In light of escalating global tensions, regional conflicts, increasing racial and religious intolerance, and the growing shadow of proxy wars among major powers, the Human Rights Council of Azad Jammu and Kashmir expresses deep concern over the looming threat of a third world war. We strongly urge the international community to immediately implement and enforce the Geneva Conventions and the principles enshrined in the Global Peace Charter.
The Geneva Conventions, which safeguard human life, dignity, and peace during times of war, obligate states to uphold international humanitarian law. Sadly, in recent years, we have witnessed blatant violations of these conventions, particularly in conflict zones such as Palestine, Kashmir, Ukraine, Sudan, and others.
As a human rights organization, we call upon the United Nations, the International Court of Justice, and all signatories to the Geneva Conventions to take urgent action on the following points:
1. A new Global Peace Charter must be adopted that declares the protection of human dignity, the end of war, and the rights of minorities as core principles of international engagement.
2. An independent global monitoring body should be established to ensure compliance with the Geneva Conventions, with binding and enforceable decisions.
3. The United Nations should convene an emergency global summit to address the rising threat of world war and formulate a common strategy that prioritizes diplomacy, peacebuilding, and de-escalation over militarization.
4. Global powers must realize that a third world war will not merely be a clash of weapons—it could result in the annihilation of humanity as a whole.
The Human Rights Council of Azad Jammu and Kashmir appeals to all human rights organizations, scholars, political and religious leaders, and especially the youth across the globe to promote a collective narrative of peace, tolerance, and justice—and to stand united against the forces of war and division.

عالمی سطح پر بڑھتے ہوئے تنازعات، علاقائی کشیدگی، نسل پرستی، مذہبی منافرت، اور بڑی طاقتوں کے درمیان جاری پراکسی جنگوں نے ایک مرتبہ پھر دنیا کو عالمی جنگ کے خطرے کے دہانے پر لا کھڑا کیا ہے۔ ہیومن رائٹس کونسل آف آزاد جموں و کشمیر ان سنگین خطرات پر گہری تشویش کا اظہار کرتے ہوئے عالمی برادری سے مطالبہ کرتی ہے کہ وہ فوری طور پر جینوا کنونشن اور اس کے تحت بنائے گئے عالمی امن منشور کو مؤثر اور مکمل طور پر نافذ کرنے کے لیے اقدامات کریں۔
جینوا کنونشن، جو انسانی جان، وقار اور عالمی امن کے تحفظ کی ضمانت فراہم کرتا ہے، نہ صرف جنگ کے دوران انسانی حقوق کی حفاظت کرتا ہے بلکہ ریاستوں کو پابند کرتا ہے کہ وہ بین الاقوامی انسانی قوانین کی پاسداری کریں۔ مگر بدقسمتی سے حالیہ سالوں میں ہم نے ان اصولوں کی کھلم کھلا خلاف ورزیوں کو دیکھا ہے – خصوصاً فلسطین، کشمیر، یوکرین، سوڈان اور دیگر بحران زدہ علاقوں میں۔
ہم بطور ایک انسانی حقوق تنظیم، درج ذیل نکات پر عالمی برادری، اقوامِ متحدہ، بین الاقوامی عدالتِ انصاف، اور جینوا معاہدے کے دستخط کنندہ ممالک کی فوری توجہ چاہتے ہیں:
1. تمام اقوام کو ایک نیا عالمی امن چارٹر تشکیل دینا چاہیے جس میں انسانی وقار، جنگ کے خاتمے، اور اقلیتوں کے تحفظ کو بنیادی اصول قرار دیا جائے۔
2. جینوا کنونشن پر عملدرآمد کو یقینی بنانے کے لیے ایک غیرجانبدار عالمی نگران ادارہ قائم کیا جائے جس کے فیصلے قابلِ عمل اور واجب الاطاعت ہوں۔
3. اقوامِ متحدہ کو فوری طور پر ایک خصوصی اجلاس طلب کرنا چاہیے جس میں ان عالمی خطرات پر غور کیا جائے اور اقوام کو جنگی پالیسیوں کی بجائے پرامن سفارتکاری کی طرف لانے کے لیے مشترکہ لائحہ عمل اپنایا جائے۔
4. بڑی طاقتوں کو اس بات کا ادراک ہونا چاہیے کہ تیسری عالمی جنگ صرف ہتھیاروں سے نہیں بلکہ انسانیت کے اجتماعی وجود کو تباہ کر سکتی ہے۔
ہیومن رائٹس کونسل آف آزاد جموں و کشمیر دنیا بھر کی انسانی حقوق کی تنظیموں، دانشوروں، مذہبی و سیاسی قیادت اور نوجوان نسل سے اپیل کرتی ہے کہ وہ امن، برداشت اور انصاف پر مبنی عالمی بیانیے کو فروغ دیں اور انسانیت کو تباہی سے بچانے کے لیے یک زبان ہو جائیں۔
