With the UN High-level Political Forum on Sustainable Development opening next week and heading toward its high-level ministerial segment in New York, we are pleased to share our officially published written statement under Document Designation E/C.2/2026/CRP.22. Participating in this global forum is a privilege we approach with immense humility. This submission is not just a policy paper; it is a responsibility to carry the real, daily lived experiences of underserved, rural, and conflict-affected grassroots communities across the Philippines directly to the global stage.

As international leaders gather to review critical goals including infrastructure, innovation, and sustainable partnerships, our statement champions foundational pillars grounded in community realities. First, we advocate for public service equity by elevating local institutional capacity to deliver vital infrastructure, education, healthcare, and social protection where it is needed most. Second, we emphasize authentic youth and civic space, moving beyond tokenism to institutionalize structural, meaningful partnerships that integrate civil society into formal policy frameworks. Third, we address responsible digital transformation, ensuring that digital platforms and artificial intelligence tools are anchored firmly in human rights, transparency, and accountability.

Once processed, this submission becomes a permanent part of the UN public record for the 2026 session, formally circulated to all Member States and specialized agencies as an official civil society briefing paper. True sustainable development cannot be achieved through top-down mandates alone; it relies entirely on the strength of local institutions and the active participation of the communities they serve. We look forward to engaging with international partners throughout the forum, remaining dedicated to translating these global dialogues into concrete, accountable institutional action back home.

For over 30 years, we, the people, have waited for a law that operationalizes our constitutional right to information and the state policy of full public disclosure of transactions involving public interest.

The House’s approval of House Bill No. 9397 affirms its resplendent history in and outside Congress, and the painstaking and dutiful labor of its champions and advocates then and now.

In the 20th Congress, salute and respect to all of its key architects, notably the House Committee on Public Information led by Committee Chairperson Rep. Lordan G. Suan, its Vice Chairpersons and members, the Technical Working Group led by Rep. Brian Raymund S. Yamsuan, the Committee on Appropriations, the authors of the 20-plus RTI bills that the committee consolidated into its report, and stakeholders from government, media, civil society, academe, and citizens’ groups who contributed to the deliberations.

We extend special thanks to the House Committee Secretariat and the Freedom of Information – Program Management Office (FOI-PMO) of the Presidential Communications Office for their invaluable support throughout the legislative process.

Spearheaded by SDSN Youth Philippines, the legal forum “𝐊𝐚𝐛𝐚𝐛𝐚𝐢𝐡𝐚𝐧 𝐧𝐠 𝐁𝐚𝐲𝐚𝐧, 𝐊𝐚𝐫𝐚𝐩𝐚𝐭𝐚𝐧 𝐈𝐩𝐚𝐠𝐥𝐚𝐛𝐚𝐧: 𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐢𝐧𝐠 𝐖𝐨𝐦𝐞𝐧 𝐓𝐡𝐫𝐨𝐮𝐠𝐡 𝐭𝐡𝐞 𝐋𝐚𝐰” was successfully conducted on April 14, 2026, at De La Salle University.

The event marks a significant collaborative milestone under the Memorandum of Understanding (MOU) between SKC Philippines and the Integrated Bar of the Philippines (IBP) – Nueva Ecija Chapter. As part of the “Babae ka, Period!” initiative, the session focused on the technical and procedural aspects of Republic Act 9262 (Anti-VAWC Act) and Republic Act 11313 (Safe Spaces Act).

Prosecutor Christopher Pobre and Atty. Maria Celina A. Patalud-Wenceslao provided expert insights on legal remedies and the process of filing protection orders to address gender-based violence. The forum was also attended by IBP Nueva Ecija President Atty. Carmela Wenceslao-Mendoza, Legal Aid Chairperson Atty. Jo Anne Padilla, and SKC National Director for International Affairs Star Dizon, alongside NCR Regional Guild Governor Mark Vaughn Nuñez and Regional Officer Bea Poblacion.

This partnership-driven initiative underscores the shared commitment of SDSN Youth Philippines, Sigaw ng Kabataan Coalition, and the Integrated Bar of the Philippines to decentralize legal knowledge and empower youth leaders in advancing human rights advocacy.
