The Vienna Declaration and Programme of Action require human rights to be protected universally, without discrimination. In Indian-occupied Jammu and Kashmir, recent land policies raise serious concerns about the rights of local communities to housing, property and livelihood.

On 23 September 2026, reports stated that expired State and Nazool land leases will not be renewed under the Jammu and Kashmir Land Grants Rules, 2022. The administration has also issued eviction notices to occupants in Srinagar, including Polo View, Rajbagh and Karan Nagar.

In Jammu and Kashmir, Kashmiri women and girls continue to face serious and lasting consequences. In 2023, 509 cases of missing minor girls were reported in Indian occupied Jammu and Kashmir, while 300 remained unaccounted for, according to figures presented in India’s Parliament. More than 10,000 Kashmiris have also reportedly remained missing since 1989, leaving over 2,000 women living as half-widows, without knowing the fate of their husbands.

🌱 Empowering Women for Climate Resilience in AJK

The Kashmir Institute of International Relations (KIIR) organized a capacity-building and awareness workshop for women in Azad Jammu and Kashmir, bringing together women from diverse sectors, including school principals, teachers, college representatives, and stakeholders from various institutions.
The workshop focused on climate change adaptation, mitigation, resilience, and the role of women in addressing the growing climate challenges facing AJK.
The session was graced by Honourable Member of the Legislative Assembly of Azad Jammu and Kashmir, Ms. Maryam Kashmiri, as Chief Guest, who highlighted the increasing impacts of climate change on women and children, particularly in vulnerable communities across AJK. She emphasized the importance of strengthening women’s capacity and ensuring their meaningful participation in climate action and resilience-building.
The session was also attended by Director Programs, Sardar Waleed Khan, who expressed appreciation to the Honourable Member for her valuable participation, support, and commitment to the Climate Champions Project.
KIIR remains committed to empowering women, children, and young people with knowledge, skills, and opportunities to contribute to a more climate-resilient and sustainable AJK, in line with the Sustainable Development Goals (SDGs).

We are here in this Council to expose a calculated policy of systemic discrimination in Indian-occupied Jammu and Kashmir. What is presented as a “reservation system” for social upliftment is, in reality, a weapon of disempowerment designed to sideline Kashmiri Muslims in every walk of life.

🌿 Empowering Girls for Climate Action | Muzaffarabad, AJK 🌿

The Kashmir Institute of International Relations (KIIR), in collaboration with the Pakistan Girl Guides Association, organized a one-day training workshop for the Girl Guides of Muzaffarabad, Azad Jammu & Kashmir.

The training focused on Climate Change Adaptation, Mitigation, Climate Resilience, Climate Communication, and Design Thinking, equipping young girls with knowledge and practical skills to understand and respond to the growing climate challenges facing our region.

The initiative aimed to empower girls and women as informed climate leaders and agents of positive change, recognizing their vital role in building resilient and sustainable communities across AJK.

We were honored by the participation of distinguished guests and speakers, including Ms. Hanifa, President of the Girl Guides Association, Madam Kausar Awan, Senior Advocate, Supreme Court, and Madam Tahniyat, former candidate for the Legislative Assembly, who shared valuable perspectives on the importance of girls' education, women's leadership, and climate awareness.

Special thanks to Sardar Waleed Khan for his valuable support and participation in this initiative.

The workshop contributes to SDG 4 – Quality Education, SDG 5 – Gender Equality, SDG 13 – Climate Action, and SDG 17 – Partnerships for the Goals.

In Indian-occupied Kashmir, military operation on this scale directly affect civilians right to life, housing safety, and freedom of movement. Families whose homes are damaged or destroyed face displacement, Financial hardship and lasting insecurity. Limited independent access to affected areas also make it difficult to establish facts and ensure accountability.
