Outcome and Recommendations from the Two-Day Consultation Workshop on Raising Advocacy for Greater Inclusion of Persons with Disabilities in Political and Public Life in Somaliland
Hargeisa – A two-day consultation workshop was held in Hargeisa to advance advocacy for greater inclusion of persons with disabilities in political and public life in Somaliland, particularly in preparation for the 2026 elections. The workshop was organized by the Marginalized Groups Action Network (MAGAN), with support from UNTMIS / the Human Rights and Protection Group (HRPG). It brought together persons with disabilities, electoral authorities, political actors, and civil society organizations to discuss challenges and identify practical solutions for disability-inclusive electoral processes.
Outcomes of the Consultation
The consultation led to increased awareness among electoral stakeholders of the rights, needs, and contributions of persons with disabilities. Participants recognized the Somaliland National Electoral Commission (NEC) for its significant efforts to ensure free and fair elections and for providing space for Organizations of Persons with Disabilities (OPDs) within voter education and awareness initiatives across Somaliland.
Despite these positive efforts, participants highlighted persistent barriers to participation, including:
• Inaccessible polling stations
• Limited availability of inclusive voter education materials
• Communication challenges
• Social stigma
The workshop also strengthened the capacity and confidence of persons with disabilities to engage as voters, advocates, and election observers, while fostering enhanced collaboration among key stakeholders.
Key Recommendations
Participants recommended:
1. Improving physical accessibility of polling stations and ensuring reasonable accommodations for voters with disabilities.
2. Expanding inclusive voter education materials in accessible formats, including sign language, braille, large print, and easy-to-read materials.
3. Strengthening participation mechanisms for persons with disabilities in electoral processes.
4. Providing continuous capacity-building for election officials and political actors on disability inclusion.
5. Sustaining dialogue with OPDs to monitor progress and support inclusive electoral reforms.
The consultation represents a meaningful step toward ensuring that persons with disabilities in Somaliland can participate fully, equally, and effectively in political life. Stakeholders committed to implementing these recommendations to support a more inclusive and representative electoral process.
