ALTERNATIVE WORK ARRANGEMENTS FOR GOVERNMENT OFFICES, ALTERNATIVE LEARNING MODES FOR SCHOOLS ON AUGUST 20

Pursuant to Memorandum Circular No. 131, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on August 20, 2026:

📍 National Capital Region (NCR)
📍 Abra
📍 Benguet
📍 Ilocos Norte
📍 Ilocos Sur
📍 La Union
📍 Pangasinan
📍 Bataan
📍 Bulacan
📍 Nueva Ecija
📍 Pampanga
📍 Tarlac
📍 Zambales
📍 Batangas
📍 Cavite
📍 Laguna
📍 Rizal
📍 Occidental Mindoro

Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes and learning continuity measures at all levels in public and private schools shall be implemented in the aforementioned areas.

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

Contract of Service (COS) and Job Order (JO) workers placed under alternative work arrangements shall be paid their corresponding wages or salaries, subject to applicable rules and regulations.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

: Upon recommendation of the Manila City Disaster Risk Reduction and Management Department (MCDRRMD), I am ordering the suspension of all classes in all levels in public and private schools on Tuesday, August 18, 2026, due to inclement weather brought about by the enhanced southwest monsoon (habagat).

According to the MCDRRMD, consistent weather models indicate moderate to heavy, at times intense rainfall expected throughout the day.

Schools are advised to shift to ADM or Alternative Delivery Mode.

According to the MCDRRMD, thunderstorm conditions are ongoing as of this morning, with another expected this afternoon.

| Upon recommendation of the Manila City Disaster Risk Reduction and Management Department (MCDRRMD), I am ordering the suspension of classes in all levels in public and private schools on Tuesday, August 11, 2026, due to inclement weather brought about by the southwest monsoon (habagat) enhanced by a Low Pressure Area (LPA).

According to the MCDRRMD, three out of five weather models indicate moderate to heavy rainfall, with PAGASA’s latest outlook confirming expected rainfall with intensity ranging from light to moderate, at times heavy, particularly early in the morning and in the afternoon.

Schools are advised to shift to ADM or Alternative Delivery Mode.

: Upon recommendation of the Manila City Disaster Risk Reduction and Management Department (MCDRRMD), I am ordering the suspension of classes in all levels in public and private schools on Monday, August 10, 2026, due to inclement weather brought about by the southwest monsoon (habagat) enhanced by Tropical Cyclone Dolphin.

According to the MCDRRMD, the latest weather models and rainfall outlook from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) indicate rainfall tomorrow with intensity ranging from moderate to heavy, at times intense, particularly early in the morning and in the afternoon.

Schools are advised to shift to ADM or Alternative Delivery Mode.
