The Philippine construction industry, even before the advent of globalization, the working conditions is already far worst and inhuman. It is a world o

f works where best exemplified by the three D’s – dangerous, dirty and difficult. This is equivalent to a lobbied for the passage of Department Order No. 13, the guidelines for the implementation of occupational safety and health high D – dehumanizing. Even if the NUBCW have successfully in construction industry, many construction firms simply ignore the law before the very eyes of helpless government inspectors. The construction workers under the labor relations law in the Philippines, particularly Section 5 of the Department Order No. 19, does not permit the project-based construction workers to organize a union for collective bargaining agreement where favorable terms and conditions of employment can be negotiated. Because the majority of the 1.7 million construction workers – the project workers – cannot form a union, the rights of construction workers are not protected and they are not well represented in any tripartite bodies. In the mid-1990s, the five (5) construction workers’ associations organized by the five (5) Philippine affiliates of the Building and Wood Workers International (BWI), were banded together to form into an industry union, the National Union of Building and Construction Workers or NUBCW. Born in 2001, it was the first registered labor organization under the category of an industry union. Despite the absence of any precedence for union organizing in the construction industry, the new born NUBCW struggles its way to establish its own space in the labor movement in order to trail blazed, that is to pioneer alternative form of unionism for construction workers. It was conceived from its five parent labor federations to prove to the fragmented Philippine labor movement that world of works that is more humane and egalitarian for Filipino workers is still possible. The NUBCW is an affiliate of Building and Woodworkers International (BWI) Global Union.

BACK TO BACK TRAINING OF BASIC LEGAL RIGHTS FOR FILIPINO CONSTRUCTION WORKERS FROM SOUTH TO NORTH!

Sabay-sabay na isinagawa ang Basic Legal Rights Training for Filipino Construction Workers sa ABC-Workers at Malolos–Clark Railway Project (MCRP)

Layunin ng training na palakasin ang kaalaman ng mga construction workers tungkol sa kanilang mga batayang karapatan sa paggawa, upang sila ay maging mas handa, mapagmatyag, at may kakayahang ipagtanggol ang kanilang karapatan sa lugar ng trabaho.

Mga Module na Tinalakay:
Basic Workers’ Rights – karapatan sa sahod, working hours, overtime, benefits, occupational safety and health, security of tenure, freedom of association, at iba pang pangunahing karapatan ng manggagawa.

Safe Spaces Act (RA 11313) – pag-unawa sa sexual harassment at gender-based sexual harassment sa workplace at iba pang lugar, pati na ang mga karapatan, responsibilidad, prevention measures, at mga mekanismo ng pagrereklamo at paghingi ng proteksyon.

Ang kaalaman sa batas ay kapangyarihan ng manggagawa.. Kapag alam ng worker ang kanyang karapatan, mas nagiging matatag siya sa pagharap sa mga problema at pagprotekta sa kanyang dignidad at kapakanan.

Basta NUBCW, tunay na kasangga ng manggagawang Pilipino! 💪

Ngayong araw, Hulyo 31, 2026, sinamahan ng mga organizers ng NUBCW ang mga manggagawa sa kumpanyang Sino Road and Bridge Group, Inc., isang higanteng kumpanya ng konstruksyon na nagmula pa sa bansang Tsina, upang maghain ng pormal na reklamong illagal dismissal sa DOLE-NCR MunTaParLas Field Office.

Bago ang paghahain, ang mga manggagawa ay pinapirma ng tatlong (3) buwan na kontrata sa trabaho ngunit matapos ang mahigit isang linggo lamang ay agad din silang inalis o tinanggal sa trabaho sa kadahilanang hindi nabigyan ng Permit To Operate ang nabanggit na kumpanya ng lokal na pamahalaan ng Muntinlupa. Dahil dito, tinipon at nagkaroon ng consultation ang mga manggagawa sa NUBCW sa kung papanu nila malalabanan at mapapanagot ang kumpanya sa mga paglabag at pagmamalabis nito sa karapatan sa seguridad sa trabaho.

Agad na tumugon ang NUBCW at agad na naghain ng reklamo sa DOLE-NCR MunTaParLas Field Office.

The National Union of Building and Construction Workers (NUBCW) successfully conducted the Mandatory Eight-Hours Safety and Health (MESH) Training for workers of the South Commuter Railway Project (SCRP) and SINO Road and Bridge Group Co., Ltd., strengthening workers' knowledge on occupational safety and health while promoting a culture of prevention in the construction industry.

The training covered essential topics, including:
✅ Workers' Occupational Safety and Health (OSH) Rights and Responsibilities
✅ Hazard Identification, Risk Assessment, and Control (HIRAC)
✅ Accident Prevention and Emergency Preparedness
✅ Republic Act No. 11058 and the Occupational Safety and Health Standards
✅ Workers' participation in creating safe and healthy workplaces

Patuloy ang National Union of Building and Construction Workers (NUBCW) sa pagbibigay ng edukasyon sa mga manggagawa sa pamamagitan ng Basic Workers' Rights Orientation at talakayan tungkol sa Department Order No. 19, upang higit na maunawaan ang kanilang mga karapatan, benepisyo, at mga pamantayan sa paggawa sa industriya ng konstruksyon para sa mga manggagawa mula MCRP Workers Association. (MWA)

Naniniwala ang NUBCW na ang isang manggagawang may sapat na kaalaman ay mas handang ipaglaban ang kanyang karapatan, kaligtasan, at dignidad sa lugar ng trabaho.

NUBCW UPDATE | DOLE Dininig ang Isyu ng Malawakang Retrenchment sa SCRP

Ngayong Hulyo 14, 2026, isinagawa sa DOLE Laguna Provincial Office ang conference kaugnay ng malawakang retrenchment ng mga manggagawa sa South Commuter Railway Project (SCRP) sa mga lungsod ng Santa Rosa at Cabuyao, na kinasasangkutan ng Hyundai Engineering Construction Co., Ltd. at Dong-Ah Geological Engineering Co., Ltd. Joint Venture (HDJV).

Kinatawan ng NUBCW at mga manggagawa ang mga nagrereklamo upang igiit ang kanilang mga karapatan at hilingin ang agarang aksyon ng DOLE.

Mahahalagang Napag-usapan sa hearing:

✅ Dumalo ang parehong panig sa isinagawang conference sa DOLE.

✅ Humiling ang panig ng management ng listahan ng mga complainant upang mapatunayan kung sila ay direktang empleyado ng HDJV o nasa ilalim ng subcontractor o agency.

✅ Kinuwestiyon ng panig ng mga manggagawa ang legalidad ng retrenchment, dahil ayon sa management, ang dahilan ay kakulangan ng bayad mula sa kliyente (non-payment of client) at hindi naman umano pagkalugi ng kumpanya (capital losses)—na siyang karaniwang batayan ng legal na retrenchment sa ilalim ng batas paggawa.

✅ Itinaas din ng mga manggagawa ang seryosong usapin ng hindi pagrere-remit ng kontribusyon sa SSS, PhilHealth, at Pag-IBIG, na maaaring magdulot ng malaking pinsala sa kanilang benepisyo at seguridad.

✅ Nangako ang mga complainant na ibibigay sa DOLE ang kumpletong listahan ng mga apektadong manggagawa, na siya namang ipapadala sa management para sa beripikasyon.

✅ Ayon sa management, ilalabas sa Hulyo 20, 2026 ang money claims ng unang batch ng mga apektadong manggagawa. Patuloy na babantayan ng NUBCW at ng mga manggagawa ang katuparan ng pangakong ito.

Ang susunod na hearing ay itinakda sa Hulyo 29, 2026, alas-1:00 ng hapon. Ang lahat po ng mga manggagawang apektado ng retrenchment ay hinihiling na makipag-ugnayan sa NUBCW para maisama kayo sa listahan para sa inyong money claims.

Paninindigan ng NUBCW:

Hindi titigil ang National Union of Building and Construction Workers (NUBCW) sa pagtatanggol sa karapatan ng mga manggagawa sa SCRP. Patuloy nating ipaglalaban ang makatarungang proseso ng retrenchment, kumpletong pagbabayad ng lahat ng benepisyo at money claims, at ang pananagutan ng mga employer sa hindi pagrere-remit ng mandatory government contributions.

Ang laban ng bawat manggagawa ay laban nating lahat.
