PNP READY TO SECURE 128TH ANNIVERSARY OF PHILIPPINE INDEPENDENCE

The Philippine National Police (PNP) has intensified security and public safety preparations nationwide for the 128th Anniversary of the Proclamation of Philippine Independence on June 12, 2026, to ensure the safe, orderly, and meaningful conduct of commemorative activities across the country.

Police Regional Offices nationwide have activated their respective security plans and deployments in coordination with local government units, event organizers, and partner agencies to secure Independence Day celebrations in their areas of responsibility. These include flag-raising ceremonies, wreath-laying activities, civic and military parades, cultural presentations, and other public gatherings expected to draw thousands of participants nationwide under the theme, “Kalayaan, Kinabukasan, Kasaysayan.”

In the National Capital Region, the National Capital Region Police Office (NCRPO) has deployed a total of 12,414 personnel and force multipliers to secure major Independence Day activities. The deployment consists of 11,675 PNP personnel, 143 personnel from partner units, and 596 force multipliers. Security coverage will focus on key activity areas, including Rizal Park, the route of the Parada ng Kalayaan, the Andres Bonifacio Monument, the Mausoleo de los Veteranos de la Revolucion, and the Pinaglabanan Memorial Shrine.

Additional security personnel have also been positioned along the route from Malacañang Palace to Rizal Park, in the vicinity of Malacañang Palace, near the United States Embassy, at designated law enforcement checkpoints, and other strategic locations to ensure public safety, manage traffic flow, and provide immediate assistance to the public when needed.

NCRPO officials have also clarified that security measures are designed to facilitate the smooth conduct of activities while minimizing inconvenience to commuters and the general public.

The nationwide security preparations are being undertaken in line with the PNP Focused Agenda under Enhanced Managing Police Operations, which emphasizes operational readiness, proactive policing, and effective public service during major national events.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., said the organization remains fully prepared to carry out its mandate and safeguard participants throughout the observance.

“As we commemorate the 128th Anniversary of Philippine Independence, the PNP stands ready to ensure that our fellow Filipinos can participate in the celebration safely and with peace of mind. Our personnel across the country have been instructed to remain alert, responsive, and committed to providing the best possible service to the public,” said PGen Nartatez.

“Ang Araw ng Kalayaan ay pagkakataon upang gunitain ang mga sakripisyo ng mga bayaning nagbigay sa atin ng kalayaan. Hinihikayat namin ang ating mga kababayan na makiisa sa pagdiriwang nang responsable at makipagtulungan sa mga awtoridad upang maging maayos at ligtas ang lahat ng aktibidad,” he added.

The PNP will continue to work closely with local government units, partner agencies, and community stakeholders to ensure the peaceful conduct of Independence Day activities across the country, reaffirming its commitment to the principles of Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

READ | Remulla: Convicted Ex-Cop’s Arrest Sends Clear Message - No One Is Above the Law

Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla on Tuesday said the arrest of convicted former police officer PLt. Col. Rafael Dumlao III underscores the government's commitment to enforcing court decisions and holding all individuals accountable under the law.

“This morning’s operation is a clear demonstration of the government’s commitment to enforce the law and implement Court decisions. The PNP acted in accordance with its mandate and the arrest sent a strong message that nobody is above the law, regardless of rank, position, or former authority,” Remulla said during a press conference at Camp Crame.

Dumlao was arrested at around 5:00 a.m. in Pasong Tamo, Quezon City pursuant to a warrant of arrest issued by the court. He was convicted for his role in the 2016 kidnapping and killing of South Korean businessman Jee Ick Joo.

Remulla said the arrest reflects the DILG and PNP's commitment to institutional integrity and accountability.

“Whether you were a former PNP chief or a former police officer, that is not a consideration. Even though Dumlao was one of their own, he was not put above the law,” he said.

“The institution is above everything else. We are protecting the institution. The institution did not protect him and is not protecting the other ones,” he added.

The DILG chief also cited the Jee Ick Joo case as a reminder of the consequences of abuses committed under the guise of law enforcement operations.

“The killing of Jee Ick-Joo, ito yung resulta ng abuso sa tokhang. Kasi ang ginawa sa kanya, kinatok lang sa pintuan at sabi, it was a drug raid. Kinuha siya which turned out to be a kidnapping,” he said.

“Yung tokhang kasi gave too much license to the PNP operatives to do things at their whim without the process of law,” he added.

Remulla emphasized that the arrest was carried out strictly in accordance with legal procedures and with full respect for Dumlao's rights.

“Ginawa namin na lahat according to law. We did not violate any procedure. We read him his rights. We did not hurt him,” he said.

With Dumlao already convicted, Remulla said the focus now shifts to the implementation of the court's judgment. The court will determine his place of detention once the warrant has been returned.

PNP ARRESTS 2 IN HOT PURSUIT OVER TEACHER’S SLAY IN EASTERN SAMAR

The Philippine National Police, under the leadership of PGEN Jose Melencio C. Nartatez Jr., arrested two suspects during a hot pursuit operation following the killing of a teacher whose body was found in Barangay Alang-Alang, Quinapondan, Eastern Samar on June 8, 2026.

The operation was launched by the Quinapondan Municipal Police Station and the Sta. Rita Municipal Police Station, with operational support from the 805th Maneuver Company, Regional Mobile Force Battalion 8. The sustained pursuit led to the arrest of aliases “Joel” and “Jeric” in Barangay Guinbalot-an, Sta. Rita, Samar.

After their arrest, the suspects were informed of their constitutional rights and placed under police custody. They were later turned over to the Quinapondan Municipal Police Station for proper documentation and the filing of appropriate charges.

Investigators also recovered the victim’s motorcycle, which the suspects used in fleeing the crime scene. The vehicle is now under the custody of the Sta. Rita Municipal Police Station while investigators continue to gather evidence and establish the circumstances surrounding the case.

“This arrest demonstrates that those who commit violent crimes cannot simply evade the law by fleeing from one place to another. Our police forces will relentlessly pursue offenders and ensure that they are brought before the justice system,” said PGEN Nartatez.

“Hindi kami titigil hangga’t napapanagot ang mga taong sangkot sa karumal-dumal na krimen. Malinaw ang mensahe namin—walang lugar ang mga kriminal sa ating mga komunidad,” he added.

PNP SUSTAINS ANTI-CRIMINALITY DRIVE, ARRESTS 14 WANTED INDIVIDUALS

The Philippine National Police (PNP) recorded the arrest of 14 wanted persons in separate law enforcement operations nationwide from June 8 to June 9, 2026, as part of its intensified campaign against fugitives from justice.

Among the notable arrests was a 50-year-old male listed as the Top 8 Regional Most Wanted Person in Quezon Province, who was apprehended in General Nakar, Quezon. The suspect was facing multiple charges involving statutory qualified r**e and acts of lasciviousness.

Also arrested were a No. 7 Regional Most Wanted Person in Surigao del Sur wanted for qualified r**e; a No. 7 Regional Most Wanted Person in Lapu-Lapu City facing a sexual assault case; a No. 6 Regional Most Wanted Person in Cavite wanted for murder; a No. 4 Regional Most Wanted Person facing an illegal recruitment case; two No. 9 Regional Most Wanted Persons wanted for murder and statutory r**e, respectively; and two No.10 Regional Most Wanted Persons facing homicide and malversation-related charges.

The operations were carried out by various police units through coordinated manhunt efforts and the implementation of court-issued warrants. One operation also resulted in the recovery of a firearm and ammunition during the arrest of a wanted individual in Cavite.

These accomplishments support the PNP Focused Agenda under Enhanced Managing Police Operations, which strengthens the implementation of warrants and the pursuit of wanted persons, contributing to the peace and order initiatives of President Ferdinand R. Marcos Jr.

PNP STATEMENT ON ALLEGED EXTORTION-RELATED COMPLAINT INVOLVING A POLICE OFFICER IN NEGROS ISLAND REGION

The Philippine National Police confirms that it has taken cognizance of an alleged extortion-related complaint involving a police personnel assigned in the Negros Island Region.

Upon receipt of the report, the concerned unit immediately initiated the appropriate investigation in accordance with existing rules and procedures to determine the circumstances surrounding the incident. The personnel involved has been placed under investigation while all relevant facts and evidence are being carefully validated.

The PNP reiterates its zero-tolerance policy against any form of misconduct, including allegations of extortion, abuse of authority, or any act that undermines the integrity of the police service. It assures the public that all such complaints are acted upon without delay and properly investigated in accordance with due process.

Appropriate administrative and legal actions will be pursued should sufficient evidence warrant the filing of charges.

ZERO TOLERANCE IN ACTION: OVER 1,500 PERSONNEL SANCTIONED IN INTERNAL CLEAN-UP

The Philippine National Police (PNP) has intensified its internal accountability campaign, sanctioning a total of 1,501 personnel from January 1 to June 3, 2026, as part of continuing efforts to strengthen discipline and professionalism within the organization.

Based on official data, the penalties imposed include 436 dismissals from service, 77 demotions, 692 suspensions, 31 forfeiture of salary, 225 reprimands, 6 restrictions, and 34 cases involving withholding of privileges. The figures reflect the PNP’s sustained internal review and disciplinary actions against personnel found to have violated administrative rules.

In terms of resolved cases, records from August 26, 2025 to June 3, 2026 show a total of 655 administrative cases involving 1,041 personnel. Of this number, 512 cases resulted in penalties affecting 699 personnel, while 143 cases led to dismissal of complaints or exoneration involving 342 personnel, following due process and evaluation.

PNP Chief Police General Jose Melencio C. Nartatez Jr. said the latest figures highlight the organization’s continuing resolve to ensure that cases—whether newly filed or carried over from previous years—are properly addressed and brought to resolution, reflecting a sustained institutional effort that also recognizes the initiatives started under previous leadership.

He added that under his term, the PNP is committed to clearing remaining backlogs from past years, strengthening case monitoring systems, and ensuring that no pending administrative matter is left unattended, in line with a more decisive and responsive disciplinary framework.

“Ang mahalaga po dito ay ang tiwala ng publiko. We make sure that every case is acted upon properly and fairly. Walang kinikilingan, walang palalampasin kung may pagkukulang. Sisiguraduhin po natin na tuloy-tuloy ang pagresolba ng mga kaso,” the Chief PNP said, underscoring that discipline and accountability remain central to police professionalism.

He also emphasized that these actions are aligned with the PNP Focused Agenda, particularly under Enhanced Managing Police Operations, which strengthens internal control systems, improves oversight, and ensures that administrative cases are resolved in a timely and impartial manner. This also supports the broader governance direction of President Ferdinand R. Marcos Jr. in promoting accountable public institutions.
