OFFICIAL STATEMENT

The Office of the Regional Governor of the CALABARZON Region issues this statement to clarify our official position and reaffirm our unwavering commitment to The Fraternal Order of Eagles (Philippine Eagles), Inc.

The CALABARZON Region has never left the Organization, never transferred to another group, and has never created or joined any faction. Since its chartering on February 12, 2022, the CALABARZON Region has remained an integral and duly recognized part of The Fraternal Order of Eagles (Philippine Eagles), Inc.

Our continued allegiance to the Organization is founded on our adherence to the official resolutions and final decisions of The Fraternal Order of Eagles (Philippine Eagles), Inc., including those arising from the removal of Mr. Leonardo Bituin Jr. As members of the Organization, we remain committed to respecting its Constitution, By-Laws, lawful processes, and the decisions of its duly constituted leadership.

The CALABARZON Region remains steadfast in its loyalty to the Organization and continues to support the legitimate leadership of National President Eagle Mitchell V. Verdeflor. We likewise affirm our commitment to uphold the official policies, directives, and governance of The Fraternal Order of Eagles (Philippine Eagles), Inc.

Furthermore, we reaffirm our unwavering fidelity to the solemn oath of every Eagle, to the lineage of the PENAPLE, namely:

Eagle Erlquin Lim – National President EY2018
Eagle Angelito Cadiz – National President EY2022
Eagle Edmarcil Simene – National President EY2023

and to the enduring legacy of the Eleven (11) Founders, whose vision and principles continue to guide our Organization. Their legacy serves as the foundation of our commitment to unity, integrity, humanitarian service, and true brotherhood.

The CALABARZON Region also reiterates that its official Regional Seal, Regional Banner, Charter, and all official symbols remain under the authority of the duly elected and recognized Regional Leadership of The Fraternal Order of Eagles (Philippine Eagles), Inc.

We call upon all members to remain united, uphold the rule of law within the Organization, respect its official decisions, and continue working together in the spirit of "Service Through Strong Brotherhood."

The Fraternal Order of Eagles (Philippine Eagles), Inc.

The CALABARZON Region reaffirms that the official Regional Seal, Regional Banner, and Charter Recognition remain exclusively under the duly constituted CALABARZON Region of The Fraternal Order of Eagles (Philippine Eagles), Inc.

As reflected in the official records and symbols shown, the authentic CALABARZON Region was chartered on February 12, 2022, and its official seal bears the legitimate emblem of the Organization. Likewise, the official Regional Gong and other regional symbols remain under the lawful custody of the duly elected Regional Leadership.

The Office of the Regional Governor further clarifies that the entity using the name "Calabarzon Eagles Region" is not recognized as being affiliated with or representing the official CALABARZON Region of The Fraternal Order of Eagles (Philippine Eagles), Inc.

The official CALABARZON Region Seal and Banner are under the lawful authority of the duly Chartered Vice Governor and duly Elected Regional Governor for Eagle Year 2026, Eagle Victor Isip and Vice Governor Eagle Jun Refe Calibara, under the leadership of National President Eagle Mitchell Verdeflor.

This statement is issued to preserve the integrity of the Organization, safeguard its official identity, and provide clear guidance to all members and the public regarding the legitimate symbols and leadership of the CALABARZON Region.

MANDATUM ORDO JURIS
"A Mandate Under the Order of Law"

Pursuant to the First Mandate and Declaration (Mandatum Ordo Juris) issued by the Office of the National President of The Fraternal Order of Eagles (Philippine Eagles), Inc., Eagle Mitchell V. Verdeflor, as the duly elected and incumbent National President, declared Mr. Leonardo "Tom" Bituin Jr. Persona Non Grata and permanently barred him from any participation, representation, or involvement in the affairs, activities, or events of the organization.

The Mandate further declares that all acts by Mr. Leonardo Tom Bituin Jr. purporting to organize, induct, or engage members in the name of The Fraternal Order of Eagles (Philippine Eagles), Inc. are ILLEGAL, null and void ab initio, and without effect.

Furthermore, the Mandate expressly provides:
"Any person aiding, abetting, or recognizing Mr. Leonardo Tom Bituin Jr.'s unauthorized acts violates this Mandate and is liable to disciplinary and legal action."

The Office of the National President reminds all members, officers, chapters, and affiliates to be guided by the First Mandate and Declaration (Mandatum Ordo Juris) and to ensure that all organizational affairs are conducted only through duly recognized and lawfully authorized corporate processes in accordance with the organization's Articles of Incorporation, By-Laws, Magna Carta, and governing rules.
