✨ A Story of Faith, Perseverance, and God’s Perfect Timing ✨
Her journey toward becoming a Social Worker was never a straight line — yet every turn carried the quiet imprint of divine purpose.
After high school, she stood at a crossroads, unsure of which path to take. Nursing had long been her dream, but she chose to surrender the decision in prayer. She told her mother that whoever they would first meet upon arriving in Baguio would help shape her choice. At the terminal, they were warmly welcomed by a childhood friend from Saint Louis University. She embraced the moment as God’s sign — and enrolled in Social Work.
During her third year, an unexpected setback led her to shift courses, pursuing a Bachelor of Arts in Community Development at Cordillera Career Development College. Though her graduation in March 1998 came a year later than planned, it marked the beginning of a life devoted to service.
Soon after, she worked with non-government organizations across Benguet — Igorot Tribal Assistance Group and Igorota Foundation Inc. — where she served as a field worker, researcher, and local transcriber, immersing herself in grassroots community work.
On January 23, 1999, she stepped into another sacred vocation: marriage, and later, motherhood to four loving sons — her constant source of strength and inspiration.
Her public service journey formally began on July 23, 2007, when she joined the Local Government Unit of Kayapa as Administrative Aide II under a Contract of Service. Through years of dedication, she progressed from casual employment to a permanent role as Social Welfare Assistant, steadily growing in competence and compassion.
While working full-time, she returned to school to complete her Bachelor of Science in Social Work at CCDC, finishing her fieldwork from June 2010 to March 2011. In June 2012, she took the Social Worker Licensure Examination — and passed on her first attempt, a testament to her perseverance and faith.
Her leadership journey continued to unfold:
• 2019 — Appointed Social Welfare Officer III
• 2020–2021 — Served as Officer-in-Charge of the MSWDO
• October 18, 2021 — Appointed MSWDO I, her present role
The road was never easy. There were delays, sacrifices, and countless moments of balancing family, studies, and service. Yet through steadfast faith and the unwavering support of her loved ones, every challenge became a stepping stone.
Today, Florence Umis-Osngao continues to serve with humility and gratitude. For her, Social Work is more than a profession — it is a calling shaped by grace, resilience, and purpose.
Serving people is serving God. 🙏
