Union of the physically disabled central Equatoria state was established on the 10th-10-1985 by disabled themselves; it was then called by named Equatoria Region Association of Physically Disabled (ERAD) this was in 1985 and launched official in 1982-10-12
The leadership of ERAD was lead by Nathana Wojia Pitia as the 1st chairperson on ERAD that was in 1985 to 1991 and also he was an assistance
commissioner of the ministry of social welfare at state level, by that time the ministry of social welfare was under the ministry of health. In 1991 to 1995 Chaplin Dugu Wani was the 2nd chairperson of ERAD. In 1995 ERAD was changed to Equatoria State Association Physically Disabled (ESAD) the leadership of ESAD lead Khamis John Brown became 3rd chairperson that was in 1995 to 1997, after Khamis; Chaplin Dugu Wani was again as the 4th chairperson ESAD and it was 1997 to 2003. From 2003 to 2007, Justine Long Ezibon was a 5th Chairperson of ESAD and in 2007 to 2011, Charles Lomeri Enosa became the 6th chairperson of ESAD and in February 2011 the general assembly called an election, the Lat.Louis Lado Federico became 7th chairperson ESAD and he died 18th-12-2012. By that after his death in January to February 2013 Sebit –K- Ezibon was appointed as an Acting Chairperson of ESAD. From march 2013 to 2016 he was appointed as chairperson of UPD and it was the year 2013 were general assembly and the Executive decided changed the name from ESAD to UPD by officially launching and by HON minister of gender and social development and UPD was reorganized officially by NGOs and government officials, and as well registered officially in the ministry of justice RSS and valid with a certificate no- 249.
