Every July, the Philippines observes ๐ก๐ฎ๐๐ถ๐ผ๐ป๐ฎ๐น ๐๐ถ๐๐ฎ๐๐๐ฒ๐ฟ ๐ฅ๐ฒ๐๐ถ๐น๐ถ๐ฒ๐ป๐ฐ๐ฒ ๐ ๐ผ๐ป๐๐ต (๐ก๐๐ฅ๐ ), an annual campaign led by the ๐ก๐ฎ๐๐ถ๐ผ๐ป๐ฎ๐น ๐๐ถ๐๐ฎ๐๐๐ฒ๐ฟ ๐ฅ๐ถ๐๐ธ ๐ฅ๐ฒ๐ฑ๐๐ฐ๐๐ถ๐ผ๐ป ๐ฎ๐ป๐ฑ ๐ ๐ฎ๐ป๐ฎ๐ด๐ฒ๐บ๐ฒ๐ป๐ ๐๐ผ๐๐ป๐ฐ๐ถ๐น (๐ก๐๐ฅ๐ฅ๐ ๐). Through ๐๐

This year's theme, "๐ฝ๐๐ฟ๐ผ๐๐ ๐๐๐ก๐๐ฅ๐๐ฃ๐ค: ๐ฝ๐ช๐๐ก๐๐๐ฃ๐ ๐ ๐๐ฉ๐ง๐ค๐ฃ๐๐๐ง ๐๐๐ก๐๐ฅ๐๐ฃ๐ค ๐๐๐ก๐ก-๐๐๐๐ฃ๐ ๐ฉ๐ค๐ฌ๐๐ง๐๐จ ๐ฟ๐๐จ๐๐จ๐ฉ๐๐ง ๐๐๐จ๐๐ก๐๐๐ฃ๐๐," reminds us that the well-being of every Filipino is essential in creating communities that can withstand and recover from disasters.
But amidst the campaigns and slogans, one question remains:

Year after year, Filipinos are asked to rise above floods, storms, and calamities. Yet despite billions of pesos allocated for flood control and disaster mitigation projects, many communities continue to sink beneath the same waters. When public funds intended to protect lives are lost to corruption, negligence, or poor governance, resilience becomes more than a virtueโit becomes a burden unfairly placed on the people.
The strongest flood barriers are not built with concrete alone, but with integrity, transparency, and accountability. Without these, every storm washes away not only homes and livelihoods, but also public trust.
The Filipino spirit has never lacked resilience. What it lacks is a government that matches the people's courage with genuine public service.
