council emphasizes:
1. The Council is the second highest organ of the Union as stipulated in article 14 (1) after the National Youth Convention which is held every four years as per article 13 (1) of South Sudan National Youth Union constitution.
2. Executives must be vetted by the Council before assuming office as stipulated in Article 14.1 (e). This has not happened, rendering the Secretary General and other executives (except the Chairperson) illegitimate.
3. Since the election of the Chairperson, the Executive has deliberately obstructed Council activities, avoided accountability, and operated without transparency in financial and administrative matters. This worries the SSNYC on the matters of accountability of Donors' funds meant for Youth activities across all the 10 states and the 3 Administrative areas.
4. We urge all government institutions and international partners to disengage with this unvetted executive body until the council inform the public on its illegibility. The Council is tasked with general oversight of the performance of the National Executive Committee and approve annual workplan, reports, policies developed by the National Executive committee as per article 14.1 (l, m, n, t).
5. The speaker is constitutionally allowed to assist in National Youth matters of National importance (see article 15.1(e). This is the constitutional mandate that the illegitimate SG failed to take note.
We therefore urge the public, partners, and institutions to disregard the Secretary General’s statement. The Council reaffirms its constitutional mandate to act in the best interest of the youth and the Union should the Executive continue to fail in its responsibilities.
We call on all youth to remain united, vigilant, and committed to building a democratic and prosperous South Sudan.
