Republic Act 7877 was enacted to protect employees, students, and trainees from sexual harassment perpetrated by those who hold authority, wield influence, or have moral ascendancy over them. This includes instances where such individuals demand, request, or require sexual favors from another person, as well as unwelcome sexual advances, comments, or physical conduct that creates an intimidating or offensive environment.

The law also mandates that workplaces, schools, and training institutions establish clear procedures for reporting and resolving complaints, along with preventive measures like awareness programs. Additionally, it prohibits retaliation against anyone who refuses unwanted advances or reports misconduct, ensuring victims can seek help safely.
