STATEMENT ON THE SHOOTING INCIDENT IN SAN JOSE NATIONAL HIGH SCHOOL
Tulong Kabataan Eastern Visayas grieves with the victims of the shooting incident in San Jose National High School in Tacloban City yesterday, June 22. We condemn the act of violence that claimed the lives of three students, and wounded 20 others. The victims are around the ages of 12-17 years old.
Two students who are both minors are the alleged offenders. Two fi****ms were retrieved from the incident, one of which was registered to a police officer from the Police Regional Office Eastern Visayas, and the other registered to a private security agency in Cebu City.
We call for a thorough investigation to clarify important questions towards justice and accountability. How did the children allegedly involved in the incident gain access to fi****ms? How did they learn how to use fi****ms? How were they able to enter school premises while carrying fi****ms? What are the systems and social conditions that influence children to harm their peers?
We stand in solidarity with the students and community of San Jose National High School who need support to be able to address the incident, ensure the safety of their school, and create conditions that are conducive for learning, and the development of children and youth.
This tragedy should not be used to promote laws, policies, and agenda, such as lowering the minimum age of criminal responsibility or increasing the presence of state forces in schools, that would undermine and harm childrenβs rights. We would like to reiterate the duty of institutions and communities to safeguard children, and uphold their rights. This incident should prompt us to reflect on and address social conditions that harm and put children at risk, and create communities that prioritize their safety and wellbeing. #
