Earlier today, I played host to the new Egyptian Ambassador to Sierra Leone, Ambassador Rasha Soliman. Our discussion was centered around the progress on the MoU signed between the Ministry of Public Administration and Political Affairs, Sierra Leone and the Central Agency for Organization and Administration of the Arab Republic of Egypt. The MoU focused on Egypt’s support to the reforms of the public service in Sierra Leone using their experience and expertise.

We discussed around mutual collaboration in public service capacity building programmes, exchange in expertise and knowledge, support to re-engineer the recruitment process in the public service, investment opportunities and many more.
President Julius Maada Bio remains committed to revamping the public service architecture of Sierra Leone and the Ministry of Public Administration and Political Affairs is charged with the responsibility to carry out this mandate.
At the end of the meeting, we agreed on some key deliverables and activities to strengthen the bilateral relationship between both the two countries and the two institutions.

In 2011, the General Orders of the Civil Service were consolidated into a single document – the Civil Service Codes, Rules, and Regulations. Since then, there have been no updates. However, with the introduction of the GEWE Act 2022, the youth policy, advancements in technology and digitalization, as well as new developments related to incentives, sanctions, and compliance, a revision became necessary. After extensive consultations, the Ministry of Public Administration and Political Affairs, in collaboration with Civil Service leadership and a ministerial subcommittee, has successfully completed the validation of the revised Civil Service Codes, Rules, and Regulations. This document is now ready for Cabinet approval.

I would like to take this opportunity to express my gratitude to the Chief Minister and the Secretary to the President for their invaluable support. Special thanks to the Civil Service leadership, fellow ministers, and the European Union team, whose contributions to the MAPE project made this review possible. I also extend my appreciation to the staff of the Ministry of Public Administration and Political Affairs and all civil servants for their input and dedication to creating an effective, inclusive, and accountable Civil Service. We will continue to review and develop policies and frameworks that motivate and incentivize the entire Public Service.

Thank you Sierra Leone for coming out yesterday in multitudes to celebrate the achievements of the Albert Academy. You truly demonstrated your love for this institution which for 120 years has contributed to the development and sustenance of our country by cheering us up as we marched through the streets of Freetown to the UMC house at Brookfields.

It was a remarkable moment and it was awesome. Forget the “bad hat” our blazers were amazingly amazing. No “Kool-Aid propaganda” will work with us. Thank you Freetown, thank you Sierra Leone for coming out yesterday in multitudes to celebrate the achievements of the Albert Academy.

As the world market price of diamonds continues to depress, I today hosted Madam Feriel Zerouki of the World Diamond Council and the De Beers Group to discuss their new strategy of taking the market back from the hit of lab-made diamonds. They also discussed their exciting project in GEMFAIR Sierra Leone and how they intend to take Sierra Leone gemstones to the biggest diamond brands in the world to change our story of blood diamonds to prosperity diamonds. I later went to our party office and then joined other dignitaries to celebrate the 75th anniversary of the founding of the People’s Republic of China.

Today, I had the pleasure of reconnecting with my former student colleagues from the Republic of Liberia. Our paths first crossed back in 2006 during our time at universities in Liberia and Sierra Leone. As the former chief justice of the National Union of Students (NUSS) in Sierra Leone, I vividly remember the visit to Monrovia where students, led by Dio Podee and others, later reciprocated by visiting us in Freetown. We spent an entire week at FBC building camaraderie. Fast forward to the present day, I had the honor of hosting a visit from these distinguished individuals - a prominent Senator, the director of the standards bureau in Liberia, and the manager of Aminata Petroleum, one of the largest oil companies in Liberia. We are now in the process of strengthening our bonds as leaders in our respective nations. The future looks promising for increased collaboration within our subregion. Thank you, gentlemen.

Di Security Council get five permanent members, China, France, Russia, United Kingdom and United States and all of dem don chop accuse say dem still dey represent di situation of life wen most of Africa still under colonial rule.

“Di world don change since 1945. But di arrangement of di Council, even wit few changes, never meet up,” Guterres tok.

Di Security Council also get 10 members wey no dey permanent.

Kontris fit become part of dis 10 based on allocation by region, but unlike di five permanent members, dem no get power of veto.

For long, African Union don dey push for di continent to get two permanent representatives for di council plus anoda two seats as non-permanent representatives.

On August 13th, 2024, the Ministry of Public Administration and Political Affairs organized a significant consultation session at the Foreign Service Academy. This meeting was part of the ongoing efforts to finalize the country's first-ever Public Service Policy. The consultation was a milestone event, as it brought together key stakeholders from various sectors to ensure a comprehensive and inclusive policy framework.

The participants included a diverse group of public service players, representatives from the private sector, and members of Civil Society Organizations (CSOs). This wide-ranging involvement was aimed at capturing diverse perspectives and insights, ensuring that the policy would address the needs and concerns of all relevant parties.

During the session, discussions centered on key issues such as improving the efficiency and accountability of the public service, enhancing collaboration between the public and private sectors, and ensuring that the voices of civil society are heard in the policymaking process. The Ministry emphasized the importance of this collaborative approach, noting that the success of the Public Service Policy depends on the active participation and support of all sectors.

The consultation at the Foreign Service Academy marks a critical step in the policy development process. The insights and feedback gathered from this session will be instrumental in shaping the final version of the Public Service Policy, which aims to modernize and strengthen public service delivery across the country.
