𝗞𝗔𝗠𝗔𝗟𝗔𝗬𝗔𝗡: 𝗨𝗻𝗶𝘁𝗲𝗱 𝗳𝗼𝗿 𝗜𝗻𝗰𝗹𝘂𝘀𝗶𝗼𝗻, 𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗲𝗱 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝗗𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 ✨🩷

The SK Federation of Naga City, in partnership with the Naga City – PWD Youth Association, successfully brought together young Persons with Disabilities (PWD) for KAMALAYAN: United for Inclusion, Empowered Through Diversity last August 15, 2026, at the NCF MTV Review Hall.

The one-day gathering centered on empowerment, mental health, understanding PWD rights, disability inclusion, and youth leadership.

Topics discussed were:
🧠 Mental Health Awareness Seminar led by Hon. Gilda Gayle R. Abonal-Gomez, City Councilor and Licensed Psychologist and Psychometrician.

✅ Understanding PWD Rights and Privileges led by Atty. Paul John F. Barossa, Head of the Persons with Disabilities Affairs Office.

and a workshop:
🧘🏻‍♀️ Stress Management and Self-Care Workshop facilitated by Ms. Odette Eleda Esteve, a Licensed Psychologist and Psychometrician.

✨ The program concluded with a discussion on Disability Inclusion and Youth Leadership facilitated by Hon. Elmer S. Baldemoro

KAMALAYAN served as a message that Together, let us continue creating a Naga City where every youth is seen, heard, valued, and empowered.

📍 WHITE CANE SAFETY WALK 2026
🗓️ August 4, 2026

The Naga City Government, in partnership with the Naga City Visually Impaired Association (NACIVIA) and the Department of Education – Naga City, successfully conducted the White Cane Safety Walk 2026 in observance of White Cane Safety Day.

This year's celebration also marked the Founding Anniversary of the Persons with Disability Affairs Office (PDAO), honoring its years of dedicated service in advancing the rights, welfare, empowerment, and inclusion of persons with disabilities in Naga City. The occasion likewise recognized the enactment of the Persons with Disability Code of Naga City, signed into law on August 4, 2020, which elevated the PDAO into a full-fledged department and further strengthened disability-inclusive governance in the City. The PWD Code is the first of its kind in the Philippines.

The celebration began with a Holy Mass at the Naga Metropolitan Cathedral, followed by the symbolic White Cane Safety Walk to Plaza Rizal. Carrying their white canes with pride, participants raised public awareness of the white cane as a symbol of independence, mobility, accessibility, and equal opportunity for persons who are blind or visually impaired.

The formal program featured a welcome message from Mr. Jose M. Robredo Jr., President of the Naga City Visually Impaired Association (NACIVIA), who expressed gratitude to the City Government and partner organizations for their continued support of initiatives promoting accessibility and inclusion. An inspirational message was delivered by Dr. Juliet Curva, Special Needs Education Program Supervisor, on behalf of Dr. Susan S. Collano, CESO V, Schools Division Superintendent of the Department of Education – Naga City, reaffirming the DepEd's commitment to inclusive education.

Councilor Elmer S. Baldemoro, Chairperson of the Sangguniang Panlungsod Committee on Social Development, likewise shared an inspirational message emphasizing the City's continuing commitment to advancing the rights of persons with disabilities through inclusive legislation and responsive public programs.

Participants also witnessed a demonstration of Braille Display and Braille Label Printer technologies by Mr. Ryoji Kudo, President of KGS VISION Corporation Philippines, showcasing innovative assistive technologies that enhance accessibility, communication, learning, and independent living for persons with visual impairments.

More than a commemorative event, the White Cane Safety Walk 2026 celebrated the milestones of the PDAO while reaffirming the City's commitment to ensuring that every person, regardless of disability, enjoys equal rights, dignity, accessibility, and opportunities to participate fully in community life.
