SIBOL Community expresses its concern regarding the ๐ฎ๐น๐น๐ฒ๐ด๐ฒ๐ฑ ๐น๐ผ๐๐ ๐ผ๐ณ ๐๐๐๐ฑ๐ฒ๐ป๐ ๐ณ๐๐ป๐ฑ๐ ๐ฎ๐บ๐ผ๐๐ป๐๐ถ๐ป๐ด ๐๐ผ ๐ฃ๐ณ๐ฌ,๐ฌ๐ฌ๐ฌ. We firmly believe that this matter warrants full transparency and accountability. While we acknowledge the clarification issued by the University Student Council, we would like to raise concerns regarding the claim that the leaked information was part of an internal security measure. If this was indeed a deliberate security mechanism, it appears to have created greater confusion and distrust, outcomes that may outweigh the council's intended objectives.
As a student community, we value ๐ฒ๐๐ต๐ถ๐ฐ๐ฎ๐น ๐ฎ๐ป๐ฑ ๐๐ฟ๐๐๐ต๐ณ๐๐น ๐ฎ๐ฝ๐ฝ๐ฟ๐ผ๐ฎ๐ฐ๐ต๐ฒ๐ in developing programs and initiatives that affect the student body. This issue has already caused distress and disappointment among students. As such, we deserve a clear explanation of how this alleged internal security measure was conceptualized, the methodology behind its implementation, and the considerations that were taken into account given the seriousness of the allegations and their potential impact on the student body.
However, if the allegations were true, students have the right to know when the loss was discovered, how it was discovered, who had custody of and access to the funds, what immediate actions were taken following the discovery, and what measures are currently being undertaken to determine accountability.
Questions that need clarity:
1. Why are USC funds under the direct custody of the USC President instead of being deposited in an official university-controlled account or managed through established financial procedures?
2. What policies govern the safekeeping, handling, and accountability of student funds?
3. Are there regular audits and financial reports available to the student body?
4. If the funds remained secure, why was a missing-funds scenario chosen as the method for an internal security assessment?
5. What specific issue is now being investigated? the confidentiality breach, the handling of funds, or the conduct of the security measure itself?
The student body deserves clarity regarding the chain of custody of the funds in question. Concerns regarding who had authorized access, what financial controls were in place, whether proper records were maintained, and whether established procedures were followed must be addressed openly and thoroughly. Accountability cannot be achieved without first providing clear answers to these critical questions.
This issue extends beyond the loss of a specific amount of money. It concerns the trust that students place in their institutions and leaders. Every student contribution, every fund entrusted to student representatives, and every financial transaction conducted on behalf of the student body carries with it a responsibility to uphold the highest standards of stewardship, transparency, and accountability.
Student funds are not private funds. They are resources entrusted to student leaders on behalf of the student body, and every peso that is lost, misplaced, or placed at risk deserves a clear and satisfactory explanation.
