Revised National Employment Policy of Rwanda (2019) emphasizes strengthening the institutional frameworks for the development of skills and employability; enhancing the quality of TVET to be responsive to current and future needs of labour market through emphasis on practical skills; improving hands-on skills among youth outside regular education system and employment; enhancing demand driven employability skills for productive job creation and private sector satisfaction and ensuring human resource.
According to National Policy on Workplace Learning to Prepare Rwandan Youth for Employment (Workplace Learning Policy) Industrial attachments have always been an important part of most programs in the TVET sector in Rwanda. In an attempt to harmonize and streamline those attachment initiatives of individual training providers, the Workforce Development Authority (WDA) developed the Industrial Attachment Program (IAP) in 2011. The IAP is a package of rules and interventions to structure, govern, facilitate and supervise industrial attachments throughout the Rwandan TVET system. With the IAP, attachments of a minimum of two months have become a compulsory element in all formal TVET programs governed by clear stipulations about roles and responsibilities of all stakeholders.

Supporting young people to acquire professional skills through technical and vocational education and training (TVET) is a key element of successful development in African countries. TVET systems are essential for addressing skills gaps, promoting inclusive growth, and enhancing productivity in emerging economies. Effective TVET programs can contribute to poverty reduction, social inclusion, and sustainable development by providing pathways to decent work and livelihoods. Rwanda’s Vision 2050 aims to turn the country into a middle-income economy with a highly skilled workforce, and TVET is central to that strategy.

VET4Digital strengthens the cooperation between private and public stakeholders by facilitating private sector engagement in needs assessment, curricula design and work based learning phase. This is achieved through involving industry experts in curriculum development, offering work-based training opportunities in collaboration with private sector entities. These activities ensure that VET providers are well equipped to deliver training that is closely aligned with the needs of the labor market, thereby fostering demand-oriented and opportunity-driven VET interventions.
