Today marks a significant milestone as Baltistan Culture & Development Foundation (BCDF) and Neela Asmaan officially signed a Memorandum of Understanding (MOU), strengthening a shared vision for collaboration and cultural preservation.

The MOU signing ceremony was held at BCDF Office, Abdullah Karim Hall, in a formal and impactful gathering.

The agreement was signed by Sharmeen Obaid-Chinoy and Nazir Ahmed, representing their respective organizations.

This strategic partnership aims to preserve and promote the rich cultural heritage of Baltistan by identifying, documenting, and recording its diverse cultural stories. These narratives will be systematically compiled into a comprehensive catalog, ensuring their protection and accessibility for future generations.

Through this collaboration, both organizations reaffirm their commitment to safeguarding indigenous knowledge, traditions, and cultural expressions, while opening new avenues for research, awareness, and cultural revival.

Together, we take a powerful step toward celebrating and preserving the unique identity of Baltistan.

❄️ Tower of Hope – Ice Stupa Initiative by BCDF

In the face of growing water scarcity and climate challenges in Baltistan, the Baltistan Culture and Development Foundation (BCDF) continues to promote innovative, community-based solutions. The Tower of Hope – Ice Stupa stands as a remarkable example of resilience and indigenous knowledge in action.

The Ice Stupa is an artificial glacier, carefully constructed during winter by channeling water into freezing temperatures, forming a مخروطی (conical) structure of ice. This stored water gradually melts in spring and summer, providing a reliable water source for irrigation and local communities when it is needed the most.

This initiative reflects BCDF’s commitment to climate resilience, sustainable resource management, and community empowerment. Local community members, including women, actively participated in the process— supporting construction, and ensuring the success of the project in challenging terrains.

The Tower of Hope is not just an environmental solution—it is a symbol of collective effort, sustainability, and a brighter future for mountain communities.

A Documentary on Glacier Grafting and Climate Resilience

We are proud to present “Children of Ice,” a documentary film that highlights the Glacier Grafting initiative in the high-altitude regions of Gilgit-Baltistan, where communities are directly facing the impacts of climate change and water scarcity.

At the core of Children of Ice is the role of communities—especially children and youth—who are growing up under changing climatic conditions. Their connection with the land, water, and glaciers reflects both the urgency of the crisis and the hope embedded in community-led adaptation practices.

🌍 Children of Ice is more than a film. It is a powerful narrative of indigenous knowledge, environmental stewardship, and sustainable water management, demonstrating how locally driven solutions can address global climate challenges.

We invite development practitioners, policymakers, researchers, and the wider public to watch, share, and support this important story of resilience, innovation, and collective action.

Renewable Energy–Powered Tech Hub in Skardu Supported by AKRSP, SCO, BCDF, and K2 Peak Technologies to Empower Youth with Digital and Green Opportunities

The Aga Khan Rural Support Programme (AKRSP), providing both financial and technical support, in strong community partnership with the Baltistan Culture & Development Foundation (BCDF) and technical implementation support from K2 Peak Technologies, has established a state-of-the-art Renewable Energy-Powered Tech Hub in Skardu.

This innovative hub is designed to equip youth and women with high-speed internet, uninterrupted clean energy, co-working spaces, modern digital equipment, and entrepreneurship guidance, creating pathways to access digital and green economic opportunities. The facility encourages skill development in areas such as freelancing, digital marketing, coding, online learning, and sustainable innovation.

BCDF has played a pivotal role in local coordination, community mobilization, and on-ground facilitation, ensuring that the hub aligns with the specific needs of the region. Meanwhile, K2 Peak Technologies has supported the project with technical setup, IT infrastructure integration, maintenance, and technology-enabled solutions, ensuring smooth operations and long-term sustainability.

The Special Communications Organization (SCO), under the leadership of its Director, has also made a major contribution by providing reliable internet connectivity, expanded broadband and 4G coverage, and continuous technical support. This reliable connectivity is essential for enabling online learning, digital training, freelancing, innovation, and other technology-driven opportunities.

This initiative is part of the EU-funded Energy Plus Project, under its Enabling Renewable Energy Transition component, which will establish eight renewable energy-powered tech hubs across Gilgit-Baltistan and Chitral. Collectively, these hubs are expected to benefit nearly 10,000 young men and women, fostering digital skills, sustainable entrepreneurship, and socio-economic development in the region.

By combining clean energy, digital infrastructure, and community-driven support, this project represents a significant step towards empowering the next generation of digital innovators and green entrepreneurs in remote areas of Pakistan.

Today, on November 1st, we celebrate more than just a date; we celebrate the unbreakable spirit of the people of Gilgit-Baltistan!

The Baltistan Cultural and Development Foundation (BCDF) remembers the brave souls who stood against all odds in 1947. Their fight for freedom gave us the greatest gift: the power to decide our own destiny. That is a story of courage that truly comes from the heart of our mountains.

This freedom inspires everything we do at BCDF. It drives us to nurture the vibrant culture of Baltistan—from our timeless music and woodwork to our traditional foods. It encourages us to create new opportunities so that our families can prosper while honouring our heritage.

Let's use this day to teach our youth the value of that sacrifice and to work together, hand-in-hand, to build a future as beautiful as our homeland.
