• implementation of the “Shortage Occupations List” as a strategic filter
• requirement for a firm, transparent offer (salary, schedule, real working conditions)
• establishment of a tripartite contract: employer – agency – worker
• digitalization through the WorkInRomania platform (registration, reporting, monitoring)
• stricter controls and enforcement measures
At the same time, the new framework aims to eliminate long-standing market dysfunctions:
– unverified and poorly controlled processes
– unrealistic promises made to candidates

– weak workforce integration
This is not a “comfortable” framework.
