(ایف بی آر) نے سیلز ٹیکس جنرل آرڈر نمبر 01 برائے 2026 جاری کر دیا ہے، جس میں الیکٹرانک انوائسنگ اور سسٹم انٹیگریشن کے قواعد کو مزید واضح اور آسان بنایا گیا ہے۔ یہ حکم نامہ سیلز ٹیکس ایکٹ 1990 کے تحت جاری کیا گیا۔

اہم نکات
حکم نامے کے مطابق:
قانونی بنیاد کے طور پر سیلز ٹیکس ایکٹ 1990 کی دفعات 23(5) اور 23(6) کے تحت ایف بی آر کو یہ اختیار حاصل ہے کہ وہ رجسٹرڈ افراد کے لیے الیکٹرانک انوائسنگ سسٹم کو اپنے کمپیوٹرائزڈ نظام سے منسلک کرنا لازمی قرار دے۔

اس سے قبل جاری کردہ ایس آر او 1413(1)/2025 (مورخہ یکم اگست 2025) میں تمام رجسٹرڈ افراد کو لائسنس یافتہ انٹیگریٹر کے ذریعے ڈیجیٹل انوائس جاری کرنے کا پابند بنایا گیا تھا۔

ایف بی آر نے واضح کیا ہے کہ:
اب کوئی بھی رجسٹرڈ شخص اپنی ضرورت کے مطابق ایک یا ایک سے زائد لائسنس یافتہ انٹیگریٹرز کی خدمات حاصل کر سکتا ہے۔

اس سے پہلے ایک سے زیادہ انٹیگریٹرز کے استعمال میں مشکلات پیش آ رہی تھیں، جنہیں اب دور کر دیا گیا ہے۔

نئے حکم نامے کے تحت:
الیکٹرانک سیلز ٹیکس انوائس میں ترمیم، منسوخی یا حذف صرف ایف بی آر کے کمپیوٹرائزڈ سسٹم کے ذریعے ہی ممکن ہوگی۔

72 گھنٹوں کے اندر: بغیر کسی خصوصی اجازت کے درستگی کی جا سکتی ہے (بشرطیکہ غلطی حقیقی ہو)۔

72 گھنٹوں کے بعد: متعلقہ کمشنر ان لینڈ ریونیو سے پیشگی منظوری لینا لازمی ہوگی، جو ایف بی آر کی مقررہ شرائط کے مطابق ہوگی۔

اختیار اور منظوری
یہ حکم نامہ ایف بی آر کے ممبر (ان لینڈ ریونیو آپریشنز) کی منظوری سے جاری کیا گیا۔

اس فیصلے کے بعد:
کاروباری افراد کو متعدد انٹیگریٹرز کے استعمال میں سہولت حاصل ہوگی۔

انوائس کی درستگی کے لیے 72 گھنٹوں کی سخت مدت مقرر کر دی گئی ہے۔

تمام تبدیلیاں ایف بی آر سسٹم کے ذریعے ہونے سے شفافیت اور آڈٹ ٹریل کو یقینی بنایا جا سکے گا۔

نوسر بازی کی جانب سے سیلیکون انگوٹھوں (مصنوعی انگوٹھا) کے ذریعے موبائل فون سم کارڈز نکلوا کر لوٹ مار کا نیا سلسلہ سامنے آیا ہے۔ جنگ نیوز کے مطابق ایڈیشنل ڈائریکٹر نیشنل سائبر کرائم انوسٹی گیشن اتھارٹی طارق نواز نے بتایا ہے کہ کراچی کے ایک شہری فرحان کا موبائل فون نیٹ ورک اچانک غائب ہوگیا، معلومات پر پتہ چلا کہ ان کا موبائل فون سم کارڈ ایکٹیو ہوگیا تھا، کسی نے اس نمبر کی دوسری سم نکلوا لی تھی، یہی نہیں مذکورہ ملزم نے اس سم اور شہری کے سلیکون تھمب کے ذریعے ان کے فنانشل اکاؤنٹ بھی ایکٹیویٹ کر لئے تھے، شکایت ملنے پر این سی سی آئی اے میں رپورٹ درج کرلی گئی ہے اور ملزمان کا سراغ بھی لگا لیا گیا ہے۔

Mandatory Use of Official Email Addresses for Official Correspondence and Data Security
On 2nd February 2026, the Federal Board of Revenue (FBR) issued a formal directive mandating the exclusive use of official email addresses for all official correspondence and data security. Addressed to all high-ranking officials including Members, Chief Commissioners, and Director Generals, the notification requires that these security protocols be disseminated and implemented across all subordinate offices "in letter and spirit without fail". This mandate follows concerns regarding the use of personal email services—such as Gmail and Yahoo—which are considered outside the government's secure infrastructure and susceptible to unauthorized access and cyber-espionage.
