Disaster management does not end with emergency response โ€” it requires sustained collaboration and oversight throughout post-disaster recovery. This was the core message from Indonesian Ombudsman Member Robert Na Endi Jaweng, following a meeting with Rustian, Principal Secretary of the National Disaster Management Agency (BNPB), at Graha BNPB, East Jakarta, on Wednesday, September 2, 2026.

The meeting focused on strengthening coordination to ensure the fulfillment of rights and public service needs for disaster-affected communities in Aceh, West Sumatra, North Sumatra, and East Nusa Tenggara (NTT).

"Disasters are a test case to see whether the state is present among the people," said Robert, emphasizing the need to strengthen local government response capacity โ€” from district and city levels down to villages โ€” alongside active collaboration and preparedness in human resources, budgeting, and inter-agency networks.

Key findings from Ombudsman monitoring:

๐Ÿ”น Sumatra region: Of 1,227 targeted bridge repairs, 574 remain in progress and 653 are incomplete. Permanent housing (huntap) construction faces obstacles in data validation, land security, and building standards.๐Ÿ”น West Sumatra: Gaps in victim data collection persist, with some mudflow-affected residents yet to receive assistance; concerns also raised over limited access to clean water.

๐Ÿ”น North Sumatra: Discrepancies in housing damage classification between local and central government data (initial ~24,000 units vs. revised ~17,000) require urgent joint verification; red zone relocation remains incomplete.

๐Ÿ”น Aceh: Housing restoration is hindered by supply chain and market capacity issues, including reported cement shortages in Central Aceh and Aceh Tamiang.

๐Ÿ”น East Nusa Tenggara (NTT): More than ten days after the August 14, 2026 disaster, many residents remain without assistance; concerns extend to social trauma, healthcare access, and public administration services in population, education, and health sectors.
