A Resolution Adopting the Executive Rules, Regulations, Policies, and By-Laws (ERPB) – Disciplinary

Enforcement Policy of the Federation of the Deaf – Cavite Province, Inc. (FDCP).

RESOLVED, that the Federation of the Deaf – Cavite Province, Inc. (FDCP) hereby adopts and approves the Executive Rules, Regulations, Policies, and By-Laws (ERPB) – Disciplinary Enforcement Policy to establish a fair, transparent, and consistent system for enforcing discipline, maintaining organizational order, and ensuring that all officers, members, and affiliated organizations uphold the Constitution, By-Laws, rules, regulations, policies, and ethical standards of the Federation.

Today, we honor the courage and sacrifice of our heroes who fought for the freedom we enjoy today. As we celebrate our nation's independence, let us continue building a Philippines where every Filipino—Deaf or hearing—can live with dignity, equality, and respect.

Together, let us uphold the values of Kalayaan, Kinabukasan, at Kapwa, and work toward a more inclusive, united, and empowered nation.

The Federation of the Deaf - Cavite Province, Inc. (FDCP) remains firm in protecting the integrity, transparency, and dignity of the Deaf Caviteño community.

FDCP strongly reminds the public that any financial assistance, partnership, or organizational transaction conducted under the name of the organization must always serve lawful organizational purposes and the welfare of Deaf Caviteños — never personal interest or unauthorized representation.

Leadership is built on honesty.
Volunteerism is built on trust.
Service is built on integrity and accountability.

FDCP respectfully encourages all Deaf organizations and community leaders to carefully choose individuals who genuinely uphold professionalism, sincerity, respect, and dedication to the Deaf community.

The Deaf community deserves genuine leadership, transparent service, and people worthy of the trust given to them.

Organization: Federation of the Deaf - Cavite Province, Inc. (FDCP)

The Federation of the Deaf - Cavite Province, Inc. (FDCP) formally announces to the Deaf community and the public that Mr. Archie Bacarac Drilon of Los Baños, Laguna is no longer connected with FDCP effective immediately.

Mr. Archie Bacarac Drilon was appointed as Multimedia & Social Media Coordinator on March 14, 2026, and officially accepted the position on March 15, 2026 through Facebook Messenger communication.

Throughout his involvement with FDCP, the organization continuously provided guidance, patience, training, support, and opportunities to help him fulfill assigned responsibilities related to posters, video editing, and media tasks connected to FDCP activities and programs.

However, due to repeated unfinished tasks, delayed responsibilities, failure to follow proper organizational procedures, and concerns regarding the sharing of internal organizational matters outside FDCP without authorization, the FDCP leadership has decided to officially terminate and remove him from his position.

FDCP also notes that no formal resignation letter or proper turnover process was submitted to the organization before discontinuing participation in organizational duties.

The organization strongly reminds all officers, staff, volunteers, and members that internal discussions, confidential organizational concerns, board matters, documents, and sensitive information must not be disclosed or shared externally without proper authorization.

Unauthorized disclosure of confidential organizational information may violate applicable Philippine laws and legal principles, including:

• Republic Act No. 10173 – Data Privacy Act of 2012
• Article 19 of the Civil Code of the Philippines regarding fairness, trust, and good faith
• Other applicable rules concerning confidentiality, ethics, and responsible communication

At this time, FDCP does not recommend or endorse Mr. Archie Bacarac Drilon for organizational, volunteer, media, or leadership-related responsibilities connected with FDCP partnerships and activities.

FDCP remains committed to professionalism, integrity, accountability, and respectful service to the Deaf community.

We encourage everyone to remain responsible in communication and to avoid spreading misinformation, private discussions, or organizational conflicts that may negatively affect individuals, partnerships, and the wider Deaf community.

OFFICIAL STATEMENT

As President of the Federation of the Deaf - Cavite Province, Inc. (FDCP), I have chosen to speak openly regarding the rumors, complaints, and misinformation circulating against me and our leadership.

I would also like to clarify that some of the incidents and misunderstandings being raised publicly today happened almost two years ago. Despite the passage of time, these issues continue to be used to create blame, division, and negativity against our leadership and organization.

Leadership is never easy, especially when facing organizational challenges such as SEC and BIR requirements, limited manpower, and the lack of active board members willing to serve and assist in sponsorship and donation efforts.

Despite these realities, together with Vice President Erika, we continued to do our best to serve the Deaf community with sincerity, dedication, and commitment.

Some issues being discussed are connected to the Cavite team “Kabitenyo Hoopers” under the responsibility of Yuji Callejas Takahashi, as well as misunderstandings that happened during the General Assembly two years ago. I also believe that Jenny’s actions during the General Assembly contributed to conflict, disruption, and misunderstanding within the organization and the community.

However, despite these challenges, I still believe that problems should be resolved through respectful communication, transparency, and unity — not through rumors, misinformation, or personal attacks.

I respectfully ask everyone not to immediately believe accusations or incomplete information without hearing both sides fairly and professionally.

FDCP was built to serve, empower, and unite the Deaf community of Cavite Province — not to create division among ourselves.

As President, I remain committed to professionalism, accountability, peaceful dialogue, and continued service to our community.

Let us choose unity over division, truth over misinformation, and respect over hostility.

OFFICIAL STATEMENT FROM THE FEDERATION OF THE DEAF – CAVITE PROVINCE, INC.

The Federation of the Deaf – Cavite Province, Inc. (FDCP) proudly acknowledges and welcomes the recent announcement of Filipino Deaf Vloggers: Facts, Opinions and Openness regarding its upcoming event to be held at the Philippine School for the Deaf in Pasay City.

We recognize the importance of initiatives such as Filipino Deaf Vloggers: Facts, Opinions and Openness in promoting unity, empowerment, and visibility within the Deaf community. As an organization committed to advocacy, inclusion, and sustainable development, Federation of the Deaf – Cavite Province, Inc. expresses its openness to collaborative efforts that will bring meaningful opportunities, accessible programs, and strengthened support systems for Deaf individuals across Cavite and beyond.

Our potential collaboration with Filipino Deaf Vloggers: Facts, Opinions and Openness and the Philippine Social Deaf Club reflects a shared vision—to elevate the quality of services, expand access to education and leadership opportunities, and ensure that the voices of the Deaf community are heard, respected, and represented.

The continued exclusion of Deaf Caviteños from meaningful and accessible support services is a gap that demands urgent and decisive action.

The Federation of the Deaf – Cavite Province, Inc. stands ready to work in full partnership with the Provincial Government of Cavite and all local government units to ensure that this initiative becomes a reality.

Despite existing programs for Persons with Disabilities, many Deaf Caviteños continue to be left behind.

This is not simply a system gap—it is a matter of rights, justice, and human dignity.

It is time to take action.
It is time for the voice of the Deaf community to be heard.
