ADVISORY FOR THE PARAÑAQUE BUSINESS COMMUNITY

The Philippine Chamber of Commerce and Industry - Parañaque City (PCCI-Parañaque) wishes to inform all member companies, local entrepreneurs, fleet operators, and motorists that the No Contact Apprehension Policy (NCAP) is officially returning to Parañaque City and five other Metro Manila cities starting this Monday, October 5, 2026.

Following the recent Supreme Court decision lifting the Temporary Restraining Order (TRO), the program is being reactivated under a more streamlined, uniform framework.

As businesses rely heavily on seamless logistics and daily commutes, please take note of these key updates to ensure compliance and avoid operational disruptions:

🚦 WHAT'S NEW UNDER THE REACTIVATED NCAP?
• Standardized Fines: Traffic violation penalties are now uniform across all participating cities under the Metro Manila Traffic Code of 2023—ensuring predictability and fairness for motorists.
• Automated Log: High-definition CCTV and digital cameras will automatically log traffic violations without a physical enforcer. Notice of violations will be sent directly to the registered vehicle owners.
• Strict LTO Penalties: Vehicle owners who fail to settle their NCAP fines within seven (7) days will be blocked from renewing their vehicle registration with the Land Transportation Office (LTO).

Expect strict camera enforcement at major commercial hubs and intersections, including:
• Dr. A. Santos Avenue (Sucat Road)
• NAIA Road / Quirino Avenue Intersection (Westbound)
