Republic Policy has long advocated that civil servants should hold neither dual nationality nor any similar arrangement. The government must also ensure that civil servants do not secure this advantage through family members or other channels. The interests of civil servants must remain with Pakistan alone. The next step should be the public disclosure of their assets, so that their finances are open to scrutiny by the people themselves.

At a panel discussion on civil service reforms organised by Republic Policy, renowned economist and former Vice Chancellor of the Pakistan Institute of Development Economics (PIDE), Dr Nadeem ul Haque, offered a critical assessment of the bureaucratic structure governing Pakistan’s economy.

At the heart of his argument was the gatekeeping role of bureaucracy. He maintained that Pakistan cannot achieve genuine economic progress as long as decision-making remains trapped in files, procedural hurdles and bureaucratic red tape. In his view, bureaucracy continues to exercise substantial control over economic activity, creating what he described as “bureaucratic inertia.”

This institutional inertia is not merely an administrative problem; it directly affects the functioning of the economy. When economic decisions must repeatedly pass through bureaucratic controls, the space available for enterprise, investment and market activity becomes constrained.

Dr Haque therefore emphasised the need to free economic activity from unnecessary restrictions. Economic transactions must become easier, access to information must be opened, and effective markets must be allowed to develop. Without these conditions, sustainable economic growth will remain difficult to achieve.

His argument raises a fundamental question for civil service reform: should bureaucracy act as a gatekeeper of economic activity, or should administrative institutions facilitate citizens, businesses and markets?

Reforming the civil service, from this perspective, requires more than reorganising departments or changing administrative positions. It requires reconsidering the relationship between bureaucracy and the economy itself. A modern administrative system should facilitate economic activity rather than obstruct it through unnecessary controls and procedural barriers.

What should define our national pride? Should it be civil servants and those who occupy powerful offices? No. As a nation, we need to rethink the cultural values through which we assign prestige, honour and social recognition.

Our national pride should lie in our scientists, artists, musicians, intellectuals, writers, thinkers and those whose knowledge, creativity and leadership contribute to the progress of society. A nation should celebrate those who create knowledge, produce ideas, enrich culture and contribute meaningfully to its collective development—not those who merely accumulate administrative power.

ریپبلک پالیسی کے زیرِ اہتمام سول سروس ریفارمز پر منعقدہ پینل ڈسکشن میں معروف ماہرِ معاشیات اور پاکستان انسٹی ٹیوٹ آف ڈویلپمنٹ اکنامکس (PIDE) کے سابق وائس چانسلر ڈاکٹر ندیم الحق نے خصوصی شرکت کی۔
انہوں نے بیوروکریسی کے گیٹ کیپر کردار پر کڑی تنقید کرتے ہوئے کہا کہ ملک اس وقت تک حقیقی ترقی نہیں کر سکتا جب تک فیصلے سرخ فیتے میں جکڑی فائلوں کے ذریعے ہوتے رہیں گے۔ ان کے مطابق معیشت پر آج بھی بیوروکریسی کا نمایاں غلبہ موجود ہے۔ انہوں نے اسے بیوروکریٹک اِنرشیا قرار دیتے ہوئے کہا کہ معیشت کے بڑے حصے پر بیوروکریٹک کنٹرول برقرار ہے۔
ان کا کہنا تھا کہ جب تک معاشی سرگرمیوں کو غیر ضروری پابندیوں سے آزاد نہیں کیا جاتا، اقتصادی لین دین کو سہل نہیں بنایا جاتا، معلومات تک آزادانہ رسائی یقینی نہیں ہوتی اور مؤثر منڈیاں تشکیل نہیں پاتیں، ملک کی پائیدار معاشی ترقی مشکل رہے گی۔
