Committee of Administration Meeting Held on 30 September 2026

The Committee of Administration of Al-Mizan Foundation held its meeting on 30 September 2026 at the Conference Room of Al-Mizan Foundation, Old Supreme Court Building, 274-Peshawar Road, Rawalpindi, under the chairmanship of Hon'ble Mr. Justice (R) Mushir Alam, Former Judge, Supreme Court of Pakistan / Chairperson, Committee of Administration.

The meeting was attended by Hon'ble Mr. Justice (R) Muhammad Tariq Abbasi, Former Judge, Lahore High Court / Vice-Chairperson; Syed Kausar Abbas Zaidi, District & Sessions Judge (R) / Member; Mr. Muhammad Masood Khan, District & Sessions Judge (R) / Member (through video link); and Mr. Zia-Ur-Rehman, District & Sessions Judge / Director General, Al-Mizan Foundation. On special invitation, representatives of Islamic International Medical College Trust (IIMCT), led by Mr. Hassan Muhammad Khan, Managing Trustee, and of NBP / NBP Funds, led by Mr. Amir Hassan Mughal, Zonal Head, also attended the meeting.

Welfare, Healthcare, Scholarships & Skill Development

Under the agenda of the Welfare Sub-Committee, the Committee reviewed the implementation mechanism of the Welfare Policy in respect of health amenities, scholarships and skill development of orphan beneficiaries.

Appreciating the cooperation of IIMCT, the Committee decided that the services at Pakistan Railway Hospital and DHA Hospital on the Riphah / IIMCT panel be reviewed and documented and that a facilitation desk for beneficiaries be established.

The Committee also appreciated the Free Medical Camp organized in collaboration with IIMCT at Supreme Court Staff Colony on 12 September 2026, where 146 patients were examined and provided medicines, and advised that a similar camp be arranged at the District Courts.

Al-Mizan Admissions Portal | BS & ADP

The Committee appreciated the receipt of 23 applications, comprising 19 applications for BS and 4 for ADP programmes, through the dedicated Al-Mizan Admissions Portal.

The Committee decided that the Welfare Committee shall finalize the nominations of eligible beneficiaries upon receipt of results and merit.

Support for Deserving Widows & Vulnerable Beneficiaries

The Committee also approved the invitation of applications from deserving widows and other vulnerable beneficiaries under the Al-Mizan Welfare Policy, 2026, through:

Widow Support (JFSP-W)
Skill Development (JFSP-SD)
Financial Assistance (JFSP-FA)

These support windows carry a total allocation of Rs. 16.00 million for beneficiaries in BPS-01 to BPS-16. Duly verified cases shall be placed before the Committee at its next meeting.

Al-Mizan Market

Under the agenda of the Market Management Committee, the applications of 21 tenants of Al-Mizan Market were considered.

The Committee decided that the rent of each 276 sq. ft. shop shall be revised to Rs. 40,000/- per month with effect from 01-01-2027, while the rent of the 512 sq. ft. shop shall remain Rs. 80,000/- per month.

The revised rent shall be subject to clearance of arrears, and the annual 10% increase shall continue as per law.

Al-Mizan Staff Colony

For the Al-Mizan Staff Colony, the Committee approved the revised budget estimate for a dedicated tube-well to meet the water requirement of 85 residential quarters, subject to confirmation of groundwater availability and quality, for placement before the Hon'ble President in terms of the Articles of Association.

Audited Financial Reports

The Committee also approved the audited financial reports for the financial years 2019-20 to 2023-24 and 2025-26 and directed that the finalized Audit Reports be submitted to the Commissioner Inland Revenue for approval of the Foundation as a Non-Profit Organization under Clause (36) of Section 2 of the Income Tax Ordinance, 2001.

The meeting concluded with a vote of thanks to the Chair.

🩺 Free Medical Camp at Supreme Court Staff Colony, Rawalpindi

Under Health Emergency and Medical Support Window (JFSP-HE&M) of the Al-Mizan Welfare Policy, 2026, Al-Mizan Foundation, in collaboration with IIMCT / Riphah International University, organized a Free Medical Camp for the beneficiaries / residents of Supreme Court Staff Colony, Rawalpindi.

The camp provided an opportunity for beneficiaries to receive free medical consultation and basic health screening, with medical support available in various specialties, including:

Gynecology | Pediatrics | ENT | Dentistry | Ophthalmology | General Medicine | Nephrology | Dermatology

A free Sugar Test was also offered to the beneficiaries.

🎓 Educational Support for Eligible Beneficiaries (JFSP-E)

Al-Mizan Foundation facilitates access to higher education for eligible beneficiaries by providing a structured avenue for undergraduate admission and scholarship consideration.

Through the Al-Mizan Admissions Portal, beneficiaries can submit applications for BS and ADP programmes other than MBBS/BDS. The process enables applications to move through the prescribed institutional channel for review and consideration in accordance with the Foundation’s policy.

Al-Mizan Foundation is pleased to facilitate a Free Medical Camp for the residents of Supreme Court Staff Colony, Rawalpindi, and their families, in collaboration with Islamic International Medical College, Rawalpindi.

The initiative is aimed at bringing accessible healthcare services closer to the Foundation’s beneficiaries and promoting preventive healthcare, timely medical consultation, and family health awareness.

Medical Consultation & Screening Services

Beneficiaries can avail themselves of free consultation and basic health screening from specialists in:

Through prudent fiscal governance, structured asset optimization, and rigorous compliance, the Foundation has successfully expanded its outreach while ensuring long-term institutional stability.

Key Highlights & Welfare Milestones:

Rs. 41.86 Million Welfare Delivery: Provided essential welfare support directly in kind to eligible and deserving beneficiaries across the judicial community.

Expenditure Containment: Strictly regulated expenditure at 36% against the allocated 62.10%, maximizing funds directed toward beneficiary support.

Resource Optimization: Saved approximately Rs. 7 Million through institutional restructuring by converting the Rest House into the Director General’s residence.
