WHO FILED THE ANTI-POLITICAL DYNASTY BILLS IN THE SENATE AND HOUSE?

Lawmakers from both chambers of Congress have revived efforts to pass a long-delayed Anti-Political Dynasty Law, filing multiple versions of the measure aimed at curbing the concentration of political power among influential families.

In the Senate, four senators have filed their respective versions: Senate Bill No. (SBN) 18 by Sen. Robinhood Padilla; SBN 35 by Senate President Pro Tempore Ping Lacson and Sen. Erwin Tulfo; SBN 285 by Sen. Kiko Pangilinan; and SBN 1548 by Senate Deputy Majority Leader Risa Hontiveros.

In the House of Representatives, more than ten lawmakers across party lines have filed similar bills. These include House Bill (HB) 209 by ACT Teachers Party-list Rep. Antonio Tinio and Kabataan Partylist Rep. Renee Co; HB 381 by Bukidnon 2nd District Rep. Jonathan Keith Flores; HB 874 by Cebu City 1st District Rep. Rachel del Mar; HB 909 by Surigao del Norte 2nd District Rep. Bernadette Barbers; HB 1297 by Las Piñas Rep. Mark Anthony Santos; HB 2037 by Caloocan 2nd District Rep. Edgar Erice; HB 2131 by ML Partylist Rep. Leila de Lima; HB 4784 by Gabriela Women's Party Rep. Sarah Elago; HB 5334 by 1-Rider Party-list Rep. Rodge Gutierrez; HB 5871 by Pasig City Rep. Roman Romulo; and HB 5905 by Dinagat Islands Rep. Kaka Bag-ao, together with Akbayan Partylist Reps. Perci Cendaña, Chel Diokno, and Dadah Ismula.

Tuparin na ng Kongreso ang mandato nito sa Konstitusyon na i-define at ipagbawal ang political dynasty.

Political dynasties weaken democratic institutions and produce poorer governance outcomes.

The passage of an Anti-Political Dynasty Law is necessary to:

👍🏼 Ensure that leadership in government is determined not by birth or inherited political machinery, but by merit, integrity, and a genuine and meaningful mandate from the people

𝗟𝗚𝗨 𝗡𝗮𝗴𝗮 𝗯𝗼𝗼𝘀𝘁𝘀 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗹𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗶𝗻 𝗖𝗦𝗪 𝘁𝗿𝗮𝗶𝗻𝗶𝗻𝗴

To better equip its department heads and leaders with strategic leadership skills, the City Government of Naga conducted a Completed Staff Work (CSW) training on November 13, 2025. CSW is a management mechanism that requires staff to create well-prepared reports to help leaders understand problems quickly and make decisions.

Participated in by 56 department heads, leaders, and representatives, the training aims to strengthen Naga City Hall’s CSW, starting from the basic steps, techniques and leadership core values.

As noted by Sieg Borromeo, the Transition Team’s HR designate, this initiative addresses the need for departments to adhere to the same processes, expectations, and methods when preparing reports and assignments for Mayor Leni Robredo and the city’s executive management committees.

According to Mayor Leni Robredo, she saw the importance of CSW during her vice presidency, where solutions were already prepared by the time someone came forward for help.

Borromeo said that the training is expected to benefit Nagueños by making city operations more efficient, solution-oriented and results-driven. “Instead of presenting raw problems to the mayor, departments will now present options. That means faster decisions and more time for Mayor Leni to focus on strategic, long-term work for Naga,” she said.
