No, Mr. President. Pax Silica won’t accelerate our industrial competitiveness, it will not revitalize our economy. Pax Silica will plunder our resources. It will steal the lands from our people. Pax Silica will not bring us progress but ties us into unfair conditions.

Just like how past mining agreements and dam projects in the Philippines promise jobs and industrialization, they deliver nothing in reality but the exploitation of our lands and resources. More than a century of large-scale open-pit mining has left Itogon's ground hollowed out, unstable, and poisoned—triggering cataclysmic sinkholes and devastating landslides for our communities.

What imperialist countries and large corporations gained from these operations was our gold, our critical minerals, and massive corporate profits. What they left behind for our people wasn't progress; it was toxic mine tailings, dried-up agricultural rivers, and communities rendered permanently disaster-prone.

To agree to Pax Silica and open our lands to it is to ignore our long history of being exploited. And to let Pax Silica exploit our lands is an insult to our people’s enduring resistance.

We do not remember the progress. What we remember is the plunder. We remember the violence inflicted upon our communities. We remember the disasters brought about in the name of “industrial competitiveness.” What we remember is the poverty and ruin left behind.

Is violence an inherent feature of the state, or is it a product of history and power? How did the state evolve into the institution we know today—one often associated with coercion, repression, and the concentration of power?

In this study circle, we will explore the origins and development of the modern state, the rise of bureaucracies and standing armies, and how states established a monopoly on the “legitimate” use of violence. We will also examine why, throughout history, states have often functioned as instruments of domination rather than simply guardians of public welfare.

IMPORTASYON KEN SMUGGLING TI NATENG, ISARDENG!

Sinasadlak ng pabayang pamahalaan ang mga magsasaka sa mas malalang kahirapan. Ito ay direktang bunga ng mapanirang neoliberal na kaayusan at mga pang-ekonomikong panukala tulad ng agresibong importasyon at deregulasyon na nagpapahina sa ating lokal na industriya ng agrikultura.

Ang nagsasalabid na krisis sa presyo ng langis, talamak na smuggling, at pagsirit ng halaga ng mga farm inputs, kaakibat ng binarat na presyo ng ani, ang dahilan kung bakit lugmok sa utang ang mga gardinero ng Benguet.

Lalong pinatitingkad ang krisis na ito ng balita tungkol sa planong pag-import ng Department of Agriculture (DA) ng 6,000 Metric Tons (6 na milyong kilo) ng carrots. Ang hakbang na ito ng DA ay isang malaking sampal sa ating mga lokal na prodyuser.
Sa tuwing nag-iimport ang DA ng mga gulay, bilang tugon umano ito sa pagkakaroon ng krisis sa suplay. Ngunit sa aktuwal, hindi ito naghahain ng datos upang patunayan ang sinasabi nilang krisis ng suplay sa merkado bagkus mas inilalantad nito ang mga gardinero sa di-patas na kompetisyon laban sa mga imported na produkto. Dahil sa ganitong pamamalakad, naging balon ang ating merkado para sa mga smuggled na gulay na ibinebenta sa presyong mas mababa pa sa cost of production ng ating mga lokal na magsasaka.

Ang ugat ng krisis na ito ay matutunton sa pagpasok ng Pilipinas sa World Trade Organization (WTO) noong 1995. Sa ilalim ng WTO Agreement on Agriculture (AoA), ang bansa ay napilitang sumailalim sa tariffication. Ito ay isang proseso kung saan tinanggal ang mga quantitative restrictions (limitasyon sa dami ng inaangkat) at pinalitan ang mga ito ng mga taripa. Ang polisiyang ito, na nakabatay sa mga pandaigdigang kasunduan sa kalakalan, ay nag-alis sa mga mekanismo ng proteksyon para sa ating mga magsasaka na nagresulta sa pagbaha ng mga dayuhang produkto na pumatay sa kompetisyon ng ating sariling produce.

Ngunit bukod sa pagkukumpetisyon ng mga magsasaka sa murang mga imported vegetables, matagal na panahong umaaaray ang mga ito sa nagpapatuloy na pagtaas ng halaga ng farm inputs. At ngayon, mas lalo pa itong pinatindi ng krisis sa langis. Dahil dito, tumaas ng halos 60% ang logistical costs ng mga magsasaka habang ang presyo kung saan nabebenta ang mga gulay sa merkado ay nananatiling mababa.

Dito masasalamin ang kawalan ng proteksyon sa pagpepresyo, kawalan ng suporta ng pamahalaan sa gastos ng produksyon, at kakapusan sa mas maayos ng sistema mula produksyon hanggang distribusyon ng industriya ng vegetable farming. Ang malayang merkado ay pumapabor lamang para sa mga middlemen, malalaking importer, at mga kartel habang sa isang banda ay nalulubog sa siklo ng utang ang maliliit na gardinero at magsasaka.

Ang neoliberal na kaayusan na labis na nakasandig sa liberalisasyon at deregulasyon ang siyang pumipigil sa pag-unlad ng ating agrikultura. Ito ang ugat ng pagdurusa ng mga magsasakang pumapasan sa bigat ng krisis pang-ekonomiya.

Ang pagtugon sa malalim na krisis na ito ay nangangailangan ng komprehensibong pagbabago sa ating vegetable industry. Sa madaling panahon, dapat makabuo ng polisiya para sa regulasyon ng presyo, gaya ng pagtatakda ng floor price na nakaangkla sa aktwal na cost of production ng bawat produkto. Bukod dito, ang pagbibigay ng direktang suporta sa produksyon partikular sa abono, binhi, at langis ay isang mahalagang hakbang upang mapagaan ang gastusin at maprotektahan ang kabuhayan ng mga magsasaka.

Ngunit higit sa lahat, kinakailangan ang pagbabago sa neoliberal na kaayusang umaasa sa importasyon at siyang mismong nagbabansot sa ating agrikultura. At nangangahulugan ito ng pagpapanagot sa mga burukrata kapitalistang patuloy na nandarambong sa pondo ng bayan, mga tuta ng dayuhan, at mga gumagamit ng kanilang posisyon sa gobyerno upang magpatupad ng mga batas at kalakaran na anti-mamamayan.
