Via Rescatistas P.R. Trabajando Unidos Translation:
When you rescue a community dog, true protection begins at the veterinary clinic. If the animal has a piece of plastic in its ear, a licensed veterinarian can remove it safely. This is not a cosmetic procedure: it is preventive medicine intended to stop the harm and prevent it from happening again in the future.
🔶 “Is it illegal to remove it?” NO. A citizen has NO way of knowing whether the harm was caused by individual cruelty or by an institution acting with “good intentions.” And under the law, that DOES NOT matter. The result is the same: an injured dog with a livestock device that does not belong there, either under the law or within the context of its species.
🔶 “But there is an organization that says…. No organization in Puerto Rico can rely on the law to prohibit the removal of harmful devices from community animals, because neither in Puerto Rico nor anywhere else in the world are ear tags, livestock earrings, or livestock identification tags recognized by law as a legitimate method of humane identification.
🔶 What an ethical and responsible citizen or rescuer DOES have the right to do is file an official complaint with the Puerto Rico Police. The complaint is based on the fact that the dog is suffering physical harm (tearing, perforation, infection, hematoma, or necrosis) directly caused by a livestock device placed on the animal by third parties.
❌ STEPS TO FILE A COMPLAINT❌
✔ 1. Secure the evidence: Safely take clear photos and videos of the wound, the condition of the cartilage, and the ear tag itself. Make sure that any number, color, or logo is clearly visible and legible in the photos.
✔ 2. Take the dog to a veterinarian: The police could potentially show a conflict of interest if they are familiar with organizations that carry out this practice. You should take the dog to a licensed veterinarian and ask the veterinarian to document the removal in the animal’s medical record. Through the clinical report, the veterinarian should explicitly establish:
a. That the animal had a wound, perforation, micro-injuries, tearing, hematoma, or infection directly caused by the presence of the livestock device, and that its removal was medically necessary to relieve the condition and prevent further harm.
✔ 3. Go to the police station: With the veterinary report and photos in hand:
a. Present your argument:
“Someone placed an agricultural/livestock device on this dog and returned it to the street, creating a foreseeable risk. The animal suffered mutilation, micro-injuries, infection, or chronic pain, constituting unnecessary suffering and negligence under Law 154.
If an organization was responsible, I request that Article 14 of that law be reviewed in order to investigate whether the procedure was performed by a third party without the required veterinary knowledge, professional registration, or veterinary license.”

✔ 3. 𝐀𝐜𝐮𝐝𝐞 𝐚𝐥 𝐜𝐮𝐚𝐫𝐭𝐞𝐥: 𝐂𝐨𝐧 𝐞𝐥 𝐢𝐧𝐟𝐨𝐫𝐦𝐞 𝐯𝐞𝐭𝐞𝐫𝐢𝐧𝐚𝐫𝐢𝐨 𝐲 𝐥𝐚𝐬 𝐟𝐨𝐭𝐨𝐬 𝐞𝐧 𝐦𝐚𝐧𝐨:
