Greater Honiara is vibrant, fast growing, and full of promise. Yet the city faces a challenge that touches every home, community, and coastline: solid waste management. Years of rapid urbanization, limited infrastructure, and tight budgets have made it difficult to manage the growing volume of waste. Many peri urban communities still lack reliable collection services, resulting in common practices of burning and illegal dumping that harm both health and the environment.
But change is underway.
The Asian Development Bankโ€™s Integrated Solid Waste Management Project (ISWMP) is helping move Honiara toward a cleaner, healthier, and more climate resilient future. The project strengthens waste systems, improves delivery of services, and expands access to proper waste management across the Greater Honiara Area.
A Growing Challenge in a Growing City
As Honiaraโ€™s population increases, so does pressure on waste services. Many residents, particularly in informal and vulnerable settlements do not receive regular waste collection. Only about 59% of households have access to formal waste collection services, with even less coverage in peri urban areas. Without alternatives, households often resort to burning or dumping rubbish, worsening flooding, blocking drains, and spreading vector borne diseases.
The cityโ€™s aging Ranadi dumpsite, in use since the 1970s, is overfilled and needs urgent systematic interventions. It emits greenhouse gases, contaminates water sources, and threatens coastal ecosystems. The Governmentโ€™s State of the Environment Report highlights these impacts, underscoring the urgent need for systemic and long term improvements.
What the ISWMP Delivers
Approved in 2024 with a value of US$19.41 million, the project focuses on two major outputs that will significantly reshape Honiaraโ€™s waste sector.

1. Developing climate resilient and sustainable waste infrastructure
Key activities include identifying improved waste disposal options such as a new landfill in Tenaru, developing a materials recovery facility at the old Ranadi dumpsite, and establishing city wide recycling and resource recovery systems. These measures support a shift toward a more circular, climate resilient local waste economy.

2. Strengthening governance, service delivery, and community engagement
Beyond infrastructure, the project invests in new mobile waste bins, waste compactors, prime mover trucks, and other essential landfill and waste collection plant and equipment. It supports tariff and cost recovery systems, improves collection in both formal and informal settlements, enhances hazardous waste regulation, and runs community education programs with targeted outreach to women. Together, these actions help build a more efficient, inclusive, and sustainable waste management system.
People at the Center of Waste Solutions
Solid waste management is not just an infrastructure challenge, it is a community one. The project emphasizes equitable access, especially for underserved informal settlements, and promotes awareness and behavior change to ensure long term improvements, clean neighborhoods and better quality of life for residents.
Momentum toward a cleaner Honiara has never been stronger. ADB, the Solomon Islands Government, Honiara City Council, and local communities are working together to build a more resilient, livable city.

Australia has provided 126 scholarships to students at Afatura Adventist Technical School in West Kwaio, Malaita Province, as well as Personal Protective Equipment (PPE) and uniforms.

These scholarships will help students complete their training, equipping them with work-ready skills to build better future and to contribute meaningfully to their communities.

These students are among the 726 recipients of Australia Skills Awards across ten Rural Training Centres (RTCs) in 2026.

Australian High Commissioner to Solomon Islands, Jeff Roach, said Australiaโ€™s support aligns with the national priority of the Solomon Island Government and education leaders in the country.

Chief Justice Sir Albert Palmer has granted key orders in favour of the New Coalition, directing that Parliament must be convened within three days to allow a parliamentary test of numbers.

The decision was delivered today in a judicial review brought by the New Coalitionโ€”a group comprising defected members of the GNUT government, opposition MPs, and independentsโ€”against the current government.

Core dispute

The case centred on competing constitutional interpretations over who has the authority to trigger a sitting of Parliament during a political impasse. The New Coalition argued that the Governor-General holds the power to convene Parliament, while the government maintained that this responsibility rests with the Prime Minister.

The Prime Minister Hon Manele had refused the Coalitionโ€™s request to recall Parliament immediately, stating it would be done at an appropriate time, prompting the legal challenge.

Court ruling

Chief Justice Sir Albert Palmer dismissed an application by Attorney-General John Muria to strike out the substantive case, allowing the matter to proceed.

In his ruling, the Chief Justice found that a constitutional impasse exists and clarified the responsibilities of key constitutional offices:

ยท A constitutional impasse exists

ยท The Prime Minister bears the primary duty to facilitate Parliament sitting

ยท That duty has not been fulfilled

ยท The Governor-Generalโ€™s role is residual and only arises after continued failure

ยท The Speaker has responsibility once Parliament is convened

Orders issued

The court granted judicial review and issued the following key orders:

ยท The Prime Minister must take all necessary steps to ensure Parliament is convened within the next three days for determination of the motion

ยท If there is continued failure, the Governor-General Sir David Tipa may exercise residual constitutional powers as a last resort to convene Parliament

ยท The Speaker must ensure the motion is prioritised and dealt with expeditiously once Parliament sits

Significance

The Chief Justice concluded that the ruling reinforces that the Executive Head of Government carries the primary constitutional responsibility to ensure Parliament is not delayed in resolving questions of majority support.
