Eight years after the government declared the liberation of Marawi, the promise of genuine rehabilitation and justice for the Maranao people remains unfulfilled. The scars of war continue to shape the lives of thousands of internally displaced persons (IDPs), many of whom still live in temporary shelters, deprived of their right to return, rebuild, and recover with dignity.

The Most Affected Area (MAA), once the heart of Marawi, remains a ghost of its former self: lifeless, empty, and excluded from the so-called progress reported in official documents. The โ€œinfrastructure-ledโ€ rehabilitation has failed to restore not only homes and livelihoods but also the sense of community, culture, and faith that define the Maranao identity.
As organizations working for human rights and social justice, BALAOD Mindanaw and IDefend Mindanaw stand in solidarity with the Reclaiming Marawi Movement and the people of Marawi in their continuing struggle for dignity, justice, and accountability.

We echo their call for:

The story of Marawi is not only a local tragedy, it is also a national call for accountability. The governmentโ€™s continued exclusion and neglect of the Marawi people several years after the war reflect the broader crisis of governance and impunity in our country. As we commemorate the 8th year of Marawiโ€™s so-called liberation, we remind the government that true liberation is not measured by the construction of concrete walls and buildings, but by the freedom of the people to live in dignity, justice, and peace.โฃ

It was on May 23, 2017, when the Marawi Siege began, which lasted for 5 months, leaving the city in ruins and thousands of residents displaced. The Marawi Liberation was then declared on October 17, 2017, with the promise of rehabilitation and rebuilding the lives of the victims. However, all rehabilitation efforts were more publicized in papers and on social media since the promise remained unfulfilled. For eight years now, the IDPs have continued to struggle as they cram into shelters, facing everyday challenges of lack of food, livelihood opportunities, poor health care, and sanitation.โฃโฃ

The journey of the IDPs is a story of struggle and resilience, listened to and documented by different organizations that have been standing side by side with them. BALAOD Mindanaw, with its mission to uphold human rights through legal empowerment, has always been there documenting, listening to stories, and advocating for the call. BALAOD has walked with them in this journey for true liberation together with the other members of IDefend, such as Return Marawi Movement (RMM), a grassroots initiative led by IDPs advocating for justice, rehabilitation, and a dignified return to Marawi. โฃโฃ

If you listen to their stories, then you will understand the struggle that they have been going through. Each story reveals the journey of Internally Displaced People (IDP) striving to survive and finding their way back home. You can picture a woman, a child, an elderly, a father, a mother - facing a crisis that forced them to flee from the homes and comfort zones they once knew. Confused and uncertain of the future, they would grasp and clutch the bare minimum of basic needs to survive, livelihood, education, and health care extended to them. โฃ

BALAOD Mindanaw, Reclaiming Marawi Movement and all the other members of IDefend Mindanaw have always been there listening to their stories and reminding them that even displaced, their rights will always be with them and should stand for these rights including the right to basic humanitarian assistance (food, medicine, shelter), the right to be protected, to education, freedom of movement, political and economic rights. Lives were lost, properties damaged and gone, and people displaced during the five-month siege in Marawi City, which began in May 2017 until the declaration of Marawi Liberation in October 2017. The past administration released more than $200M in funding to rebuild Marawi, but mostly went to public infrastructure projects, such as a new lakeside stadium and convention center, rather than homes and livelihoods for the IDPs. These infrastructures have been standing in the midst of the ruins, unutilized and inaccessible, resources wasted. Obviously, it is not a priority for IDPs living in shelters with no sustainable livelihood to go to cultural shows or conventions, go running and jogging, or roam around for leisure and entertainment.โฃ
โฃ
The Marawi Compensation Law was then enacted to provide compensation for the loss of lives and properties during the conflict, recognizing the hardships faced by the residents and ensuring their rights are upheld. The Marawi Compensation Board was created under the law to oversee the process of application and payment of compensation to qualified claimants. However, the latest report showed that P2.12 billion has been allocated for the compensation, but only more than a thousand compensated out of the total of more than 15,000 IDPs. By this pace and aid cut-off, the promise of fully compensating all IDPs by 2028 seems to be fading. This should have been a priority more than the tens of billions used for the building of infrastructures, which are rarely or never utilized.โฃ

It has been eight years since the so-called Marawi Liberation; still, the outcry continues for the IDPsโ€™ demand to return home, and a faster and fair payout of their compensation claims.โฃ

After the siege, IDPs faced each day trying to survive in the midst of crisis and uncertainty at the shelters as they waited for the government to fulfill its promise of rehabilitation, rebuilding, and for them to return home after five years at least. However, it has now been eight years, and they are still at the shelters. Children have been born and raised in these shelters, unfamiliar with the homes their parents lost. Access to education is difficult with no schools nearby, a lack of transport, and tuition is unaffordable, especially to these IDPs without sustainable livelihoods. โฃ

A child of an IDP was once asked to draw a picture of a house, and showed a drawing of a square, a simple four-walled little building, because that is the world he knew, being born in a shelter. Until when will he wake up to a square-shaped house, with difficult access to food, water, and electricity? Until when will he have to endure the struggle to access quality education, proper health care, and a healthy environment? โฃ

Behind the smiling faces are struggles unknown to many. Displaced in their own homeland, quietly thriving in the corner of their shelters, wishing, praying they could go back one day to their homes. It has been eight years, but the struggle of the IDPs to return is far from over, and while doing so, they need to survive to pay for rent, food and water, and other basic needs in their temporary shelters. โฃโฃ
โฃโฃ
The IDPs need livelihood not only to improve their quality of life but also to avoid dependency and exposure to discrimination and abuse, as well as access to education and adequate health care. โฃโฃ For a time, the government has extended cash assistance to IDPs for a sari-sari store, but who would buy their goods when everyone is selling? It has taught women to bake and provided equipment for baking, but who would buy the bread when everyone is baking? โฃโฃ

Eight years after the Marawi Siege, may this be a reminder that the rights of IDPs to access sustainable livelihoods are primarily rooted in the principle of non-discrimination, the right to an adequate standard of living, and the right to work. To this day, BALAOD and IDefend continue to stand with the IDPs in their struggle for livelihood and dignity and resonate the call for a safe and dignified return to their homes!โฃโฃ

It has been 8 years and yet the IDPs left behind by the Marawi Siege are still considered โ€œ๐˜ฃ๐˜ข๐˜ฌ๐˜ธ๐˜ช๐˜ตโ€ in their own homeland. They continue to be displaced and living in a four-walled shelter, with difficult access to water, electricity, food, education, sanitation, and health care. These are the very basic human rights that should have been provided to them temporarily until the government could rehabilitate and bring them back to their own homes, 5 years the most as promised. However, after five years, the contract has ended and they are still in the shelters, and some even made to pay their own rent, and access to electricity and water has become more difficult and expensive. Without sustainable livelihood, many could not afford proper education and health care.โฃ

Eight years in a temporary shelter has been too long and these IDPs are tired and life each day has become more difficult. How long should they wait and hope? โฃ
