Humanitarian Legal Assistance Foundation, Inc - HLAF A non-government organization that forwards the rights, welfare, and well-being of vulnerable people

We are a lean organization composed of staff coming from diverse backgrounds with different expertise. We have lawyers, social workers, community organizers and other professionals. The age of our staff is as varied as our background: we employ young staff as well as senior citizens. We have staff from the LGBT community; we have a staff who is a member of an indigenous community; we have a staff with a disability; and we have single moms as well. Our lawyers are trained and experienced alternative lawyers who are adept in both traditional practice and meta legal tactics in order to achieve the foundation's goals. Our training methodologies are appreciated and recognized by duty-bearers from both the local government units and the national government agencies to be effective and efficient. Our beneficiaries had been showcased by different groups and organizations including media
organizations. Our foundation is the only organization that works for the reintegration of ex-detainees into their families and their communities. Our staff are experts, and are in demand resource persons in the fields of Juvenile Justice, Restorative Justice, Case Management, Reintegration, Community Organizing, Criminal Justice Reform and Criminal Law.

Together with our law scholars, Wayan and Cielo, we partnered with the Chief Justice Manuel V. Moran Community Legal Assistance Office of Saint Louis University to conduct a Gender-based Violence training and seminar for forty (40) law student practitioners.

The seminar strengthened the law students’ understanding of the forms, causes, dynamics, and human rights implications of GBV while developing practical skills for responding to concerns in a safe, ethical, rights-based, and survivor-centered manner.

This activity aims to strengthen the capacity of Human Rights Defenders, particularly law students, by building their knowledge and practical skills to enable them to respond more effectively and responsibly to human rights concerns they may encounter in their future legal practice and engagement with communities.

Last week, we attended an organizational meeting of the Justice Sector Coordination Council Technical Working Group (JSCC-TWG) held at the Court of Appeals. The meeting brought together representatives from various justice sector agencies and state institutions to discuss ongoing efforts toward strengthening the monitoring and assessment of Justice Zones.

The meeting served as a valuable avenue for continued collaboration and coordination among justice sector stakeholders as they work toward developing a more structured and effective system for the assessment and strengthening of Justice Zones.

We went to Baguio City to conduct a seminar on the Fundamental Rights during the Criminal Justice Process for persons deprived of liberty in the Baguio City Jail female dormitory, alongside a general kumustahan session earlier today.

In this seminar, we trained twenty-nine (29) persons deprived of liberty by strengthening their understanding of their rights, both in their individual cases and in the criminal justice process as a whole.

Our initiative aims to help persons deprived of liberty understand their rights, responsibilities, and the processes that affect them throughout their journey in the criminal justice system.

Yesterday, we visited Bernabe, a person restored to liberty who underwent sessions from our Focused Reintegration of Ex-Detainees program.

He came down running to meet us, proudly holding and presenting to us his new employment identification card from the local government of San Mateo, Rizal. “May trabaho na po ako! Makakapagipon na po ako at makatulong sa pamilya”.

“Lagi ko naalala sa HLAF ang humility at proper mindset, kumbaga magfocus sa goal ko sa buhay. Nararamdaman ko na mas safe ako ngayon, dahil sa HLAF”.

Bernabe is one example that if persons restored to liberty are given better opportunities, second chances, and support, they can thrive as individuals.

We also appreciate the local government of San Mateo, Rizal, for giving persons restored to liberty employment opportunities. Maraming salamat po!

We paid a courtesy visit to the newly appointed Jail Director of the Bureau of Jail Management and Penology JDIR Efren A. Nemeño, DPA, TLPE, to congratulate him and introduce our programs and upcoming initiatives.

We discussed strengthening our partnership through paralegal capacity-building, reintegration support for persons restored to liberty, and improved health protocols for persons deprived of liberty.

We also thank JSSUPT Manuel O. Chan (Deputy Director, Directorate for Welfare and Development), JINSP Romelyn N. Jagodilla (Chief, Admin Section), and JO1 Mico A. Reyes for the warm welcome during our visit.
