PAHAYAG SA PAGBUBUKAS NG NATIONAL TEACHERS’ MONTH

Sa opisyal na pagbubukas ngayong araw, Setyembre 5, ng National Teachers’ Month tungo sa Pandaigdigang Araw ng mga G**o sa Oktubre 5, matibay na nagkakaisa ang Alliance of Concerned Teachers (ACT) Philippines sa panawagang: "Dagdag sweldo, hindi dagdag trabaho! Ipaglaban ang kagalingan, karapatan, sapat na pondo at makabayang edukasyon!" Babahain natin ang mga kalsada ng ating mga panawagan at dadaluyong ang libo-libong g**o at kawani upang singilin at panagutin ang rehimeng US-Marcos Jr. sa patuloy na kapabayaan, panunupil, at pagpapatindi ng neoliberal na atake sa sektor ng edukasyon.
Nagmumula ang ating sigaw sa masalimuot na reyalidad na kinakaharap ng ating mga paaralan araw-araw.

Apat na taon sa ilalim ng administrasyong Marcos Jr., nananatiling overworked, underpaid, at under attack ang mga g**o. Siyam sa bawat sampung pampublikong g**o ang hindi tumutuntong sa nakabubuhay na antas ang sweldo, habang mahigit 80,000 pa lamang sa halos isang milyong kwalipikadong g**o ang nakatanggap ng promosyon. Kasabay nito, pinalalala ang ating mga pasanin ng mga panakip-butas na solusyon tulad ng ARAL Program at 3-term school calendar, habang nananatiling budol at kapos sa pondo ang Expanded Career Progression (ECP).

Malubha rin ang krisis sa mga pasilidad. Mula 2022 hanggang 2026, isa lamang sa bawat sampung g**o ang nakatanggap ng laptop, habang nasa 8,000 elementary schools ang walang internet, 3,500 paaralan ang walang kuryente, at 34% lamang ang may Smart TV packages. Umabot na rin sa 166,000 ang kakulangan sa klasrum, habang ang 30,000 na bagong teaching positions at mabagal na proseso ng hiring ng DepEd ay patak lamang sa dagat kumpara sa higit 150,000 na kakulangan sa g**o. Hindi maiibsan ang sobra-sobrang pasanin sa trabaho nang walang sapat na kawani. Sa halip na dinggin ang ating mga panawagan, sinusupil ng gobyerno ang karapatang mag-unyon, kalayaang pang-akademiko, at tinatakot ang sektor gamit ang Anti-Terror Grooming Bill.

Upang pagtakpan ang pagkukulang na ito, ipinagmamalaki ng administrasyon ang umano'y makasaysayang badyet sa edukasyon sa ilalim ng National Expenditure Program (NEP) na humigit-kumulang 3.99% lamang ng GDP. Ngunit panlilinlang ito sa taumbayan. Mas malaki pa rin ang pondo para sa pambayad-utang na umabot sa P2.7 trilyon (37.5% ng kabuuang badyet) kaysa sa pinagsama-samang pondo para sa edukasyon. Bukod dito, sa kabila ng bahagyang pagtaas sa Personnel Services (PS), ang kabuuang badyet ng DepEd ay dumaranas pa ng netong pagliit na -4.64%. Pinondohan ang pagtaas ng sweldo sa pamamagitan ng pagbawas sa Capital Outlay at MOOE, na sa harap ng 3%–4% na implasyon ay nagpapahina sa kakayahan ng mga paaralang tumugon sa dumaraming mag-aaral, lumalaking gastusin at lumalalang krisis.

Kaya naman, ngayong National Teachers’ Month at sa pagharap natin sa World Teachers' Day, bitbit ng buong sektor ng edukasyon ang Pitong (7) Kagyat na Kahilingan:

1. Itaas ang sweldo ng mga g**o at kawani, ngayon na! Gawing P50,000 ang entry-level salary para sa mga g**o, P36,000 para sa mga kawani, at itaas ang PERA tungong P5,000!
2. G**o, hindi makina! Pagaanin ang labis-labis na pasaning trabaho ng mga g**o!
3. Itaas ang badyet sa edukasyon katumbas ng 6% ng GDP! Badyet sa edukasyon, hindi sa korapsyon!
4. Isulong ang makatao, inklusibo, at may sapat na pondong promosyon!
5. Ibasura ang mga dayuhang dikta sa kurikulum ng edukasyon!
6. Itigil ang panunupil sa karapatang mag-unyon at kalayaang akademiko!
7. Sapat na kompensasyon, benepisyo, at proteksyon para sa mga poll workers!

Mga g**o, kawani, at mamamayan: magkaisa at lumaban para sa ating karapatan, sapat na badyet, at tunay na makabayang edukasyon! #

Nananawagan ang Alliance of Concerned Teachers (ACT) na palakasin din ang karapatan ng mga g**o na disiplinahin ang mga mag-aaral.

Ito ay sa kabila ng umiiral na Child Protection Act na dahilan umano ngayon para matakot ang ilang mga g**o na disiplinahin ang mga mag-aaral dahil sa posibilidad na makasuhan.

The Alliance of Concerned Teachers (ACT) Philippines extends its deepest sympathies to the families, classmates, teachers, and school community affected by the tragic incident at San Jose National High School in Tacloban City that claimed the lives of three students and injured several others.

ACT Chairperson Ruby Bernardo said the immediate priority must be providing comprehensive medical, psychological, and psychosocial support to the victims, their families, and all members of the school community affected by the tragedy.

"Our hearts are with the families who lost their children, the students who were injured, and the teachers and learners who witnessed this deeply traumatic incident. At a moment like this, the entire school community needs care, support, and healing," Bernardo said.

While authorities continue their investigation, ACT cautioned against reducing the tragedy to an isolated incident or relying solely on punitive and security-centered responses.

"We must confront the deeper conditions that leave many young people struggling without adequate support and guidance. Schools cannot simply be treated as sites requiring more policing; they must be strengthened as spaces of care, learning, and human development," Bernardo said.

The group pointed to findings from the Second Congressional Commission on Education (EDCOM II), which documented how overcrowded classrooms contribute to a diminished sense of safety among learners. Students themselves reported that regular classes are often disorderly and marked by bullying, intimidation, and harassment. In contrast, smaller learning groups allowed learners to feel safer, more supported, and more comfortable participating in class.

"EDCOM's own findings show that overcrowding is not merely a learning issue but also a student welfare issue. When classrooms contain fifty or sixty learners, meaningful guidance, supervision, and intervention become far more difficult. Students themselves report feeling safer and more supported in smaller classes," Bernardo said.

ACT reiterated that the country's education crisis is also a student support crisis.
The group noted that public schools continue to face an estimated shortage of 150,000 teachers and more than 160,000 classrooms nationwide, while thousands of schools remain without adequate guidance counselors, nurses, librarians, and psychosocial support personnel.

"If we are serious about creating safe learning environments, we must invest in the people and facilities that make safety possible. This means hiring more teachers, constructing more classrooms to reduce overcrowding, and ensuring that every school has sufficient guidance counselors, nurses, and student support personnel," Bernardo said.

ACT further stressed that anti-bullying programs, mental health services, guidance and counseling, and values formation initiatives cannot succeed when schools are chronically understaffed and underfunded.

"Children deserve schools where they are seen, heard, guided, and protected. That requires more than emergency responses after tragedies occur. It requires sustained public investment in education and in the well-being of our learners," Bernardo added.

The group called on the government to substantially increase the education budget to address the shortages in classrooms, teachers, and support personnel that continue to undermine both the quality and safety of Philippine schools.

"Genuine school safety cannot be separated from the broader struggle for quality education. For the sake of our children, we must build schools that are not only places of learning, but communities of care and hope," Bernardo concluded.
