The PASWI – Nueva Vizcaya Chapter proudly attended the First Reading of the Proposed Social Work Month and Social Work Day Ordinance of the Province of Nueva Vizcaya.

This significant step highlights the vital role of social workers in promoting social justice, empowering communities, and providing compassionate service to the most vulnerable sectors of society. The presence of PASWI officers and members during this milestone reflects our collective commitment to advocating for the recognition and institutionalization of Social Work Month and Social Work Day in the province.

We extend our deepest gratitude to Hon. Dawn Ranee Valtoribio-Algura, RSW, for authoring this meaningful proposed ordinance. Likewise, we sincerely appreciate the support of the committee chaired by Hon. Eunice Galima-Gambol, whose leadership helps move this initiative forward.

Behind every strengthened family, every protected child, and every empowered community is a social worker whose life is dedicated to service. Today, we proudly feature Merlyn Lintan Acmo, RSW, a committed public servant and advocate for social protection in the Municipality of Dupax del Norte, Nueva Vizcaya. 💜

Ms. Acmo currently serves as the Municipal Social Welfare and Development Officer (MSWDO) of the Local Government Unit of Dupax del Norte, a position she has held since January 2021. Her journey in public service reflects years of dedication to uplifting vulnerable individuals and communities. Prior to becoming MSWDO, she served as:

• Officer-in-Charge, Municipal Social Welfare and Development Office
• Social Welfare Officer II, LGU Dupax del Norte
• Administrative Aide IV, LGU Atok, Benguet
• Municipal Link, Department of Social Welfare and Development

Kristiamar Agbanlog Pudiquet was born on March 7, 1981, in Dupax del Sur. She is married to Jesus Pruciel Sierra Pudiquet, a Sanitary Inspector at the Local Government Unit of Dupax del Norte. Together, they are blessed with two children, Kersthine Prucielle and Krizciel Prucielle. A Filipino citizen and a proud member of the Isinai indigenous group, she carries both cultural pride and a deep sense of community in her work.

She completed her elementary education at Gov. A. Castaneda Elementary School (1987–1993) and her secondary education at Saint Mary’s High School of Dupax (1993–1997). In 2002, she earned her Bachelor of Science in Social Work from Saint Louis University. Demonstrating her commitment to lifelong learning, she later pursued graduate studies at University of La Salette, completing 45 units toward a Master of Science in Social Work (2016–2018).

That same year she graduated, she successfully passed the Social Worker Licensure Examination in July 2002 in Manila, officially beginning her professional journey as a licensed social worker.

✨ A Story of Faith, Perseverance, and God’s Perfect Timing ✨

Her journey toward becoming a Social Worker was never a straight line — yet every turn carried the quiet imprint of divine purpose.

After high school, she stood at a crossroads, unsure of which path to take. Nursing had long been her dream, but she chose to surrender the decision in prayer. She told her mother that whoever they would first meet upon arriving in Baguio would help shape her choice. At the terminal, they were warmly welcomed by a childhood friend from Saint Louis University. She embraced the moment as God’s sign — and enrolled in Social Work.

During her third year, an unexpected setback led her to shift courses, pursuing a Bachelor of Arts in Community Development at Cordillera Career Development College. Though her graduation in March 1998 came a year later than planned, it marked the beginning of a life devoted to service.

Soon after, she worked with non-government organizations across Benguet — Igorot Tribal Assistance Group and Igorota Foundation Inc. — where she served as a field worker, researcher, and local transcriber, immersing herself in grassroots community work.

On January 23, 1999, she stepped into another sacred vocation: marriage, and later, motherhood to four loving sons — her constant source of strength and inspiration.

Her public service journey formally began on July 23, 2007, when she joined the Local Government Unit of Kayapa as Administrative Aide II under a Contract of Service. Through years of dedication, she progressed from casual employment to a permanent role as Social Welfare Assistant, steadily growing in competence and compassion.

While working full-time, she returned to school to complete her Bachelor of Science in Social Work at CCDC, finishing her fieldwork from June 2010 to March 2011. In June 2012, she took the Social Worker Licensure Examination — and passed on her first attempt, a testament to her perseverance and faith.

Her leadership journey continued to unfold:
• 2019 — Appointed Social Welfare Officer III
• 2020–2021 — Served as Officer-in-Charge of the MSWDO
• October 18, 2021 — Appointed MSWDO I, her present role

The road was never easy. There were delays, sacrifices, and countless moments of balancing family, studies, and service. Yet through steadfast faith and the unwavering support of her loved ones, every challenge became a stepping stone.

Today, Florence Umis-Osngao continues to serve with humility and gratitude. For her, Social Work is more than a profession — it is a calling shaped by grace, resilience, and purpose.

Serving people is serving God. 🙏

Marlon A. Guzman — A Lifelong Advocate for Social Welfare

Born in the peaceful highland community of Malico, San Nicolas, Pangasinan, Marlon A. Guzman has built a remarkable career devoted to service, advocacy, and community empowerment. With his steadfast partner, Teacher Blessing, by his side, he has consistently demonstrated compassion, leadership, and excellence throughout his journey in public service.

After earning his Bachelor of Science in Social Work from International Christian Colleges in 2009, Mr. Guzman began his career as Administrative Aide I in LGU Santa Fe in 2010, where he gained valuable experience in local governance. By 2011, he was entrusted with the role of Social Welfare Officer II at the DSWD Regional Field Office II, followed by his appointment as Community Organizer back in LGU Santa Fe—further strengthening his connection to grassroots initiatives. Over the next few years, he served diligently as Social Welfare Assistant at the Nueva Vizcaya Provincial Hospital, demonstrating hands-on commitment to health and welfare services from 2013 to 2017.

His trajectory continued upward as he took on the role of Social Welfare Officer I at the Provincial Social Welfare and Development Office of Nueva Vizcaya, where he served from 2017 until mid-2022, managing programs that uplift vulnerable sectors across the province. He then transitioned to the Local Government of Aritao in July 2022 as Social Welfare Officer III, and by February 2024, Mr. Guzman had earned the distinction of becoming the Municipal Social Welfare and Development Officer—a position he proudly holds to this day.

Throughout this dynamic and purposeful journey, Mr. Guzman has exemplified the values of empathy, resilience, and transformative leadership. His work continues to shape inclusive policies, strengthen community networks, and champion survivor empowerment across the municipality of Aritao and beyond.

Honoring the Transformative Leadership of Flordelina C. Granada, the Provincial Social Welfare and Development Officer of the Province of Nueva Vizcaya*

A trailblazer in social welfare, Flordelina C. Granada’s career has been defined by leadership, advocacy, and an unwavering commitment to community empowerment. After graduating from St. Joseph College in 1985 and securing a top 10 rank in the Social Work Licensure Exam, she launched a lifelong journey in social development rooted in integrity, strategic impact, and human rights.

From 1985 to 1993, Granada championed empowerment and community organizing as Regional Program Coordinator at the Task Force Detainees of the Philippines. Her efforts laid the groundwork for inclusive social transformation. She continued this momentum as Regional Coordinator at RDC-KADUAMI in 1992 and later as Program Coordinator at the Clergy-Laity Formation Program-Northern Luzon (1996–1998), catalyzing intersectoral collaboration, budget planning, and grassroots education on human rights, gender, and environmental justice.

In 2000, she joined DSWD as a Women Welfare Worker under the Productivity Skills Capability Building (PSCB) program, providing enhancement trainings that uplifted women’s confidence and economic potential.

Her legacy within the Provincial Social Welfare and Development Office (PSWDO) began in 2001 as Social Welfare Officer I, where she strengthened the Provincial Day Care Workers Association and launched the Junior Ambassador for the Bright Child initiative. As Social Welfare Officer II in 2015, her impact expanded—she developed implementing guidelines for Child Development Worker ordinance, advocated for their incentives, and led initiatives like the “Ang Batang Malusog” nutrition program and Child-Friendly Local Governance Audits.

Granada’s rise to Acting PSWDO and subsequent appointment as Provincial Social Welfare and Development Officer on September 28, 2018, marks a pinnacle of service. Under her leadership:
- She conducted sweeping reviews of office mandates
- She redesigned organizational structures and streamlined performance systems (OPCR/IPCR).
- She optimized service delivery through process flow improvements and robust technical assistance to LSWDOs..
- Her contributions to the creation of the Persons with Disability Affairs Office (PDAO) further highlight her commitment to inclusive governance.

With a heart rooted in service and a career defined by action, Mildred Mangonor stands as a beacon of excellence in social welfare and public service in Nueva Vizcaya. From humble beginnings to her current role as Municipal Social Welfare and Development Officer in the Municipality of Diadi, her journey reflects a steadfast commitment to building stronger communities and empowering lives.

Educator and Advocate

Since July 2022, Mildred has shared her expertise as a Part-Time Instructor at Saint Mary's University, mentoring aspiring professionals in social work and public administration. Her academic credentials—including a Master of Science in Social Work (2024) and a Master in Public Administration (2022)—embody her dedication to continual growth and advocacy.

Municipal Leadership and Social Innovation

As MSWDO for the Local Government Unit of Diadi (since February 2022), Mildred has led her team with vision and compassion. Her responsibilities span program implementation, strategic planning, technical guidance, and legislative collaboration.
