ADVANCING THE MAGNA CARTA OF BARANGAY HEALTH WORKERS

UNI Global Union - Philippine Liaison Council (UNI-PLC), the National Confederation of Barangay Health Workers of the Philippines (NCBHWP), and CARE Philippines met today with House Committee on Local Government Chairperson Rep. Florencio "Joeben" Tumbocon Miraflores to push for the urgent passage of the Magna Carta of Barangay Health Workers.

Rep. Miraflores committed to conducting the committee hearing for the Magna Carta as soon as Congress resumes from its upcoming session break. We express our deepest gratitude to Rep. Miraflores for his solid commitment and support!

During the visit, the delegation also held strategic side meetings with Rep. Eli San Fernando - Kamanggagawa Partylist to prepare for the upcoming legislative hearings, as well as with Action for Economic Reforms (AER) to explore joint advocacy on key health legislation.

We will not stop organizing and mobilizing until every BHW receives the statutory benefits, security of tenure, and dignity they rightfully deserve! ✊

UNI APRO CARE STEERING COMMITTEE ENDORSES 2026–2027 REGIONAL ACTION PLAN

Care sector trade union leaders and delegates from across Asia, the Pacific, and Oceania gathered at the Century Park Hotel Manila on September 13–14 for the UNI APRO Care Steering Committee Meeting, officially endorsing the UNI Apro Care Regional Action Plan 2026–2027!

Bringing together 47 participants from across the region, the two-day strategic meeting addressed key challenges facing care workers—focusing on safe staffing, decent wages, aged and disability care, Community Health Workers (CHWs), migrant care protections, and the ethical transition into AI and digitalization.

Key Pillars of the UNI Apro Care Regional Action Plan 2026–2027:
1. Target multinational and national care settings for organizing and expanding collective bargaining.
2. Build union power in precarious sectors, specifically among CHWs and aged care workers.
3. Mobilize for the UN Convention on the Rights of Older Persons and strengthen sector alliances.
4. Advocate for robust protections and rights for migrant care workers.
5. Govern AI transitions through ethical standards while strengthening union capacity.

UNI-PLC stands firm with our regional brothers and sisters as we organize, build power, and transform the care sector for workers everywhere! ✊

BUILDING A RIGHTS-BASED CARE AND SUPPORT FUTURE

UNI-PLC, the National Confederation of Barangay Health Workers of the Philippines (NCBHWP), and the Unified Filipino Service Workers (UFSW)—joined by UNI Global Union Head of Care Alan Sable and UNI Asia & Pacific Regional Secretary Rajendra Acharya—participated in a movement-building workshop organized by the Center for Inclusive Policy.

Bringing together trade unions, care and domestic workers, organizations of persons with disabilities, older persons organizations, and allies, the session focused on forging collective strategies ahead of key global policy processes, including the development of the Convention on the Rights of Older People.

Together, we center the leadership of workers and affected communities to push for rights-based care systems grounded in dignity, autonomy, decent work, fair wages, and collective bargaining—while confronting the shared threats of privatization, casualization, and exclusion.

A transformed care economy requires united movement! ✊

DAGDAG SAHOD DAPAT! HINDI DAGDAG BAWAS!

UNI affiliates National Federation of Labor (NFL) and Unified Filipino Service Workers (UFSW) joined 200 workers in storming The Manila Hotel—led by Laban Manggagawa, Kamanggagawa Party-list, and the National Wage Coalition—to confront the National Wages and Productivity Commission (NWPC) and the Department of Labor and Employment (DOLE) for holding clandestine meetings behind closed doors.

During the mobilization, leaders pushed forward three core demands:

1. Immediately implement Wage Order No. 27 for the full ₱85 wage hike with due backpay.
2. Rectify Wage Order No. 28 to remove misleading provisions.
3. Guarantee full transparency by conducting genuine, public wage-setting proceedings instead of secret deliberations.

Workers demand a wage increase, not a wage decrease! ✊

BPO AND PRIVATE SECTOR WORKERS SLAM DOLE'S WAGE ORDER NO. 28, DEMAND IMPLEMENTATION OF FULL ₱85 HIKE

UNI Global Union - Philippine Liaison Council (UNI-PLC) and UNITED BPO Workers of the Philippines (UNITED BPO) strongly condemn DOLE and the NCR Regional Wage Board for secretly issuing Wage Order No. 28—a historic surrender of workers' rights that slashes the ₱85 wage hike under Wage Order No. 27 down to ₱60, erasing over ₱2,880 in backpay owed to every minimum wage earner since July 25.

By manufacturing legal pretexts to shield corporate interests, DOLE has effectively implemented the first "wage decrease" in history.

FIRST WAGE DECREASE IN HISTORY

The Department of Labor and Employment dropped the bomb during the budget briefing: the NCR wage board approved a new wage order last night.

NCR Wage Order No. 28 slashes our hard-won wage increase down to a measly ₱60 in a single tranche, following the continued standoff on NCR Wage Order No. 27's ₱85 increase.

Workers demand a wage increase, not a wage decrease! ✊
