From 1 January 2023 it will be mandatory for all ships to calculate their attained Energy Efficiency Existing Ship Index (EEXI) to measure their energy efficiency and to initiate the collection of data for the reporting of their annual operational carbon intensity indicator (CII) and CII rating.

Merchant Navy ratings and Junior officers are suffering due to unavailability of Examiners for EDH and other exams.

As we all are aware that Capt. Obaid Mustafaq Nautical Surveyor (N.S) relinquish the charge due to completion of his contract and
Various STCW and watch keeping exams and EDH certification is on hold due to absence of examiners.
MOMA still not appointed any examiners/surveyors on various Vacant N.S ( Nautical Surveyor) posts at MMD and DGPS. 03 Slots for Nautical surveyors are vacant since long time for unknown reasons, causing delays in examination process.

Shipping market is booming with manpower shortage and large number of jobs are available for fresh Pakistani merchant navy officers and skilled deck crew in the international market. But unfortunately, to aforesaid circumstances pakistan losing hundreds of Jobs and millions of dollars of foreign remittance in lieu of salaries of seafarers.

It is Requested that Government of Pakistan and Ministery of Maritime Affairs to urgently look into this matter and appoint examiners / Naurical & Engineering Surveyors and examinors on top most priority.

If the appointment of Surveyors taking long time due to official procedures then at the least please take some temporary measures to ease off the candidates awaiting time that is presently unduly long.
It is pertinent to mention here that volunteers with required qualifications are available and are willing to assist MoMa free of charge until a permanent solution is found.
