Experts Urge Effective Implementation of Disability Act 2020 to Ensure Rights of Persons Living with Disabilities
A consultation session on the Implementation of the Disability Act 2020 highlighted the urgent need for stronger check and balance mechanisms and regular council meetings to address gaps in the existing framework.
The session, presided over by Senator Quratulain Marri, emphasized that despite the existence of a legal framework, the lack of developed rules hinders effective implementation, leaving persons living with disabilities without access to their rightful entitlements.
A glaring omission in the Disability Act 2020 is the absence of a clear timeline for implementation, rendering the rights of persons living with disabilities, a mere promise.
There is a need for a concrete timeframe to make accessibility a reality, not just a distant dream. It's time to move beyond rhetoric and ensure that public spaces, services, and opportunities are accessible to all, without delay. The government must set a specific deadline to implement accessibility measures, ensuring that persons living with disabilities can live with dignity and equality. Anything less is a failure to act, said Farhatulla Babar, President Human Rights Council Pakistan Peoples Party (PPHRC).
Speakers at the session stressed that addressing these gaps is crucial for ensuring the rights and welfare of persons living with disabilities in Pakistan.
Zafarullah Khan, Civic Educator highlighted the importance of monitoring the utilization of finances allocated for persons living with disabilities pointing out that funds often remain unutilized.
The session also recommended an accessibility audit of the Supreme Court, Parliament, Senate and media houses to ensure inclusivity and accessibility for persons living with disabilities. Participants suggested that the Senate raise a question on the implementation of the Disability Act 2020, form a new council and designate an appropriate forum to oversee rule development and data collection on persons living with disabilities.
Zulqurnain Asghar, Chief Executive PMHA welcomed distinguished guests and introduced PMHA's initiatives, emphasizing the organization's commitment to promoting the rights of persons living with disabilities. He urged the government to take concrete steps to implement the Disability Act 2020, ensuring that persons living with disabilities are not left behind and are able to access their rights and services without hindrance.
The session concluded with a call to action for all stakeholders to work together to create a more inclusive and accessible society for persons living with disabilities.
