OFFICIAL POSITION AGAINST "PAX SILICA" AND FOREIGN TECHNO-IMPERIALISM IN THE PHILIPPINES
As an organization deeply rooted in the aspirations of the youth and young professionals of Mindanao, ProVolve Skills Bridge Inc. stands as a beacon of empowerment, professional volunteerism, and grassroots community resilience. Our vision is clear: to cultivate a vibrant future in Mindanao where young professionals are equipped with the skills necessary to overcome the systemic hardships of unemployment, and where they can channel their capabilities into meaningful, self-determined community development. Our mission is to bridge the gap between individual growth and collective social responsibility, ensuring that our workforce is resilient, independent, and locally empowered.
It is precisely because of this commitment to genuine empowerment, true sovereignty, and socio-economic justice that we, the executive members of the board and the general membership of ProVolve Skills Bridge Inc., raise our voices in resolute, unyielding opposition.
We say an unequivocal NO to "Pax Silica" in the Philippines.
We reject the integration of our nation’s critical digital and technological infrastructure into a foreign-dominated, geostrategic architecture that masquerades as economic partnership while functioning as a tool of neo-colonial control. Furthermore, we reject this initiative because it is championed by nations—chiefly the United States and its Western allies—that possess zero moral authority to dictate our economic destiny, our national security priorities, or our technological future.
EXPOSING THE HYPOCRISY OF WESTERN "MORAL AUTHORITY"
Proponents of "Pax Silica"—the US-led push to secure supply chains, semiconductor dominance, and digital infrastructure across allied nations—frequently frame their agenda around shared values of democracy, human rights, rule of law, and a "rules-based international order."
We refuse to be gaslit by nations whose foreign policies are written in hypocrisy and enforced through double standards. What moral authority does the United States hold over the Philippines—a sovereign nation striving to chart its own path of development—when its own domestic and international standing is chronically compromised? We look at a United States domestic landscape increasingly defined by systemic corruption, staggering economic inequality, and a political-economic elite that operates with impunity. We look at a country ruled by structural inequalities, where the voices of ordinary citizens are drowned out by corporate lobbies and military-industrial complexes.
When the state criminalizes speech, clamps down on public dissent, and erodes civil liberties at home, its attempts to export "freedom" and "secure digital networks" abroad are nothing more than authoritarian overreach dressed up in diplomatic language.
Most egregiously, what moral authority do the United States, NATO member states, and their Western partners hold when they preach human rights from international podiums while actively turning a blind eye to active, industrialized atrocities across the globe? How can any government lecture us on justice while enabling and abetting a calculated genocide in Gaza? How can nations whose hands are stained with the blood of Palestinians and Iranians—victims of illegal sanctions, targeted assassinations, proxy wars, and bombs funded by Western taxpayers—pretend to stand as guardians of global security and human rights?
For decades, the West has treated human rights not as an immutable moral standard, but as a flexible bargaining chip—a political weapon to be deployed against unaligned nations, and a minor inconvenience to be ignored when dealing with favored client states. We will not be lectured by governments that weaponize human rights while actively financing the destruction of innocent lives in the Middle East. Until this pervasive hypocrisy crumbles, until genocide is met with immediate, concrete action rather than diplomatic complicity, and until peace is a reality we build rather than a buzzword we weaponize, the United States and its allies have forfeited any moral standing to shape the technological and economic future of the Philippines.
"PAX SILICA" AS TECHNO-IMPERIALISM
Beyond the profound moral bankruptcy of its architects, "Pax Silica" represents a clear and present danger to Philippine sovereignty. Wrapped in the benign language of semiconductor supply chain resilience and technological cooperation, Pax Silica is, at its core, a geostrategic containment strategy designed to tether developing nations to the US war machine and its techno-economic hegemony.
By tying our digital infrastructure, rare-earth processing, and semiconductor industries to Washington's geopolitical crusade against rival superpowers, Pax Silica strips the Philippines of its independent foreign policy. It forces our nation to become a frontline state in an avoidable New Cold War. Instead of building an economy that serves the Filipino people—focusing on food security, domestic industrialization, regional trade, and poverty alleviation—Pax Silica diverts our resources, our land, and our intellectual capital to serve the supply chain security needs of Silicon Valley and the Pentagon.
For Mindanao, a region that has historically borne the brunt of neglect, conflict, and economic marginalization, the promises of foreign techno-imperialism ring hollow. Foreign powers do not invest in our digital corridors out of humanitarian goodwill; they do so to extract resources, secure chokepoints, and convert our strategic location into an unsinkable aircraft carrier for their geopolitical ambitions.
ALIGNMENT WITH THE MISSION AND VISION OF PROVOLVE SKILLS BRIDGE INC.
The vision of ProVolve Skills Bridge Inc. is to foster a vibrant future in Mindanao where young professionals are empowered through homegrown skill development, meaningful community service, and dignified employment. Our mission is to dismantle the barriers of unemployment by cultivating a self-reliant workforce capable of addressing both local socio-economic challenges and broader national priorities.
Pax Silica directly threatens this mission and vision in three fundamental ways:
1. Erosion of True Sovereignty and Self-Determination: Our vision demands a society free from the hardships of dependency. True professional empowerment cannot occur within an economy subordinated to foreign corporate interests. When national policy is dictated by Washington's tech-industrial priorities, local industries are stifled, and our young professionals are reduced to cogs in a foreign-owned supply chain, rather than innovators driving domestic development.
2. Misdirection of Human Capital: Our mission is to channel the capabilities of Mindanao’s youth into meaningful community service and sustainable local resilience. Initiatives like Pax Silica siphon our brightest technical minds away from solving domestic crises—such as agricultural inefficiency, energy poverty, and inadequate regional infrastructure—and redirect their talents toward servicing foreign technological demands that do not benefit the Filipino working class.
3. Perpetuation of Structural Inequality: The proponents of Pax Silica champion an economic model that has historically exacerbated inequality—concentrating wealth in the hands of multinational corporations while leaving local populations vulnerable to external economic shocks. ProVolve Skills Bridge stands against this exploitation. We believe that economic development must be equitable, people-centered, and rooted in social responsibility, not dictated by foreign powers whose hands are stained with the blood of the oppressed.
OUR DEMANDS AND DECLARATION
In representation of our members, our board of directors, and the future generations of Mindanaoan youth who refuse to be pawns in a global game of great power competition, ProVolve Skills Bridge Inc. formally declares the following:
1. Rejection of Pax Silica: We call upon the Philippine government, policymakers, and civil society organizations to reject any participation in Pax Silica or similar geopolitical frameworks that compromise our national sovereignty and independent foreign policy.
2. Condemnation of Western Hypocrisy: We denounce the moral posturing of the United States, Great Britain, and NATO allies. We declare that nations complicit in genocide and human rights abuses abroad possess no moral authority to dictate our digital governance, economic partnerships, or national security strategies.
3. Commitment to Independent Development: We urge our leaders to redirect national resources away from foreign military and techno-strategic alignments and toward domestic capacity-building, agricultural self-sufficiency, localized industrialization, and genuine human development—values that align with the core mission of ProVolve Skills Bridge Inc.
CONCLUSION
We will not be silenced. We will not accept the dictates of hypocritical powers that treat human lives as collateral damage and sovereign nations as disposable chess pieces. The youth and young professionals of Mindanao, through the vehicle of ProVolve Skills Bridge Inc., stand committed to building a future defined by dignity, justice, true independence, and community resilience.
We say NO to Pax Silica. We say YES to a sovereign, self-reliant, and fiercely independent Philippines.
