Inihain ni Sen. Idol Raffy Tulfo noong Martes, September 30 ang Senate Bill (SB) No. 1430 o “Autism Cooperation, Accountability, Research, Education and Support (A-CARES) Act of 2025” na layong obligahin ang gobyerno na maglatag ng mga komprehensibong programa para tulungan ang persons with autism (PWAs) sa kanilang mga pangangailangan at magpatupad ng mga akmang polisiya na magpapalawak sa kamalayan at wastong pag-unawa tungkol sa autism.

Ayon sa datos ng Autism Society of the Philipppines, tinatalang may 1 out of 100 na Filipino ay may autism, wala pa rito ang mga kasong hindi nada-diagnose nang maigi. At hanggang ngayon ay wala pa ring sapat na suporta at integrated approach ang gobyerno.

Madami at magastos din ang mga pangangailangan ng PWAs, at kadalasan sila rin ay ikinahihiya at kinukutya dahil sa kakulangan ng kaalaman ng mga taong nakakasalamuha nila.

Sa nasabing panukala, ipinunto ni Sen. Idol na dapat magtaguyod ang pamahalaan ng malinaw at matatag na sistema sa early detection at pag-diagnose kung ang isang indibidwal ay may autism at kung paano sila agad mabibigyan ng maagap na intervention.

Dadag pa ni Sen. Raffy, inilatag niya rin sa SB1430 ang pagbibigay access sa dekalidad na edukasyon ng PWAs at maging employment opportunities sa kanila nang walang diskriminasyon upang sila ay makapamuhay nang malaya sa kani-kanilang mga komunidad.

Bukod pa rito, nakasaad din sa SB1430 ang pagbibigay ng tuloy-tuloy na education and training programs sa public service providers patungkol sa autism kaakibat ng paghikayat sa pribadong sektor na magbigay ng mga serbisyong susuporta sa mga programa ng pamahalaan para sa PWAs.

Binigyang-diin ni Sen. Tulfo na sa pamamagitan ng SB1430, tiyak na matututukan at garantisadong mabibigyan ng kongkretong tulong at assistance ang mga PWAs patungkol sa kanilang kalusugan, employment at higit sa lahat, pamumuhay sa lipunan.

Depth perception is one of those skills that we don't always single out because it supports so many other areas of vision and is part of everything we do. Here’s how visual perception shows up all day long:
✅ Fine motor tasks
Writing on a line, spacing letters, copying from the board, cutting on a line, all require strong visual perceptual skills.

✅ Self-care
Tying shoes, getting dressed, brushing teeth. Kids need to visually judge where things are and how to use them.

✅ Play and sports
Catching a ball, building with blocks, completing puzzles, drawing a picture. Visual perception helps guide movement and spatial awareness.

✅ Navigation & safety
Walking through a crowded hallway, riding a bike, stepping off a curb. Knowing where objects and people are in space is key for safe movement.

✅ Reading & learning
Tracking across a page, finding the next word, recognizing patterns. Visual perception underpins reading fluency and comprehension.

✅ Social skills
Reading facial expressions, interpreting body language, recognizing social cues. All rely on strong visual perceptual processing.

In short: Visual perception is everywhere.
When kids struggle with it, they may look clumsy, have trouble with writing or reading, or avoid certain tasks. Not because they aren’t trying, but because their brain is working extra hard to “see” and process the world.
