Peace Advocates Welcome New Peace Adviser, Urge Urgent Action on Bangsamoro Process

A broad coalition of peace advocates from the Bangsamoro and across the Philippines—representing civil society, academe, labor, political parties, and the business sector—today welcomed the leadership transition in the peace process following the resignation of Carlito Galvez Jr..

In a statement, the group described the moment as a “critical opportunity to reset direction” in the implementation of the Comprehensive Agreement on the Bangsamoro, citing stalled commitments, coordination gaps, and weakening trust as urgent concerns.

The coalition called on the national government to fully empower new leadership, restore momentum, and deliver on long-standing commitments under the peace agreement.

“We welcome this transition, but leadership change must be matched by decisive action,” the group said.

"Regardless, the senators stood firm that the Anti-Epal provision is important to alleviate the patronage politics in the country.

“'Importante siya dahil in-apply natin ‘yun sa lahat ng cash aid, lahat ng mga ayuda programs ng gobyerno na hindi pwedeng gamitin ng pulitiko for their own political patronage. So malaking safeguard ‘yan na ilagay sa general provision. So ibig sabihin, lahat ng programa ng gobyerno sakop nito dahil nasa general provision,' Gatchalian said. "

The bill outlining the P6.793-trillion national budget for 2026 is now up for the review of the President, and it features a provision that seeks to end the longstanding patronage politics fueled through the distribution of financial aid.

Twelve years on, the challenge is no longer agreement—but delivery.

As the process faces growing risks of drift, we call for renewed leadership, sustained engagement, and decisive action to safeguard its gains and support its credible completion.
