In light of the findings in the EDCOM II Final Report on functional literacy, CHED renewed its push for colleges and universities to combat illiteracy and learning challenges in their local communities actively.

The Commission issued a memorandum urging Higher Education Institutions (HEIs) to integrate functional literacy programs into their extension services, to improve functional literacy rates across all education levels. The EDCOM II Final report revealed that nearly 30 percent of Filipinos aged 10 to 64 are functionally illiterate—including 18 percent of college students and 7 percent with graduate degrees.

Volunteerism is the Heart of Service♥️♥️♥️

On August 14, 2025, the Pamantasan ng Lungsod ng Valenzuela's Office of Community Engagement and Extension Services, in collaboration with the Office of Student Affairs, held a productive discussion with the Philippine National Volunteer Service Coordinating Agency (PNVSCA), which is one of the attached agencies under the Department of Economic, Planning, and Development (DEPDev), formerly known as the National Economic Development Authority (NEDA).

The discussions focused on PNVSCA's main role as a national government agency coordinating and promoting volunteer programs. It formulates policies, builds networks, and provides technical support to ensure that volunteerism effectively contributes to national development. Additionally, PLV shared its best practices in community extension programs, including CPAGTulong, EduKampeon, CASambuhay, CABAlikat, KomuniTeknolohiya, and SAGIP.

As a conclusion to this discussion, PLV has decided to become an institutional partner of PNVSCA by signing a Memorandum of Understanding (MOU), which is expected to occur next month.

The partnership will focus on the following key points:

1. Strengthening the spirit of volunteerism through various extension programs, projects, and activities.

2. Ensuring the university participates in submitting the necessary documents for the national registration of its volunteer initiatives.

3. Integrating volunteerism into the curriculum or conducting training and capacity development sessions to enhance the spirit of volunteerism among students, faculty, and staff.

4. Collaborating on research and development related to volunteerism.

Let us unite to strengthen the spirit of volunteerism as part of our national development! 🫶🫶🫶

Thanks be to GOD♥️♥️♥️

August 3 & 10, 2025

The first and second training days of the Implementation of the Self-Defense and Body Conditioning Program for Barangay Tanods of the Barangay Dalandanan, Valenzuela City. This program is organized by the College of Education's Physical Education Department in collaboration with the PLV Virulent Tigers Arnis Team.

The goal of the self-defense and body conditioning training for Barangay Tanods is to enhance their physical and mental strength, enabling them to perform their duties safely and effectively. The self-defense component focuses on developing situational awareness, conflict de-escalation skills, and teaching basic, non-harmful techniques for self-protection and the protection of others when necessary. The body conditioning segment is designed to improve their fitness levels, boosting strength and stamina for long patrols or emergency situations while also helping to prevent injuries. By integrating these two aspects, the training aims to build their confidence and prepare them for the demanding and often unpredictable nature of their roles as community peacekeepers.

The Pamantasan ng Lungsod ng Valenzuela - School Disaster Risk Reduction and Management Office(Incident Command Preparedness Office) and Student Helping Imminent Events and Life Threatening Disaster, in partnership with Barangay Gen. T. de Leon, Valenzuela City, conducted Basic Radio Communication training for personnel, including barangay tanods, administrative staff, civil society representatives, and BDRRMO staff.

The primary goal of this training is to ensure quick and clear communication among barangay staff, which will enhance community safety and operational efficiency. By equipping tanods, administrative staff, civil society organizations, and BDRRMO staff with radios, they can promptly exchange information regarding daily duties, report emergencies such as fires or medical crises, and coordinate rapid and organized responses. This immediate communication also improves the personal safety of the staff, especially tanods on patrol, by enabling them to quickly call for assistance when needed.
