Please be advised that Mayor Vilma Balle-Caluag has ordered a three-day suspension of face-to-face classes across all levels, in public and private schools, in the City of San Fernando, from August 27 to 29, 2026.

As of the latest PAGASA forecast, August 27 is expected to have rainshowers or thunderstorms in parts of Luzon, with the southwest monsoon still affecting the area. It also indicated moderate to strong southwest winds over Luzon.

Further, the agency forecasted that the City of San Fernando will experience a *Minor impact level of rainfall on Friday, August 28, until Saturday, August 29, due to the Southwest Monsoon (Habagat).

Caluag set a three-day schedule for online and modular learning to keep classes steady and reliable, avoiding the confusion of changing the setup every day. This single-plan approach directly protects the safety and well-being of students, teachers, and school staff, especially since sudden changes in wind direction can still make the weather unpredictable.

According to the latest report by the City Disaster Risk Reduction and Management Council (CDRRMC), portions of at least 18 barangays in San Fernando are still flooded—ranging from 1 ft. to 3 ft.—and there are also students who reside outside of CSFP's area of jurisdiction, including in nearby areas still affected by flooding.

Given the situation, schools, depending on their respective resources, may continue implementing online or other alternative learning modalities to ensure the continuity of student learning.

Pursuant to Memorandum Circular No. 128, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on August 18, 2026:

📍 National Capital Region (NCR)
📍 Ilocos Sur
📍 La Union
📍 Pangasinan
📍 Benguet
📍 Zambales
📍 Bataan
📍 Tarlac
📍 Pampanga
📍 Bulacan
📍 Cavite
📍 Batangas
📍 Rizal
📍 Laguna
📍 Occidental Mindoro

Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes at all levels in public and private schools shall be implemented in the aforementioned areas.

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

Getting to stay home, skip the heavy rain outside, and get some extra rest is always a big relief.

Of course, suspension usually means we still have to do 𝒂𝒔𝒚𝒏𝒄𝒉𝒓𝒐𝒏𝒐𝒖𝒔 schoolwork at home. 😭lThe modules and assignments keep coming, so the study grind doesn't completely stop even if face-to-face classes are cancelled.

More importantly, 𝒍𝒆𝒕'𝒔 𝒌𝒆𝒆𝒑 𝒆𝒗𝒆𝒓𝒚𝒐𝒏𝒆'𝒔 𝒔𝒂𝒇𝒆𝒕𝒚 𝒊𝒏 𝒎𝒊𝒏𝒅. The heavy rains from the Habagat are affecting a lot of families right now, especially those dealing with floods. Stay safe, dry, and look out for one another! 🙏🏽

That is exactly why the Supreme Secondary Learner Government 𝑷𝑹𝑬𝑺𝑰𝑫𝑬𝑵𝑻 of St. Vincent of Quebiawan Integrated School (SVQIS) is here at SANDIWA 2026 alongside fellow student leaders across the division. Guided by the theme “𝑺𝒂𝒎𝒂 𝒔𝒂𝒎𝒂𝒏𝒈 𝑫𝒊𝒘𝒂, 𝑻𝒖𝒏𝒈𝒐 𝒔𝒂 𝑰𝒔𝒂𝒏𝒈 𝑨𝒅𝒉𝒊𝒌𝒂,” this event is more than just another gathering or meeting. It is our chance to build real connections, learn from each other, and turn our simple ideas into actual results that help our fellow learners every single day.

We want SVQIS to be a place where no student feels left out or ignored. By joining hands with other schools and helping build a stronger federation, we are taking a solid step toward making that a reality. We are here to listen, to speak up when it matters, and to show up for our school community with genuine heart and solid action.
