“Transforming Local Food Systems Through Partnership, Innovation, and Community Leadership”

We are delighted to share our latest Programme Impact and Success Stories publication, highlighting the progressive achievements and emerging outcomes of the Localized Approaches to Food Systems Transformation (LAST) Project in Wau and Jur River Counties, Western Bahr el Ghazal State, South Sudan.

The publication showcases how farming communities are transitioning from subsistence agriculture to resilient, market-oriented, and inclusive food systems through community ownership, innovation, and strategic partnerships.

Implemented by the Consortium of Rural Women for Agribusiness Development Organization (CORWADO) with financial support from the Government of Norway, through the Norwegian Ministry of Foreign Affairs (NMFA) and the Royal Norwegian Embassy in South Sudan, the project applies a Market Systems Development (MSD) and Private Sector Engagement (PSE) approach to strengthen agricultural productivity, financial inclusion, enterprise development, and community resilience.

Highlights include:

- Community-owned Demonstration Plots and Farmer Field Schools promoting Climate-Smart Agriculture (CSA) and Good Agricultural Practices (GAP).
- Improved access to certified quality seeds, agricultural inputs, and extension services through public and private-sector partnerships.
- Stronger Village Savings and Loan Associations (VSLAs), producer cooperatives, and farmer groups through improved governance, leadership, financial literacy, and enterprise development.
- Expanded financial inclusion through partnerships with TrustLink Prosper Finance South Sudan and Cooperative Bank South Sudan, enabling communities to save, access finance, and invest in agriculture and rural enterprises.
- Stronger market linkages connecting producer groups with agro-dealers, commodity buyers, financial institutions, and business development service providers.
- Increased participation of women and youth in leadership, agribusiness, entrepreneurship, and agricultural value chains.
- Stronger community institutions and partnerships that are laying the foundation for resilient food systems, sustainable livelihoods, and inclusive economic growth.

One of the most rewarding outcomes is seeing communities take ownership of their development. Demonstration plots have become centres of learning and innovation, while VSLAs and producer cooperatives are strengthening governance, expanding financial inclusion, and investing in productive agriculture. Partnerships with government institutions, financial service providers, certified seed suppliers, agro-dealers, and commodity buyers are creating opportunities that continue to grow as the project progresses.

This experience reinforces an important lesson: lasting development is achieved by strengthening local institutions, empowering communities, and building partnerships that enable people to lead their own development.

Our sincere appreciation goes to the farming communities, producer cooperatives, VSLAs, County Agricultural Departments, government extension officers, financial institutions, private-sector partners, and the dedicated CORWADO team for their commitment and collaboration.

What an incredible and memorable moment shared with the amazing CORWADO team in Juba, South Sudan!

It was a meaningful opportunity to come together as colleagues, share a meal, strengthen our bonds, and celebrate the people who make CORWADO what it is.

Beyond the laughter and fellowship, we reflected on our collective journey, celebrated our key milestones and achievements, openly discussed the challenges we continue to face, and reaffirmed our shared commitment to building an even stronger and more impactful organization.

I was inspired by the openness, teamwork, dedication, and passion demonstrated by every member of our staff. CORWADO, with funding support from the Royal Norwegian Embassy in Juba through the Norwegian Ministry of Foreign Affairs (NMFA), has successfully handed over and distributed bicycles to Community-Based Extension Agents in Wau and Jur River Counties under the Localized Approach To Food System Transformation (LAST) Project.

This initiative is aimed at enhancing the mobility and effectiveness of rural extension workers, enabling them to reach and provide timely technical support to smallholder farmers in remote communities. Improved access to farming households will contribute significantly to increased agricultural productivity, strengthened food security, and improved livelihoods across the project areas.

By improving rural mobility and easing agricultural logistics, the project continues to empower communities and promote resilient and sustainable livelihoods for local families.

CONSULTANCY SERVICES FOR THE DESIGN, DEVELOPMENT, PILOTING, AND DEPLOYMENT OF A MOBILE/DIGITAL AGRICULTURAL EXTENSION PLATFORM

Assignment Duration: One (1) Month Consultancy Days (with possibility of additional technical backstopping subject to performance and project needs)

Type of Consultancy: Short-Term Individual/Institutional Consultancy.

Background:

Consortium of Rural Women for Agribusiness Development Organization (CORWADO), in partnership with the Royal Norwegian Ministry of Foreign Affairs and the Royal Norwegian Embassy in Juba, South Sudan, is implementing the Localized Approaches to Food Systems Transformation (LAST) Programme in Western Bahr el Ghazal State. The programme seeks to transform local food systems by strengthening climate-smart agriculture, improving market systems, enhancing financial inclusion, promoting private sector engagement, and empowering women and youth to participate in resilient and profitable agricultural value chains.

As part of this initiative, CORWADO intends to establish and operationalize an innovative mobile and digital agricultural extension platform that will connect smallholder farmers particularly women and youth to agricultural information, extension services, input suppliers, markets, financial institutions, and other key value chain actors.

Purpose of the Assignment:

The purpose of this consultancy is to support CORWADO in the design, development, piloting, testing, and deployment of an accessible, inclusive, and context-specific digital extension platform suitable for the South Sudan context, particularly in rural and low-connectivity environments.

The platform is expected to improve access to:
a) Climate-Smart Agriculture (CSA) advisory services;
b) Weather and climate information;
c) Pest and disease surveillance and alerts;
d) Seasonal agricultural guidance;
e) Market information and daily commodity prices;
f) Buyer and off-taker contacts;
g) Agricultural input suppliers;
h) Financial products and services;
i) Digital learning resources and extension materials.

The intervention will complement existing Farmer Field School (FFS), Training of Trainers (ToT), and Market Systems Development (MSD) approaches implemented by CORWADO.

Scope of Work:

The consultant shall undertake, but not be limited to, the following tasks:

1. Inception and Assessment:
a) Review project documents and conduct consultations with CORWADO and stakeholders;
b) Assess the feasibility, suitability, and scalability of the proposed digital extension model within the South Sudan context;
c) Assess digital readiness, connectivity challenges, user needs, and existing digital solutions;
d) Identify opportunities and constraints for digital extension among target beneficiaries.

2. Platform Design and Development:
a) Design the overall digital platform architecture and operational framework;
b) Develop user journeys and user experience pathways for farmers, extension workers, and administrators;
c) Recommend and establish appropriate technologies suitable for rural and low-connectivity settings;
d) Develop SMS, WhatsApp, USSD, and web-based functionalities as appropriate;
e) Integrate market information, extension content, and referral systems.

3. Content Development and Localization:
a) Support development and localization of extension content;
b) Adapt technical content into simple, user-friendly, and context-appropriate formats;
c) Ensure content addresses; Climate-smart agriculture; Crop and livestock production; Pest and disease management; Nutrition-sensitive agriculture; Market and price information and Financial literacy and inclusion.

4. Piloting and Testing:
a) Facilitate testing and piloting of the platform with; Farmer groups; Cooperatives; Women's groups; Youth groups; Government extension workers; Lead farmers; Private sector actors.
b) Document lessons learned and user feedback;
c) Refine and optimize the platform based on field experiences.

5. Capacity Strengthening
Train and mentor:
a) CORWADO staff;
b) Government extension workers;
c) Community facilitators;
d) Lead farmers;
e) Farmer organizations and cooperatives.
Training shall include:
a) Platform administration;
b) User management;
c) Content management;
d) Troubleshooting and maintenance;
e) Data collection and reporting.

6. Sustainability and Scale-Up
a) Develop sustainability and business models for long-term operation;
b) Recommend governance and management arrangements;
c) Develop scale-up pathways and implementation roadmap;
d) Provide recommendations for integration with public and private sector systems.

Expected Deliverables
The consultant shall deliver:
1. Inception Report and Work Plan;
2. Digital Needs and Feasibility Assessment Report;
3. Platform Architecture and Design Framework;
4. Functional Mobile/Digital Extension Platform Prototype;
5. Localized Extension Content Package;
6. Pilot Testing Report;
7. Capacity Building and Training Materials;
8. Training Report;
9. Sustainability and Scale-Up Strategy;
10. Final Consultancy Report.

Desired Consultant Qualifications

Interested consultants/firms should possess:
a) Advanced degree in ICT, Computer Science, Agricultural Informatics, Information Systems, Digital Agriculture, ICT4D, or related disciplines;
b) Minimum of five (5) years of demonstrated experience in digital agriculture, ICT4D, AgriTech, MIS, or innovation systems;
c) Proven experience in developing and deploying digital agricultural advisory systems or similar platforms;
d) Experience working in fragile, humanitarian, and rural development contexts;
e) Strong understanding of agricultural extension systems and market systems development;
f) Demonstrated expertise in mobile technologies, SMS, USSD, WhatsApp Business, web applications, and database systems;
g) Experience in human-centred design and participatory technology development;
h) Previous work experience in South Sudan or similar contexts is highly desirable.
