Jobs for Youth in Darfur: Market Demands New Labour Skills
Having been the stage of armed conflicts for the last 1,5 decades, Darfur is origin and transit area for refugees and those who were displaced from their home. Especially people who had to flee from rural areas into the cities are often lacking the qualifications required to access urban labour markets. Although there is large scale unemployment in the cities, there is an unsatisfied need for qualified professionals in the labour market. This illustrates a mismatch between qualifications of the workforce and the needs of the market.
On behalf of the Federal Ministry of Economic Cooperation and Development (BMZ), GIZ follows an integrated approach to sustainable employment in the capitals of North and West Darfur. Interventions target both, the demand and supply sides of the labour market. We enable (informal and formal) private as well as public training providers to offer vocational qualification that is tailored to the demands of the labour market. At the same time, we support providers of business development services to assist businesses to grow and create jobs. To make sure that vocational training suits the needs of the labour market, curricula are developed in close collaboration with the private sector and with a strong emphasis on workplace training.
To increase employment opportunities, we enable training providers to offer vocational training tailored to the demands of the market. In addition, we promote the recognition of prior learning to enhance job opportunities for informally trained youth. Together with the Supreme Council for Vocational Training and Apprenticeship, the governmental authority on vocational training in Sudan, we develop the capacities of trainers at vocational qualification institutions and gear curricula to labour market requirements.
To strengthen the private sector, the project works closely with local microfinance institutions and small industries and crafts unions. It strengthens their capacities and supports them in developing their networks so as to improve their delivery of business development services to small enterprises. These services can include micro-finance as well as training on managerial or technical skills, all of which are designed to enable business creation and expansion. Increasing production, in turn, will ultimately lead to more jobs. Through these interventions, the project gives young people a chance to gain employment or start their own business, in addition to ensuring that the labour market will have the capacities to absorb newly qualified labourers.
