Future Water Security Plan for Pakistan
1. Immediate (5-Year Plan)
(a) Construction of Dams and Water Reservoirs:
Accelerate the construction of major projects like Diamer Bhasha Dam, Dasu Dam, and Mohmand Dam.
Build small and medium-sized dams across all provinces, especially in Khyber Pakhtunkhwa, Balochistan, and Sindh.
(b) Modernization of Water Management System:
Upgrade old canal systems by lining them to prevent seepage and water wastage.
Introduce drip irrigation and sprinkler irrigation systems in agriculture.
Implement household water-saving policies (like installing water meters in urban centers).
(c) Diplomatic Measures:
Lobby internationally (with World Bank, UN, etc.) for revision or stronger enforcement of the Indus Waters Treaty.
Legally challenge every new Indian water project right from the planning stage.
Establish a dedicated Water Diplomacy Cell to monitor and respond to all transboundary water issues.
(d) Water Legislation:
Strengthen the National Water Policy with strict implementation mechanisms.
Enforce strict penalties for water theft, wastage, and pollution.
2. Long-Term (20-Year Vision)
(a) National Water Grid System:
Just like a power grid, build a connected water grid across the country, allowing water to be transferred efficiently from surplus to deficit areas.
(b) Seawater Desalination Plants:
Establish desalination plants in Karachi, Gwadar, Pasni, and other coastal cities to reduce freshwater dependence.
(c) Research and Data Collection:
Create a National Water Database to collect and monitor real-time data on reservoirs, underground aquifers, and glaciers.
(d) Public Awareness Campaigns:
Launch large-scale campaigns through schools, colleges, and media on water conservation (for example: “Save Water, Save Pakistan”).
If Pakistan starts working on this today, it can:
Increase its water storage capacity fivefold,
Cut agricultural water wastage by up to 50%,
Effectively challenge India’s water aggression in the future.
