ABOUT US

Comprehensive Disaster Response Services (CDRS) has been registered in AJK since 2006, as a Social Welfare Society for disaster relief and development work under The Pakistan Societies Registration Act, 1860. In 2016, at the direction of the Interior Ministry of Pakistan, CDRS registered in Pakistan so we could continue legally operating in Pakistan. CDRS is a humanitarian relief and dev

elopment organization responding to human suffering in emergency and disasters anywhere in Pakistan, serving Human Beings regardless of race, gender, ethnicity, class, location, religion, color, or background. In addition to our emergency relief efforts during or after natural or man-made disasters, we also work on long term health relief programs such as health system support and rehabilitation, Special Patients, Mother & Child Health Care, Youth Community Service, Women’s Empowerment and Animal Welfare. Comprehensive Disaster Response Services (CDRS) was created by Todd Shea after his deployment to Pakistan in October 2005 to assist with the earthquake relief efforts. Seeing great need would exist long after the emergency was over and having fallen in love with Pakistan and its people, Todd decided to stay in Pakistan. Todd and CDRS were awarded the Tamgha-i-Eisaar medal from Pakistan and the organization has deployed hundreds of volunteers to serve the most deserving communities in Pakistan. Disaster Response Expertise (Emergencies and Long Term): CDRS has responded to multiple disasters in Pakistan, providing much needed logistics and medical support services to communities in need. We have a well-experienced team of logisticians, medical personnel and volunteers who have extensive experience, and an in-depth understanding of local conditions, geography and culture. CDRS has a rapid deployment team which goes into disasters, and following detailed needs assessment, we provide humanitarian assistance; supplies, security and logistics support to medical teams; livelihood assistance as well as help communities with localized needs. CDRS works in close collaboration with all levels of government, regional and national partner agencies to help rehabilitate and revive local communities and re-established their destroyed health facilities and devastated healthcare systems. OUR TEAM HAS RESPONDED TO THE FOLLOWING NATIONAL EMERGENCIES:

• March 2020 – May 2021 – Covid-19 Pandemic (Food distribution all over Pakistan)
• September – October 2020 – Floods in Sindh (Food, Water, Mosquito Nets, Tents distribution in Umerkot, Badin, Thar, and Karachi)
• Oct 2015 – March 2016 – Earthquake in KPK (Mobile Medical Teams and Tents distribution in KPK)
• June 2015 – Heat Wave Emergency (Distributed Food, Water and Medicines in Karachi)
• Sept 2014 – Jan 2015 – Floods (Mobile Medical Teams in Punjab and AJK)
• July 2014 – May 2015 – N. Waziristan IPDs Crisis (Health System Support & Medical Teams in Bannu)
• Sept 2013 – Floods (Mobile Medical Team in District Kasur)
• Sept 2011 – Aug 2012 – Floods (Food Distribution & Medical Teams in Districts Badin, Thar and Mirpurkhas)
• Aug 2010 – July 2011 – Floods (Mobile Medical Teams deployed for the first three months of the disaster. Long term Maternal and Child Health Projects were begun after the emergency and implemented in Charsadda, KPK, Civil Hospital in Shikarpur, Sindh and Bagh Dheri Hospital in Swat, KPK)
• Sept 2009 – Monsoon Crisis (Medical Teams in Sindh)
• June 2009 – Aug 2008 – Swat IDPs Crisis (Medical Teams and relief distribution in Mardan and Swabi)
• Oct 2005 – Nov 2011 – Earthquake in Azad Kashmir (Health System Support and Medical Teams in AJK)

Since 2005, CDRS has delivered medical care and relief services to 2.5 million Human Beings impacted by disaster, and provided essential food and supplies, helping to save lives and rehabilitate communities.

From pain and abandonment to safety and healing!

This rescued soul is one of many lives being cared for under the CDRS Benji Project of Animal Welfare in Islamabad — a place where injured, neglected, and vulnerable stray animals are given a second chance to live with dignity.

At the CDRS Benji Shelter, every rescued animal receives medical treatment, rehabilitation, proper nutrition, and most importantly… compassion. Behind every recovery is a story of survival, patience, and hope.

Many of these innocent animals once suffered silently on the streets, fighting hunger, injuries, infections, and fear alone. Today, they are healing in a safe environment where love replaces pain and care replaces neglect.

The journey from rescue to recovery is only possible because of kind-hearted supporters who choose compassion.

Strengthening partnerships for a greater cause!

CDRS Founder Mr. Todd Shea, along with Mr. Salman Raffique, CEO CDRS, visited Unique School System Lahore and met with the leadership of Alkhidmat Foundation and respected Mr. Abrar Niazi Sahib to explore new opportunities for collaboration and humanitarian partnership.

The meeting focused on joining efforts in overlapping areas of community service, particularly the HoB and Benji animal welfare project, as well as initiatives aimed at spreading awareness in schools and other educational institutions regarding compassion, kindness, and social responsibility.

Both sides shared a common vision of creating meaningful and lasting impact through collaborative efforts, awareness campaigns, and humanitarian initiatives that benefit communities and promote positive change.

Mr. Todd Shea, Founder of CDRS, along with Mr. Salman Raffique, CEO, and Syed Mohsin, Director Operations Punjab of Comprehensive Disaster Response Services (CDRS), had the honour of visiting Crescent Model Higher Secondary School Girls Campus, where they interacted with PYP III students working on developing proposals for their own NGOs as part of their educational learning journey.

During the interactive session, Mr. Todd Shea shared his inspiring humanitarian journey, the values and motivations behind his work, and the importance of compassion, service, and community welfare. Students enthusiastically participated in discussions and gained valuable insights into real-world humanitarian efforts, leadership, and social impact initiatives.

The session provided students with a meaningful opportunity to connect their ideas and academic learning with practical examples of humanitarian leadership, community development, and social responsibility.

Mr. Todd Shea, Founder & CEO of Comprehensive Disaster Response Services (CDRS), and Syed Mohsin, Director Operations Punjab, had the honor of meeting His Excellency Mr. Yasin Joyia, Honorary Consul General of Sri Lanka, in Lahore.

The meeting was held in a warm and cordial atmosphere, where meaningful discussions took place regarding the ongoing humanitarian and welfare initiatives being carried out across Pakistan, particularly in Lahore and Punjab.

Key areas of discussion included clean drinking water projects, support for widows and orphans through the House of Blessings initiative, animal welfare efforts, and broader community development programs aimed at uplifting vulnerable communities.

Both sides exchanged views on the importance of humanitarian cooperation, compassion-driven initiatives, and collaborative efforts to promote social welfare, unity, and sustainable community support for the betterment of society.

CDRS 2024–2025: Serving Humanity with Compassion

In 2025, Comprehensive Disaster Response Services (CDRS) continued its mission across Pakistan, responding to devastating floods and emergencies in KPK, Punjab, and Gilgit-Baltistan — bringing hope and relief to thousands in need.

Our Clean Water Initiative expanded to nearly 1,000 projects, delivering safe drinking water nationwide. The House of Blessings provided shelter, education, and care for more widows and orphans, while the Benji Project rescued and treated hundreds of animals — with a special update on our beloved camel Cammie!

Together, we continue to serve people, animals, and communities with love and dignity.
