Pakistan Pharmacists Association, Islamabad-AJK-GB, continues to fulfil the commitments made to the pharmacist community through sustained professional advocacy, institutional engagement, and policy dialogue. In line with our manifesto, the PPA Islamabad-AJK-GB team met with the Director General Health and discussed several important matters, including the digitalisation of the Pharmacy Council of Pakistan, development of an effective third-party inspection mechanism, structured training frameworks for independent prescribing by pharmacists, and strengthening of community pharmacy services. The team also held a detailed meeting with the CEO of the Drug Regulatory Authority of Pakistan (DRAP), where discussions focused on joint capacity-building initiatives by PPA and DRAP for pharmacists of Islamabad, AJK and GB, particularly in the areas of the pharmaceutical industry, pharmacovigilance, clinical trials, and other professional domains. The meeting also covered necessary amendments in relevant rules to facilitate nomination of PPA representatives on different Boards and Committees, inclusion of PPA in relevant official communications and stakeholder consultations, and allocation of dedicated visiting hours for pharmacists visiting DRAP for follow-up of their cases and applications. In addition, the PPA delegation met with Prof. Dr. Shahzad Ali Khan, Vice Chancellor, Health Services Academy, invited him to participate in World Pharmacists Day, and discussed public health pharmacy and future collaborative initiatives between HSA and PPA Islamabad-AJK-GB. These engagements reflect our commitment to converting the promises made in our manifesto into practical action. PPA Islamabad-AJK-GB will continue to represent pharmacists at relevant forums, advocate for professional recognition, strengthen pharmacy services, and work consistently for the advancement of the pharmacist community.

Alhamdolillah! Another successful milestone achieved. PPA Islamabad–AJK–GB continues to turn commitments into practical action by successfully organizing a high-impact training session on PIC/S GMP Guidelines & DRAP Phased Transition for the industrial pharmacist community.

With the participation of nearly 100 pharmacists from leading pharmaceutical industries of Humak and Rawat, the session brought DRAP officials and industry pharmacists together for meaningful discussion, expert guidance and direct Q&A on evolving regulatory requirements.

From professional development to stronger regulator–industry collaboration, PPA ISB–AJK–GB is proving that effective leadership is not just about promises—it is about practical work and measurable impact.

پاکستان فارماسسٹ ایسوسی ایشن اسلام آباد،گلگت،جی بی چیپٹر پمز ہسپتال کی نومولود بچوں کی اموات کی شدید مذمت کرتی ہے اور زمہ داران کو کٹہرے میں لانے اور شفاف تحقیقات کا مطالبہ کرتی ہے اور نیز یہ کہ اس واقعے کو بنیاد بناتے ہوئے تمام ہسپتالوں میں اگ بجھانے کے حالات کی موجودگی کو یقینی بنانے کا مطالبہ کرتی ہے اور سٹاف کی ٹریننگ پر بھی زور دیتی ہے تاکہ مستقبل میں کسی بھی ایسی ناگہانی افت سے نمٹنے کے لیے سٹاف ٹرین بھی ہو اور اگ بجھانے کے حالات بھی موجود ہوں اس کے علاوہ کم از کم ایک فائر بریگیڈ کا ہونا پمز میں لازمی قرار دیا جائے۔ اس واقعے کی حقیقت سوشل میڈیا پہ موجود والدین کی دکھ بھری زبانی سنا جا سکتا ہے جو کہ اج کے معاشرے میں اور پوری دنیا میں اس جیسی کوئی مثال نہیں ملی گی کہ ملک کے دارالحکومت کے سب سے بڑے ہسپتال میں اور اتنے وافر سینیئر افیسرز کی زیر نگرانی چلنے والے اس ہسپتال میں اموات کا ہونا ایک بہت بڑا سوالیہ نشان ہے کہ کیا ہم اج تک صحت کی بنیادی سہولیات عوام کو دے پائے یا نہیں اور افسر در افسر اور پروفیسر در پروفیسر بھرتی پہ بھرتی کیے جانے کے باوجود بھی ایسے واقعات کا ہونا پروفیشنل تنزلی کی غماز ہے اور اس کا قلع قمعہ ہونا بہت ضروری ہے۔ ان سارے معاملات کو سیاست سے ہٹ کر دیکھنا چاہیئے حکومت وقت کو۔

*صحت کے نظام پر قابض 'اجارہ داری': جب تک فارماسسٹ کو اختیار نہیں ملے گا، بہتری ناممکن ہے*

ہمارے ملک کا صحت کا نظام ایک ایسے نوآبادیاتی دور کی یادگار ہے جو برصغیر میں انگریز چھوڑ گئے تھے۔ اس نظام کی بنیاد ہی اس سوچ پر رکھی گئی تھی کہ علاج سے متعلق ہر فیصلے اور ہر اختیار کا واحد وارث صرف فزیشن یا ڈاکٹر ہی ہو سکتا ہے۔ وقت بدل گیا، دنیا چاند سے آگے نکل گئی اور عالمی سطح پر صحت کا تصور اب اکیلے ڈاکٹر کی حکمرانی کا محتاج نہیں رہا بلکہ یہ اب ملٹی ڈسپلنری ہیلتھ کیئر کی طرف بڑھ چکا ہے جہاں ڈاکٹر، نرس اور فارماسسٹ مل کر مریض کی بہتری کے لیے کام کرتے ہیں۔ لیکن افسوس کہ ہمارے ہاں آج بھی اسی فرسودہ اور بوسیدہ برطانوی سوچ کو سینے سے لگا کر رکھا گیا ہے جہاں صحت کے شعبے کو محض چند مخصوص ہاتھوں کی جاگیر سمجھا جاتا ہے۔
اگر علمی قابلیت اور پیشہ ورانہ صلاحیت کا موازنہ کیا جائے تو ہمارے ملک کا فارماسسٹ کسی بھی طور پر دنیا کے کسی دوسرے ملک کے فارماسسٹ سے کم نہیں ہے۔ پانچ سالہ فارم ڈی کی یہ کٹھن اور طویل ڈگری کوئی آسان فیلڈ نہیں ہے جس میں ادویات کی ہیت، ان کی کیمسٹری، باڈی پر ان کے اثرات، سائیڈ ایفیکٹس اور مالیکیولر سائنسی باریکیوں کا نچوڑ پڑھایا جاتا ہے۔ ایک فارماسسٹ ادویات کا چلتا پھرتا انسائیکلوپیڈیا ہوتا ہے، لیکن المیہ یہ ہے کہ اس تمام تر سائنسی نالج اور قابلیت کو عملی میدان میں استعمال کرنے کی اجازت ہی نہیں دی جاتی۔ اسے صرف ایک دکان پر کھڑے ہو کر ڈبے اٹھا کر گاہک کو دینے والا دکاندار بنا کر رکھ دیا گیا ہے، حالانکہ مغرب سے لے کر ترقی یافتہ ممالک تک فارماسسٹ کو کلینیکل پریکٹس اور انڈیپنڈنٹ پریسکرائبر کا درجہ دیا جا چکا ہے۔
دنیا کے دس سے زائد ترقی یافتہ ممالک میں اب فارماسسٹ بخوبی یہ ذمہ داری نبھا رہے ہیں کہ وہ معمولی نوعیت کی بیماریوں یعنی مائنر عیلمنٹس کے لیے ادویات خود تجویز کرتے ہیں۔ اس جدید نظام کا بنیادی مقصد یہ ہے کہ ہسپتالوں میں ڈاکٹروں کے اوپر پڑنے والے ہجوم اور بے پناہ دباؤ کو کم کیا جا سکے۔ جب ایک مریض نزلہ، زکام، ہلکے بخار یا عام الرجی کے لیے بھی گھنٹوں ڈاکٹر کے دروازے پر انتظار کرتا ہے تو اس سے قیمتی وقت بھی ضائع ہوتا ہے اور ڈاکٹر بھی تھکاوٹ کا شکار ہو جاتے ہیں۔ اگر ان ابتدائی اور چھوٹے مسائل پر فارماسسٹ کو قانوناً پریسکرائب کرنے کا اختیار دے دیا جائے، تو اس سے نہ صرف ہیلتھ کیئر سسٹم کا سارا بوجھ ہلکا ہو جائے گا بلکہ عام آدمی کو بھی فوری اور سستا ریلیف مل سکے گا۔
البتہ اس بات سے انکار نہیں کیا جا سکتا کہ اس نظام کو لاگو کرنے کے لیے ایک شفاف، واضح اور سٹرکچرڈ پاتھ وے یا روڈ میپ کا ہونا بے حد ضروری ہے۔ کوئی یہ نہیں کہتا کہ کسی کو بھی اٹھ کر نسخہ لکھنے کی کھلی چھوٹ دے دی جائے، بلکہ اس کے لیے باقاعدہ پوسٹ گریجویٹ کلینیکل ٹریننگ، سرٹیفیکیشنز اور قانونی فریم ورک ہونا چاہیے تاکہ پریکٹس کے معیار پر کوئی سمجھوتہ نہ ہو۔ مسئلہ یہاں اس اصلاحی راستے کو اپنانے کا نہیں بلکہ اس ہٹ دھرمی کا ہے جو صدیوں پرانی طب کی خلیج کو ختم نہیں ہونے دیتی۔ اب وقت آ گیا ہے کہ ہم اپنی آنکھیں کھولیں، برطانوی دور کے ان غلامانہ سکرپٹس سے باہر نکلیں اور اپنے فارماسسٹوں کو وہ عزت اور حق دیں جس کے وہ علمی اعتبار سے حق دار ہیں۔
