NCUP is a duly-registered non-profit national advocacy organization of Filipino consumers who push for our rights to enjoy ni****ne products as well as innovative ni****ne products such as electronic ci******es and heated to***co products. As a community of consumers, we support all users of legitimate ni****ne products, envision to continue enjoying ni****ne at the least risks possible, and share

information with the government and the public about our basic rights. Our scope broadly relates, but is not limited, to consumers' concern over a product (pricing, merits, availability, etc.) More importantly, we discuss and champion policies that govern and affect our ni****ne enjoyment. We recognize public health concerns on the use of ni****ne products, while standing up for our rights as consumers. We support our members' rights to transition to smoke-free products or safer ni****ne products including electronic ci******es or v***r products, heated to***co products, oral snus and other smoke-free products that enable people to use ni****ne without the smoke that causes diseases. We believe in to***co harm reduction (THR) as a public health strategy that aims to reduce the risks from smoking, while providing consumers better alternatives to enjoy the consumption of ni****ne through modern delivery systems in place of combustion. We aim to enlighten the public about ni****ne by participating in public consultations, sharing insights and perspectives with the media, and holding dialogues with legislators and regulatory agencies. Our mission is to help spread reliable, evidence-based information on ni****ne consumption, that: [a] provide consumers with a good understanding that may lead them to consider using safer alternatives to ci******es; [b] encourage policymakers, the media and other interest groups to take a serious look at to***co harm reduction as a potential public health policy solution; and, [c] ensure a strong and cohesive membership of smokers, va**rs and other aficionados. PNP SEIZES P6.6M WORTH OF UNMARKED CI******ES; CHARGES FILED VS. TWO SUSPECTS

Public safety and fair commerce remain priorities as the Philippine National Police, through the Criminal Investigation and Detection Group, intensifies efforts against illegal supply chains and activities that violate consumer protection and government regulations.

In an operation in Silang, Cavite, authorities intercepted a shipment of ci******es valued at P6,695,000.00 that lacked required health warnings and legal documentation. The operation resulted in the recovery of 103 master cases and the apprehension of two male individuals, identified by their aliases “Chris” and “Mar,” aged 43 and 31 respectively.

They are facing charges for violations of Republic Act No. 10643 (“Graphic Health Warnings Law”) and Republic Act No. 9211 (“Tobacco Regulation Act of 2003”) for distributing unmarked and unregistered to***co products.

“The rule of law applies to all businesses and individuals,” said Chief PNP, Police General Jose Melencio C. Nartatez Jr. “Anumang negosyo o indibidwal, dapat sumunod sa batas. We are committed to ensuring that commerce operates within legal boundaries—protecting both consumers and legitimate enterprises.”

Illegal products that evade regulation not only undermine consumer safeguards but also deprive government programs of revenues meant for public services. Authorities reminded businesses and transport operators to verify compliance of goods and documentation to avoid involvement in unlawful trade.

The PNP urged citizens to report suspicious commercial activities and smuggled goods, emphasizing that community cooperation strengthens law enforcement efforts. “Katuwang ang publiko, mas epektibo ang ating laban sa ilegal na gawain,” PGEN Nartatez added.

This operation underscores the Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman—ensuring security and accountability while promoting a level playing field for lawful economic activities.

PNP SEIZES OVER PHP 1.2 MILLION IN SMUGGLED CI******ES, ARRESTS 7 IN BAGANGA

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., confiscated suspected smuggled ci******es valued at approximately PHP 1,250,000.00 during a checkpoint operation on March 3, 2026, in Brgy. Baculin, Baganga, Davao Oriental.

The operation, led by the 1st Davao Oriental Provincial Mobile Force Company and assisted by the Baganga Municipal Police Station, intercepted three vans carrying fifty sacks of branded ci******es, totaling an estimated two thousand five hundred (2,500) reams, without the required graphic health warnings.

Arrested during the operation were seven individuals identified only by their aliases: Kurt, Leogien, Janel, Ralph, April Boy, Asman, and Adrian.

The success of the operation highlights the PNP Focused Agenda, particularly the key priority of Enhanced Managing Police Operations, which ensures strict enforcement of the law while protecting communities from illegal activities.

“This operation is a strong reminder that illegal activities will not be tolerated in our communities,” PGEN Nartatez said. “Patuloy tayong magbabantay at kikilos para protektahan ang mamamayan laban sa anumang uri ng smuggling.”

PGEN Nartatez also highlighted the collaborative effort behind the success of the operation: “Our personnel are committed to upholding the law and securing public safety in every checkpoint we conduct.”

As the PNP implements measures to intercept and prevent smuggling under the directive of President Ferdinand R. Marcos Jr., it continues to assure the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”

PRO7 SEIZURES REACH ₱170M IN ANTI-ILLEGAL CIGARETTE OPERATIONS IN CENTRAL VISAYAS

The Police Regional Office 7 (PRO7) has confiscated illegal ci******es worth ₱170,390,032.34 since January 2026 through sustained anti-smuggling operations across Central Visayas.

Records show that the operations resulted in the seizure of 138,516 packs and 3,231 reams of ci******es, recovered through intensified intelligence monitoring and coordinated law enforcement actions conducted by police units targeting the transport, storage, and distribution of smuggled to***co products in the region.

Regional Director PBGEN REDRICO A MARANAN emphasized that the campaign reflects the region’s commitment to strictly carry out the directive of Secretary Juanito Victor “Jonvic” C. Remulla, to eradicate the manufacturing, selling, and trading of illegal ci******es.

“Every operation we conduct against illegal ci******es is part of our responsibility to protect the integrity of our laws and the welfare of our communities. We fully support the directive of Secretary Remulla to put an end to the manufacture, sale, and distribution of these illegal products. This is not only about stopping smuggling—it is about preventing criminal groups from taking advantage of our communities and ensuring that lawful businesses are protected,” PBGen Maranan said.

He further assured the public that PRO7 will continue to intensify intelligence monitoring and law enforcement operations in coordination with partner agencies and local government units to sustain the momentum of the campaign against illegal cigarette trade in Central Visayas.

PRO7 also called on the public to support authorities by reporting any information related to the manufacture, storage, transport, or sale of illegal ci******es as part of the collective effort to curb illicit trade in the region.

PNP DENTS ILLEGAL V**E TRADE; ₱1.5-M HAUL CONFISCATED IN CAVITE

A residential property in Bacoor City became the focus of a law enforcement operation on Tuesday that resulted in the seizure of v**e products valued at ₱1.5 million. Under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., the Philippine National Police continues to intensify actions against violations of Republic Act 11900, or the Vaporized Ni****ne and Non-Ni****ne Products Regulation Act.

Operatives from CIDG RFU 4A, supported by the DTI-Intelligence and Enforcement Unit and local police units, carried out the search on February 24, 2026 in Barangay Molino VII, Bacoor City. Recovered from inside the premises were multiple master cases of branded disposable v**e devices, v**e units, and pods with an estimated total market value of more or less ₱1,500,000.00.

The search warrant was issued against three individuals, all of legal age and residents of Barangay Molino VII, Bacoor City. However, the subjects were not present at the time of implementation and remain at large. Authorities are finalizing the filing of charges for violation of RA 11900. They are also conducting follow-up operations to locate the respondents and trace the source and distribution network of the confiscated products.

“This operation reflects our firm resolve to enforce regulatory laws and protect the public from unauthorized distribution of controlled products. We will relentlessly pursue those who attempt to profit by disregarding the law,” PGEN Nartatez said. “Malinaw ang aming paninindigan: ang batas ay dapat sundin at ang lalabag ay mananagot. Hindi namin palalagpasin ang ganitong uri ng ilegal na gawain.”

“The PNP remains focused on dismantling illegal supply chains that undermine lawful commerce and public safety. Accountability will always follow enforcement,” the PNP Chief added. “Patuloy naming palalakasin ang aming mga operasyon upang matiyak na ligtas ang komunidad at maipatupad nang maayos ang mga umiiral na regulasyon.”

The accomplishment highlights the PNP’s continuing transformation framework designed to make police service more responsive and accountable. Anchored on its key priority of Enhanced Managing Police Operations, the organization sustains focused enforcement against unlawful trade and regulatory violations.
