The PUP Department of Sociology and Anthropology extends its sincere congratulations to Dr. Vivencio O. Ballano on the publication of his latest work, Natural Law, Homophobia, and LGBTQI+ Exclusion in the Catholic Church.

We commend Doc Ven for his scholarly contributions, which advance critical discourse at the intersection of sociology, theology, and social equity.

DESCRIPTION: Why can't the Catholic Church fully accept gender diverse LGBTQI+ members as 'normal' Catholics, despite Pope Francis's compassion for the gay community?

In this cutting-edge work, Ballano investigates how deductive moral frameworks and institutional homophobia play a key role in the social exclusion of the LGBTQI+ community in the Catholic Church. He traces the contours of this discrimination by using Francis's synodal theology as the primary conceptual framework along with sociological perspectives on gender, gender diversity, and morality.

Ang pagkamatay ni Agnes Buenaflor habang isinasailalim sa classroom observation ay hindi lamang isang malungkot na insidente; ito ay salamin ng mas malalim at estruktural na krisis sa sistemang pang-edukasyon ng Pilipinas. Sa sosyolohikal na lente, ang pangyayaring ito ay hindi maaaring ituring na โ€œisolated caseโ€ o simpleng usapin ng kalusugan ng isang indibidwal. Sa halip, ito ay produkto ng institutional pressures, labor intensification, at kultura ng performativity na matagal nang bumabalot sa propesyon ng pagtuturo.

Sa ilalim ng DepEd Memo No. 89-2025, ang periodic walkthroughs at full-period classroom observations ay ipinapatupad bilang mekanismo ng kalidad at accountability. Ngunit sa praktika, nagiging instrumento ito ng surveillance at kontrol, kung saan ang g**o ay hindi lamang nagtuturo kundi patuloy na sinusukat, minamarkahan, at hinuhusgahan. Sa ganitong kalagayan, ang silid-aralan ay hindi na ligtas na espasyo ng pagkatuto kundi nagiging entablado ng permanenteng evaluasyon.

Mula sa perspektiba ng labor sociology, malinaw ang work intensification sa hanay ng mga g**o: mataas na teaching load, mabigat na paperwork, administrative tasks, emotional labor, at ngayonโ€”ang pressure ng formal observations na kadalasang may implikasyon sa ranking, promotion, at reputasyon. Ang katawan at isip ng g**o ay patuloy na itinutulak lampas sa makataong hangganan, habang ang estado ay umaasa sa diskursong โ€œdedikasyonโ€ at โ€œbokasyonโ€ upang gawing normal ang labis na sakripisyo.

Sa konteksto ng kulturang Pilipino, pinalalala ito ng norma ng โ€œtiisโ€ at โ€œutang na loobโ€, kung saan ang g**o ay inaasahang magpakasakripisyo โ€œpara sa mga bataโ€ kahit kapalit ang sariling kalusugan. Ang ganitong moral framing ay nagiging mapanganib sapagkat nililihis nito ang pananagutan mula sa institusyon patungo sa indibidwal. Kapag may trahedya, ang naratibo ay nagiging โ€œnamatay sa pagtupad ng tungkulin,โ€ sa halip na tanungin: Bakit kailangang mamatay ang isang g**o para patunayan ang kanyang dedikasyon?

Ang panawagan ng Teachersโ€™ Dignity Coalition na suriin muli ang polisiya ay mahalagang hakbang, sapagkat inilalantad nito ang power imbalance sa loob ng edukasyonal na burukrasya. Ang kalidad ng edukasyon ay hindi maaaring ihiwalay sa kalagayan ng mga g**o. Walang tunay na reporma kung ang pangunahing tagapaghatid ng kaalaman ay patuloy na nilulunod sa takot, stress, at pagod.

Sa huli, ang pagkamatay ni Agnes Buenaflor ay dapat magsilbing kolektibong pagmulat. Hindi sapat ang pag-alala at pagpupugay; kailangan ang istruktural na pagbabagoโ€”makataong evaluation systems, participatory policy-making, at tunay na paggalang sa dignidad ng g**o bilang manggagawa. Sapagkat sa isang lipunang makatarungan, hindi sinusukat ang kalidad ng edukasyon sa dami ng obserbasyon, kundi sa kakayahan ng sistema na alagaan ang mga taong bumubuhay dito.

โ€œMs. Buenaflor was not only a remarkable educator but also a cherished mentor who profoundly impacted the lives of countless students and colleagues alike,โ€ saad nila.

Sa ilalim ng Department of Education (DepEd) Memo. 89-2025, obligado ang lahat ng mga g**o na sumailalim sa periodic walkthrough at full-period classroom observations.

Nauna nang kinondena ng Teachersโ€™ Dignity Coalition ang insidente at nanawagan sa DepEd na suriing muli ang polisiya nito sa classroom observations.

Soon-to-be Atty. Romina Marcaida teaches courses on gender and sexuality. She is the second current member of the DSA Faculty to pass the bar exam, with Atty. Minami Iwayama being the first.
