📣 PPTA Bohol Chapter 2nd General Meeting

Our chapter successfully held its General Meeting last Saturday, bringing together members for an afternoon of collaboration, learning, and progress.

✨ Highlights:
• Election of new officers
- VP Internal: Julei Gesite, PTRP
- Treasurer: Ray Jim Torres Sencio, PTRP
- P.R.O: Matheo Norman Requina, PTRP
• An insightful introductory lecture on Dynamic Movement Intervention (DMI) by PT Sette Dagamac-Orteza,
• Discussions on upcoming initiatives, including a stroke rehabilitation seminar/workshop
• Strengthening connections and alignment within the PT community

The Philippine Physical Therapy Association (PPTA) would like to update everyone on the ongoing progress toward the amendment of our Physical Therapy law.⁣
⁣
Recently, an initial deliberation and consideration meeting on proposed measures related to the Physical Therapy Profession Act was conducted by the Committee on Civil Service and Professional Regulation, chaired by Rep. Laarni Lavin Roque, in the House of Representatives of the Philippines under the 20th Congress.⁣
⁣
🏛️ 𝐖𝐡𝐚𝐭 𝐰𝐚𝐬 𝐝𝐢𝐬𝐜𝐮𝐬𝐬𝐞𝐝?⁣
⁣
The following House Bills were included in the deliberation:⁣
- HB 840⁣
- HB 1617⁣
- HB 4264⁣
- HB 5373⁣
- HB 5665⁣
- HB 5797⁣
- HB 6588⁣
⁣
These proposed measures aim to update and strengthen Republic Act No. 5680 (enacted last 1969), the current law governing the practice of Physical Therapy in the Philippines.⁣

- The Professional Regulatory Board of Physical Therapy⁣

📚 𝐔𝐧𝐝𝐞𝐫𝐬𝐭𝐚𝐧𝐝𝐢𝐧𝐠 𝐭𝐡𝐞 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐏𝐫𝐨𝐜𝐞𝐬𝐬⁣

To help members appreciate how these proposals move forward, here is a simple overview of how a bill becomes a law in the Philippines:⁣

1️⃣ 𝘍𝘪𝘭𝘪𝘯𝘨 𝘢𝘯𝘥 𝘍𝘪𝘳𝘴𝘵 𝘙𝘦𝘢𝘥𝘪𝘯𝘨 – The House Bill is filed and formally introduced.⁣
2️⃣ 𝘊𝘰𝘮𝘮𝘪𝘵𝘵𝘦𝘦 𝘓𝘦𝘷𝘦𝘭 𝘋𝘦𝘭𝘪𝘣𝘦𝘳𝘢𝘵𝘪𝘰𝘯𝘴 – The bill is studied, with consultations and technical working groups.⁣
3️⃣ 𝘚𝘦𝘤𝘰𝘯𝘥 𝘙𝘦𝘢𝘥𝘪𝘯𝘨 – The bill is sponsored, debated, and amended on the plenary floor.⁣
4️⃣ 𝘛𝘩𝘪𝘳𝘥 𝘙𝘦𝘢𝘥𝘪𝘯𝘨 – Final version is voted upon by the members of the House of Representatives (HOR) and transmitted to the Senate for its concurrence. ⁣
5️⃣ 𝘚𝘦𝘯𝘢𝘵𝘦 𝘗𝘳𝘰𝘤𝘦𝘴𝘴 – The Senate may simult⁣aneously or independently introduce and deliberate its own version of the bill, going through the same committee and reading process.
6️⃣ Bicameral Conference Committee – Reconciles differences between House and Senate versions.⁣
7️⃣ Presidential Action – The President can sign the bill into law, veto, or have it lapse into law if the President takes no action within 30 days.

📌 𝘐𝘮𝘱𝘰𝘳𝘵𝘢𝘯𝘵 𝘤𝘰𝘯𝘵𝘦𝘹𝘵: A PT bill was successfully passed by the HOR during the 18th and 19th Congresses, but it did not complete the Senate process. At present, the initiative continues in the 20th Congress, reflecting sustained advocacy for the profession.⁣

This development signifies continued momentum toward updating our professional law—a key step in strengthening practice standards, education, regulation, and the future of physical therapy in the Philippines.⁣

OFFICIAL STATEMENT | PPTA Bohol Chapter

We have verified information that unlicensed individuals and establishments are currently offering physical therapy services within the province without the required professional registration and license. Such actions are clear violations of Republic Act No. 5680 (The Physical and Occupational Therapy Law) and Republic Act No. 8981 (The PRC Modernization Act of 2000).

Under RA 5680, only duly licensed physical therapists may legally perform the duties and functions of the profession. Furthermore, Section 7(j) of RA 8981 expressly authorizes the Professional Regulation Commission (PRC) to prohibit any person from practicing a regulated profession without first obtaining the necessary license. These laws safeguard the public by ensuring that only qualified professionals render rehabilitative and therapeutic services.

Unlicensed practice undermines the integrity of the profession and endangers patients’ health and safety. Those performing therapeutic or rehabilitation services without credentials openly disregard existing laws and are therefore criminally liable, facing possible fines, imprisonment, and other sanctions as provided by RA 5680.

The PPTA Bohol Chapter condemns in the strongest terms these unlawful activities and is fully committed to taking all necessary steps to stop and prevent them. As part of this commitment, the association will:
- Work closely with the PRC, Department of Health, and local government units of the province to identify and prosecute offenders
- Strengthen monitoring and reporting mechanisms to detect illegal practices
- Conduct information campaigns to help the public verify the legitimacy of practitioners
- Promote ethical, safe, and evidence-based physical therapy care throughout Bohol.

PPTA Bohol Chapter earnestly seeks to foster a seamless and bilateral collaboration with all branches and instrumentalities of government to ensure the effective enforcement of the aforesaid laws. The Association likewise seeks the full support and cooperation of relevant agencies in the implementation of its advocacy and action plan to eradicate the unlawful practice of the profession within the province.

We remind the public to consult only licensed physical therapists, whose names appear in the official PRC registry. Protect your health and report any suspected illegal practitioners to the PRC or to the PPTA Bohol Chapter.

Through this statement, the PPTA Bohol Chapter reaffirms its unwavering dedication to uphold the dignity of the PHYSICAL THERAPY profession and to safeguard the welfare of every Boholano.

This is not about competition. This is about PUBLIC SAFETY.

Today, 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟴, we join the world in celebrating World Physical Therapy Day 2025, held this year in Baclayon, Bohol, with the theme: “𝗧𝗵𝗲 𝗥𝗼𝗹𝗲 𝗼𝗳 𝗣𝗵𝘆𝘀𝗶𝗼𝘁𝗵𝗲𝗿𝗮𝗽𝘆 𝗮𝗻𝗱 𝗣𝗵𝘆𝘀𝗶𝗰𝗮𝗹 𝗔𝗰𝘁𝗶𝘃𝗶𝘁𝘆 𝗶𝗻 𝗛𝗲𝗮𝗹𝘁𝗵𝘆 𝗔𝗴𝗲𝗶𝗻𝗴: 𝗣𝗿𝗲𝘃𝗲𝗻𝘁𝗶𝗻𝗴 𝗙𝗿𝗮𝗶𝗹𝘁𝘆 𝗮𝗻𝗱 𝗙𝗮𝗹𝗹𝘀.” 🩺💪

✅ 𝗠𝗲𝗻𝘁𝗮𝗹 𝗵𝗲𝗮𝗹𝘁𝗵 𝗮𝗻𝗱 𝘄𝗲𝗹𝗹-𝗯𝗲𝗶𝗻𝗴 in the elderly
✅ The role of lifestyle in the 𝗽𝗿𝗲𝘃𝗲𝗻𝘁𝗶𝗼𝗻 𝗼𝗳 𝗖𝗵𝗿𝗼𝗻𝗶𝗰 𝗞𝗶𝗱𝗻𝗲𝘆 𝗗𝗶𝘀𝗲𝗮𝘀𝗲 (𝗖𝗞𝗗)

The event was made more meaningful through the support of our partners. The DOH – Central Visayas and Bohol provided free medicines and vitamins, while the Provincial Health Office prepared meals and snacks for all participants. Abbott Philippines shared free milk samples for our senior citizens, and Unilab generously offered additional medicines to support their health needs. Special thanks also to Cong. John Geesnell “Baba Yap”, LGU Baclayon, RHU & MSWD Baclayon for making the event possible.

Physical therapists from various hospitals and clinics in Bohol came together to serve the community, while dedicated students and interns from the University of Bohol and Silliman University helped facilitate activities, including blood pressure monitoring.This celebration highlighted the power of movement, collaboration, and compassion in promoting healthy ageing and empowering communities. 💙🌟
