𝗡𝗖𝗗𝗔 𝗣𝗥𝗘𝗦𝗦 𝗥𝗘𝗟𝗘𝗔𝗦𝗘 | 𝗨𝗻𝗶𝗳𝗶𝗲𝗱 𝗣𝗪𝗗 𝗜𝗗 𝗦𝘆𝘀𝘁𝗲𝗺 𝘁𝗮𝗸𝗲𝘀 𝗲𝗳𝗳𝗲𝗰𝘁 𝘂𝗻𝗱𝗲𝗿 𝗻𝗲𝘄 𝗡𝗖𝗗𝗔 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝘃𝗲 𝗢𝗿𝗱𝗲𝗿

The NCDA Administrative Order No. 001, s. 2026, also known as the “Institutionalization and Implementation of a Unified Persons with Disabilities Identification System,” was issued that establishes a standardized guidelines for the issuance, verification, and centralized database management of identification cards for bona fide and qualified persons with disabilities nationwide.

The Unified Persons with Disabilities ID will create a centralized database system, eliminating fraud and duplicate IDs. It is intended to uphold the rights, dignity, and privileges of persons with disabilities. The guidelines specify that the ID will provide secure access to targeted support and promote inclusion and equity in schools and communities. The ID will be issued digitally and include a QR code for easy validation of privileges and benefits under existing laws.

Local Government Units (LGUs) are responsible for application/approval/issuance and distribution of physical Unified ID through their Persons with Disability Affairs Offices (PDAO) and/or Social Welfare offices. LGUs can print the digital ID if needed or requested. Mobile registration will support individuals in Geographically Isolated and Disadvantaged Areas (GIDAs), while assisted registration services will be provided for those unable to go to registration centers. The Unified ID was launched in a pilot program in September 2025 after training local workers in the UPWDIS system.

As of September 2026, 959 LGUs are trained and have connected their databases to the UPWDIS portal. A roll-out will take place in key provinces of Luzon and Visayas from September to middle of October 2026 to complete nationwide synchronization. Persons with disabilities seeking the Unified ID should visit their PDAOs or C/MSWDOs for registration.

At the National Forum on Folic acid Fortification organized by the Spina Bifida Support Group Foundation, Inc. , Mr. Rufus Thomas Adducul, National President of Volunteer Youth Leaders for Health - Philippines, reaffirmed the youth network's commitment to promoting public awareness of the importance of folic acid fortification and supplementation - an advocacy of VYLH-Philippines since 2009:

"This is not a new commitment for VYLH. We have been doing this for years, and we have done campaigns that address awareness of folic acid supplementation and fortification.

So, what we commit now is to keep that momentum going, to keep the conversation alive, to keep innovating, and to keep multiplying the message to our youth network.

Because our contribution as young people may not be the science itself. The science is already there. We've listened to a lot of talks pointing us to the pieces of evidence. And our contribution, I think, is making sure that the science reaches another young person, and that young person feels empowered to share."

With the theme "Working Together Towards Mandatory Folic Acid Fortification in the Philippines", the forum aims to build a unified coalition and formally launch the National Declaration of Support for mandatory folic acid fortification of wheat flour in the Philippines. This is to further encourage policymakers to act towards the approval and implementation of the proposed fortification policy.

Ginagawa natin ito sa bawat pagkakataong tumulong, makinig, magsalita, at kumilos para sa kapwa.

Sa pagtatanggol sa karapatan ng bawat isa.
Sa paglikha ng mga pagkakataong walang naiiwan.
Sa pagtanggap at paggalang sa pagkakaiba.
At sa sama-samang pagkilos para sa mas ligtas, makatarungan, at mas magandang kinabukasan.

Hindi kailangang maging bayani sa malaking paraan.
Minsan, nagsisimula ito sa maliit na bagay na ginagawa natin ngayon.

For Every Child. For Every Family. For the Future. ❤️

What if something as simple as getting enough folic acid could help prevent a serious birth condition before a baby is even born?

Yesterday, we gathered for the National Forum on Folic Acid Fortification because we believe every child deserves the best possible start in life.

We heard from doctors and experts.
We listened to families living with spina bifida.
We heard the voices of young people.
And we brought different sectors together to ask:
What can we do, together, to prevent more children from being born with neural tube defects?

For us, this is not just a policy discussion.

It is about the child we hope will be healthy.
The pregnancy we pray will be safe.
The future we want every family to have.

Folic acid is a small part of a much bigger picture, but prevention begins with making sure people have access to what they need.

We may come from different sectors, but we share one hope:

That fewer families will have to face a preventable burden, and that every child can have a stronger start in life.

This is why we continue to call for mandatory folic acid fortification in the Philippines.

Because prevention is not only about numbers and policies.

It is about people.
It is about families.
It is about our children.
